TO
THE ARTICLES AND SCHEDULES OF THE CONSTITUTION

The additions and amendments to the Articles and Schedules listed below were agreed to by the Federal Council. The Schedules will become effective on 01 September 2013 (01.09.2013), unless otherwise stated. The Articles will become effective 01 February 2014 (01.02.2014).

Clubs are reminded that in terms of Article 40 of the Constitution, Affiliated Clubs have the right to object to any proposed amendment or part thereof to the Articles, but this does not extend to the Schedules which are governed by Article 41 of the Constitution.

The additions and amendments to the Articles and Schedules listed below were agreed to by the Federal Council. The Schedules will become effective on 02 April 2015 (02.04.2015) or on 01 May 2015 (01.05.2015), unless otherwise stated.

SCHEDULE 2 – REGULATIONS FOR THE CLASSIFICATION, REGISTRATION AND TRANSFER OF THE REGISTERED OWNERSHIP OF DOGS (Effective 02.04.2015)

APPENDIX F

Amend to read:

Applications for the registration of Biewer Terriers will only be accepted if the dog has been positively identified via DNA PROFILING and parentage has been verified via DNA PARENTAGE VERIFICATION by a laboratory that is a member of the International Society of Animal Genetics (ISAG). The Veterinary Genetics Laboratory at the Faculty of Veterinary Science at Onderstepoort (OPVGL) is currently the only laboratory in South Africa that is a member of ISAG from which DNA Typing Certificates will be accepted for the registration of Biewer Terriers bred in the KUSA area of jurisdiction. 

In the case of Biewer Terriers that are imported, DNA material will be required to be submitted to OPVGL for the issuing of a DNA Typing Certificate which must reflect the dog’s microchip number, DNA Profile number and DNA ID Number. Applications for registration of an imported Biewer Terrier will only be accepted if the required DNA Typing Certificate is attached to the KUSA Registration Application Form.

All Certificates of Registration issued to Biewer Terriers registered or re-registered with the Kennel Union must bear the DNA profile number and DNA ID Number of the dog.

SCHEDULE 3 – REGULATIONS CHAMPIONSHIP SHOWS

Regulation 22 – (Currently) Void

Amend to read:  

Regulation 22 – Competition for Best of Breed, Reserve Best of Breed, Best Puppy of Breed and other Best Class of Breed Awards

22.1     On completion of judging of all breed classes excluding Baby Puppy and Neuter Dog, Best of Breed will be judged.

22.1.1   Those exhibits eligible for the award of a Best of Breed Certificate and Reserve Best of Breed Certificate, are both Challenge Certificate winners and the unbeaten prize winners of any restricted class as defined in Appendix 1 of Schedule 3.

22.1.2   Whenever a Challenge Certificate is awarded, the Judge shall award a Best of Breed Certificate to the best exhibit of that breed.

22.1.3   In the event of both Challenge Certificates being withheld by a Judge, a Best of Breed Certificate and Reserve Best of Breed Certificate shall not be awarded unless the Judge considers that the exhibits in any restricted class merit the awards.

22.2     Once Best of Breed has been awarded, the remaining exhibits compete against the runner up to the Best of Breed exhibit for Reserve Best of Breed. A Reserve Best of Breed Certificate shall be awarded to the dog placed second to the Best of Breed, which shall progress no further.

22.3     In the event of the Best of Breed or Reserve Best of Breed winners being entered in the Minor Puppy or Puppy classes, that exhibit shall automatically be awarded Best Puppy of Breed.

22.3.1   On completion of Best of Breed judging, and provided that the Best of Breed and Reserve Best of Breed winners were not entered in the Minor Puppy or Puppy classes, Best Puppy of Breed will be judged. The exhibits eligible to compete for Best Puppy of Breed shall be the winners of the Minor Puppy and Puppy Classes, provided they have not been beaten by another Puppy class winner for the challenge Certificate or Reserve Challenge certificate. If the Judge is not of the opinion that the puppy selected is worthy of the award Best Puppy of Breed he/she may withhold it.

22.4     Once Best Puppy of Breed has been awarded, the remaining Best Class of Breed awards scheduled by the club, excluding Baby Puppy and Neuter Dog, will be judged in the same order as the breed classes.

22.5      On completion of the Best Class in Breed awards, the Baby Puppy Dog and Baby Puppy Bitch classes, if scheduled, shall be judged, followed by Best Baby Puppy of Breed.

22.6      On completion of the Baby Puppy of Breed awards, the Neuter Dog class, if scheduled, shall be judged.

22.7      By their signature thereto, however applied, the Show Secretary assumes responsibility for the accuracy and validity of the certificates issued in terms of Regs. 22.1, 22.2 and 22.3.

Regulation 24 – COMPETITION FOR GROUP WINNERS AND BEST IN SHOW AND PUPPY IN SHOW

Amend to read:

24.1      At every Championship Show where dogs of more than one Group are scheduled, dogs awarded Best of Breed and Best Puppy of Breed shall be eligible for free entry into their respective Group Challenges. The Group Challenges will be based upon the groupings of the breeds as shown in Regulation for Classification, Registration & Transfer of the Registered Ownership of Dogs (Schedule 2).

24.1.1   The first four (4) exhibits in the Group and Puppy Group shall be placed 1 to 4 in order of merit (and may be announced in reverse order).

24.1.2   The winners of the Group and Puppy Group shall be eligible for free entry into their respective Best in Show Challenges

24.1.3   Clubs may also schedule Group and In Show challenges for any other breed classes offered at the show.

24.1.4   The winners of Best of any such class in Breed shall be eligible for free entry into their respective Group Challenges and the winners of Best in these Group challenges shall be eligible for free entry into their respective Best in Show Challenges

24.1.5   Details of the order of judging of the various Group Challenges and the order of judging of the various Best in Show Challenges on offer shall be published in the show schedule and in the catalogue.

24.2      At every Championship Show where dogs of more than one Group are scheduled, a minimum of two (2) exhibits shall be placed in all In Show challenges and, Clubs have the discretion to award further placings up to the total of seven (7). Whilst exhibits must be placed in order of merit, the results may be announced in reverse order.

24.2.1   At every Championship Show where dogs of more than one breed, but confined to one Group only, are scheduled, dogs awarded Best of Breed and Best Puppy of Breed shall be eligible for free entry into their respective Best in Show Challenges.

24.2.2   Such Clubs may also schedule In Show challenges for any other breed classes offered at the show.

24.2.3   The winners of Best of any such class in Breed shall be eligible for free entry into their respective Best in Show Challenges

24.2.4   At every Championship Show where dogs of more than one breed, but confined to one Group only, are scheduled, the first four (4) exhibits in the Best in Show and Best Puppy in Show shall be placed 1 to 4 in order of merit (and may be announced in reverse order).

24.2.5   Details of the order of judging of the various Best in Show Challenges on offer shall be published in the show schedule and in the catalogue.

24.3      At every Championship Show where dogs of one breed only are scheduled, the exhibits eligible to compete free of entry fees for Best in Show are Challenge Certificate winners and unbeaten prize winners in any restricted class as defined in Appendix 1 of this Schedule, and the exhibits eligible to compete free of entry fees for Best Puppy in Show are all the Minor Puppy and Puppy class winners.

SCHEDULE 4 - REGULATIONS FOR NON – CHAMPIONSHIP SHOWS

Regulation 2.3 (Effective immediately as this is an existing ruling which has been in force since 2001) 

No Club shall be permitted to hold more than four (4) Non-Championship shows in any one calendar year, only two of which may include Breed Classes, unless dispensation is granted by the Executive Committee.

SCHEDULE 5E (21) – ROTTWEILER SPECIALIST CHAMPIONSHIP SHOW (Effective 02.04.2014)

Regulation 6 – Classes

Amend to read:
6.1.      Classes for this show shall be as laid down in Schedule 3 of the KUSA constitution.

6.2.      All dogs shown in the Neutered Dog class may only receive a maximum grading of “OB”.

6.3.      All dogs shown in the Baby Puppy Dog/Bitch class may only receive a maximum grading of “vsp”.

Regulation 8 – Gradings

Amend to read:

6 to 12 Months “vsp” Promising (Versprechend) May be awarded to a puppy under 12 months of age which, already at this young age, and although not yet fully developed, shows typical features of its breed. A few minor faults may be tolerated but none of the morphological nature.

6 to 12 Months w v Little Promise (Wenig Versprechend) May be awarded to a puppy under 12 months of age which, already at this young age, and although not yet fully developed, shows that it possesses the main features of its breed, however showing faults and provided these are not concealed.

SCHEDULE 5F – REGULATION 9.1.11 – REGULATION FOR BULLMASTIFF CHARACTER AND BREED ASSESSMENTS (Effective 02.04.2015) 

Notice is hereby given in terms of Article 41 of The Kennel Union Constitution that the above named new Schedule will become effective on 1.4.2015 and copies will be circulated to all Provincial Councils and Affiliated Clubs as timeously as possible. They will also be placed on the KUSA Website and may be downloaded for gratis or hardcopies will be available to members at a price to be determined.

SCHEDULE 5L – APPENDIX D – REGULATIONS FOR THE SOUTH AFRICAN AGILITY CHAMPIONSHIPS (Effective 02.04.2015)

Regulation 4.1 – Eligibility

Amend to read:

4.1.1 The top sixty (60) dogs in the Regional Trials, based upon a combined results table of small, medium and large dogs, will be invited to compete at the SA Agility Championships event. If there is a tie for sixtieth (60th) position, all dogs involved in the tie will be invited. The next ten (10) dogs on the combined results table will be placed on standby to fill positions of possible withdrawals.

4.1.2 The top five (5) dogs from the previous year’s National Agility League, based upon a combined results table of small, medium and large dogs shall be invited to compete at the SA Agility Championships event. An entry fee according to paragraph 3.3.4.2 will still be payable. This regulation as well as regulation 4.1.1 hereof shall be placed under review annually by the National Agility Sub-Committee in order to determine whether the ratio stipulated is still representative of the ratios of dogs competing nationally.

Amend to read:

SIZE

Ideal Height 32 - 38 cms (12½-15 ins) at withers. Ideal Weight 3.6 – 4.5kgs (8-10 lbs). Overall type and elegance essential.

Japanese Chin  

Amend to read:

Head and Skull 

Fairly large in proportion to size of dog, moderately broad skull, rounded in front and between ears but never domed. Nose large with open nostrils, black, except in red and whites where the colour can be appropriate to markings. Muzzle short, wide, well cushioned i.e. upper lips rounded on each side of nostrils, jaws level.

Eyes

Moderately large, dark, set far apart. Size should be proportion to size of skull. Small amount of white shows in the inner corners, giving characteristic look of astonishment. Eyes should be forward facing, not set on side of head.

King Charles Spaniel

Amend to read:

Head and Skull

Skull moderately large in comparison to size, well domed, full over eyes. Nose black with large, wide open nostrils, very short and turned up. Stop between skull and nose well defined. Muzzle square, wide and deep, well turned up, lower jaw wide, lips exactly meeting, giving nice finish. Cheeks not falling away under eyes but well cushioned.

Eyes

Relatively large and dark, set wide apart, eyelids block square to face line, pleasing expression.

Feet

Compact, well-padded and feathered, toes well knuckled, round cat shaped foot, well cushioned, pasterns firm.

Löwchen (Little Lion Dog)  

Amend to read:

Eyes

Round, dark, relatively large and intelligent, unbroken pigmentation of eye rims, pigment to be in accordance with coat colour.

Forequarters 

Forequarters shoulders well laid. Forelegs straight with round bone, not too fine.

Maltese

Amend to read:

Head and Skull

The skull is gently rounded viewed from front and sides but never ‘domed’ or ‘appleheaded’. Stop well defined. Well filled under eye. Muzzle broad, not snipey. Slightly shorter from nose to stop than from stop to occiput. Nose black.

Coat

Reasonable length, never impeding action, straight, of silky texture, never woolly. Never crimped and without woolly undercoat.

Miniature Pincher

Amend to read:

Tail

Previously customarily docked.

Docked: Short. Continuation of topline. Carried a little high.

Undocked: Continuation of topline. Set and carried a little high. Length to give an overall balanced appearance.

Pekingese

Amend to read:

General Appearance

Small, well balanced, moderately thick-set with great dignity and quality. Any signs of respiratory distress for any reason or inability to move soundly are unacceptable and should be heavily penalised. Not excessively coated.

Head and Skull

Head fairly large, proportionately wider than deep. Skull moderately broad, wide and flat between ears, not domed wide between eyes. Nose not too short, broad, nostrils large and open. A slight wrinkle, preferably broken, may extend from the cheeks to the bridge of the nose in a wide inverted ‘v’. This must never adversely affect or obscure eyes or nose. Pinched nostrils and heavy over-nose wrinkles are unacceptable and should be heavily penalised. Muzzle must be evident, but may be relatively short and wide. Firm underjaw. Lips not obscuring a well-defined chin. Defined stop. Black pigment essential on nose, lips and eye rims.=

Eyes

Clear, round, dark lustrous and not too large. Free from obvious eye problems.

Neck
Relatively short and thick.

Forequarters
Relatively short, thick, heavily boned forelegs. Bones of forelegs slightly bowed between pasterns and elbows accommodating ribs. Shoulders laid back and fitting smoothly into the body. Elbows should be close to the body. Standing well up on feet, not down on pasterns, which should be strong and not too close together. Absolute soundness essential.

Body
Relatively short. Distinct waist. Broad chest and well sprung ribs slung between forelegs. Level topline.

Hindquarters
Hindlegs strong and well-muscled but moderately lighter than forequarters. Excessively narrow hindquarters to be heavily penalised. Moderate angulation. Well defined stifles. Firm, low hocks. Strong rear pasterns, parallel when viewed from the rear. Absolute soundness essential.

Feet

Large and flat, not round. Front feet may be slightly turned out. Excessively turned out feet to be heavily penalised. Hind feet point straight ahead.

Gait/Movement

Typically slow, dignified, rolling gait in front. Typical movement must not be confused with a roll caused by slackness of shoulders or with other indications of unsoundness. Any slackness of shoulders and elbows, and any indication of unsoundness in feet and pasterns to be heavily penalised. Movement not to be hindered by excessive body coat.

Coat

Moderately long, straight, with mane, not extending beyond shoulders, forming a cape around neck. Top coat coarse with thick, softer undercoat. Feathering on ears, back of legs, tail and toes. Length and volume of coat should neither impair the activity of the dog nor obscure the shapeliness of body. Excessive coat must be heavily penalised.

Pomeranian

Amend to read:

Ears

Relatively small, not set too wide apart, nor too low down, but carried perfectly erect.

Yorkshire Terrier

Amend to read:

Tail 

Previously customarily docked.

Docked: Medium length with plenty of hair, darker blue in colour than rest of body, especially at the end of tail. Carried a little higher than level of back.

Undocked: Plenty of hair, darker blue in colour than rest of body, especially at the end of tail. Carried a little higher than level of back. Length to give a well-balanced appearance.

Coat

Hair on body moderately long, perfectly straight (not wavy), glossy; fine silky texture, not woolly, must never impede movement. Fall on head long, rich golden tan, deeper in colour at sides of head, about ear roots and on muzzle where it should be very long. Tan on head not to extend on to neck, nor must any sooty or dark hair intermingle with any of tan.

The amendments to the Breed Standards listed below were agreed to by the Federal Council Members at its meeting held on 5th and 6th December 2015 and will become effective 03 March 2016 (03.03.16), unless otherwise stated.

SCHEDULE 5D - REGULATIONS FOR DOG JUMPING GRADES
Amend to read:
Reg.   2.3   Number of dogs to be Judged
No Judge shall be required to test more than a total of two hundred (200) dogs in one (1) day. If the number of entries in Grades to be judged by one (1) person exceeds these limits the Committee of the Club holding the show shall appoint an extra Judge(s) and shall allocate competitors as equally as possible among the Judges by draw. If a dog which has already been awarded a Jumping Qualifying Certificate is competing in a Championship Grade 1, Grade 3 and Grade 5, the handler shall have the right to claim exemption from the draw if one of the additional appointed Judges is the Judge under whom the dog qualified for the award of the said Certificate.
Reg. 6.1    Table A
Two (2) rounds with a time limit, which will be a minimum of 2.5m/s and a maximum of 3.5m/s for the first round. All dogs with a clear first round compete on a shortened course and the dog with the least faults and fastest time is declared the winner. When only one (1) dog obtains a clear first round a second round is not required and this dog is declared the winner. Where no dog obtains a clear round the dog with the least faults and fastest time is declared the winner.
Reg. 1.4.3 Grand Champion
A dog awarded fifteen (15) Dog Jumping Qualifying Certificates will qualify as a Dog Jumping Grand Champion and shall be issued with a KUSA certificate to that effect. This is providing that no more than ten (10) certificates were gained in any one province with the balance of five (5) certificates having been gained in at least two (2) other provinces.
SCHEDULE 5L - REGULATIONS FOR AGILITY – APPENDIX C
Amend to read:
Reg. 5 – Management of South African Team Affairs for the World Championships
Reg. 5.4 Handlers who have qualified for the South African team must confirm their availability before the
commencement of the South African Trials. This includes payment of a deposit which shall be determined by the AWC Sub-Committee as well as written proof that all the necessary travel and veterinary or other documents required for handler and dog are in order and current. Any withdrawal subsequent to the announcement of the team will be subject to a cancellation fee, which will be pre-determined by the AWC Committee

Amend to read:
Head and Skull
Strong head without coarseness, not too large in relation to size of dog. Skull curved when viewed from front and sides. Breadth at widest point about equal to length from occiput to stop. Head as viewed from above forms a blunt ‘v’ shape, well filled in below the eyes. Sides nearly flat and of good depth. No obvious stop or excessively protruding eyebrows ridges; only a slight furrow, so that skull and muzzle are joined by a gentle slope. Strong muzzle, medium length, slight taper near tip. Black nose and eye rims. Liver or pink pigmentation highly undesirable.
Colour
(a) White.
(b) White with patches of badger, wolf-grey, paler shades of lemon, orange or tan. The colour patches may be on the head, ears or base of the tail and few permissible on the body.
Other colours undesirable.

TO
THE ARTICLES OF THE CONSTITUTION


As provided for in Article 40 notice is hereby given of amendments and additions to the Articles of the Constitution of the Kennel Union of Southern Africa. At a Special Meeting held on 29th September the Federal Council agreed to the amendments, which are listed below, to become effective on the 1st February 2016 (01.02.2016), unless otherwise stated.
Clubs are reminded that in terms of Article 40.2, Affiliated Clubs have the right to object to any proposed amendment or part thereof to the Articles. Any objections should be lodged with the Secretary no later than 31st December 2015.

AMENDMENTS TO THE ARTICLES

ARTICLE 1.1 – ESTABLISHMENT OF ASSOCIATION
Add new:
1.1.4 The Association shall conduct its business in compliance with the provisions of the Animal Improvement Act, 62 of 1998.

ARTICLE 1.2 – NAME
Amend to read:
The name of the Association shall be The Kennel Union of Southern Africa, a Registering Authority and an Animal Breeders’ Society, registered in terms of the Animal Improvement Act, 62 of 1998 and shall operate subject to the Act.

ARTICLE 2 – INTERPRETATION OF TERMS
Amend to read:
Throughout this Constitution and all Schedules, Rules, Regulations and By-Laws framed thereunder, unless inconsistent with the context thereof:
“Act” means the Animal Improvement Act, 62 of 1998, as amended from time to time, inclusive of the Regulations issued in terms thereof.
“Affiliated Club” means a Club affiliated in terms of this Constitution to the Kennel Union.
“All Breeds Club” means a Club, the objects of which include the welfare of, interest in, breeding of all recognised breeds of purebred dogs and whose predominant activity is the provision of Championship and other Shows for dogs of all breeds.
“Animal”, for the purpose of this Constitution, includes one or more purebred dogs recognised by the Kennel Union and listed in Schedule 2, Appendix ‘A’, as updated from time to time, and which are eligible for registering in the KUSA Breed Registers and recording in the KUSA K9 Administration Portal and Database, for which purpose the Kennel Union has been registered with the Department as a Registering Authority and an Animal Breeders’ Society.
“Animal Breed Registration system” means the Integrated Registration and Genetic Information System (INTERGIS) established and utilised by the Department to integrate the pedigrees and performance data of Animals.
“Animal Breeders’ Society”, for the purpose of this Constitution, means a breeders’ society for canine breeds comprising the Kennel Union and its affiliated Clubs and Members, with the object of promoting the breeding, recording or registration, the genetic improvement and the use of canine breeds; determining and applying breed standards, recommending in its sole discretion the recording or registration of an Animal or a specified breed of a kind of Animal, bred in or imported into the Republic or another country, and who is registered in terms of Section 8(7)(a)(i) of the Act.
“Breed Standard” means a written set of phenotypic and/or genotypic standards of excellence determined and applied in terms of this Constitution to promote, encourage and enable the breeding, identification and promotion of physically sound and genetically superior purebred dogs.
“Buyer” means the person(s) to whom ownership/joint ownership of an Animal is transferred by the Seller of such Animal.
“Canine Breed Registration system” means the KUSA K9 Administration Portal & Database, a customised computer system specifically developed and utilised by the Kennel Union to integrate the pedigrees, health, shows, judges and club data and ownership of canines, which is recognised by the Department.
“Centre”, cognisant of the meaning assigned by the Act and without detracting therefrom, for the purpose of this Constitution, means one of the geographical areas identified in Schedule 2, Regulation 2.1.1.
“Chairman” means the Chairman of the Federal Council of the Kennel Union of Southern Africa.
“Championship Show” means a Dog Show at which the Kennel Union permits its challenge and/or other certificates to be awarded.
“Club” means any Association, Club, League or Society of persons unincorporated by whatever style or name and includes a Training Club.
“Constitution” means the Constitution of Kennel Union, inclusive of its Schedules and By-Laws.
“Department” means the department or departments in national government responsible for the administration of the Act at any given time.
“Discipline means a particular activity at an exhibition of dogs or competitive canine event, including those detailed in Schedule 5E, which may be held by any Affiliated Club qualified to do so in terms of the KUSA Constitution for which there is a Schedule containing Regulations for Judges, Judging, and the form in which the exhibition or competition shall take.”
(Disciplines currently recognised by KUSA are:
Breed, Obedience Classes, Working Trials (Classic), IPO, Breed Working Test, Field Trials, Dog Jumping, Agility, Dog Carting, Flyball). TT (Tracking Trials)).
“Dog Show or Shows” means any exhibition or Show of dogs as defined in Article 24 of this Constitution.
“Executive Committee” or “Exco” means the Executive Committee appointed by the Chairman of the Federal Council.
“Export” means to take out or cause to take out or send an Animal or genetic material of an Animal from the KUSA Area of Jurisdiction to any country or territory outside thereof.
“Federal Council” or “Fedco” means the Federal Council of the Kennel Union of Southern Africa.
“Group Club” means a Club, the objects of which include the welfare of, interest in, breeding of purebred dogs all of which are classified in the same group in terms of Schedule 2, Appendix “A” or limited to a group of dogs characterised by the same physical traits or limited to a group of dogs whose country or continent of origin is the same and all of which are eligible for exhibition in any Show held by such Club.
“Household” comprises a person or a group of persons, whether related or not, who usually occupy a dwelling, or part thereof, and who provide themselves jointly with food and other essentials for living.
“Import” means to bring or cause to bring an Animal or genetic material of an Animal from outside the KUSA Area of Jurisdiction into it.
“Income Tax Act” means the Income Tax Act, 58 of 1962.
“Kennel Union” or “KUSA” means the Kennel Union of Southern Africa.
“KUSA Area of Jurisdiction” means the Centres combined.
“KUSA Breed Registers” means the registers for purebred dogs as contemplated in Schedule 2 of this Constitution.
 “Member” means any person who has been elected to membership of the Kennel Union in terms of this Constitution.
“Minister” means the minister in the applicable Department.
“President” means the President of the Kennel Union of Southern Africa.
‘Registered Post’ or ‘Registered Mail’ shall be deemed to include any method of delivery where the consignee has to sign acknowledging receipt of the document, letter, package or parcel and shall include Recorded Delivery, Speed Services, Priority Mail, Certified Mail.
“Register” means the register kept by the Registrar in terms of section 5 of the Act.
“Registering” means the procedure of registering an Animal in the KUSA Breed Registers for purebred dogs and recording its pedigree, health data and ownership in the KUSA K9 Administration Portal and Database.
 “Registering Authority”, for the purposes of this Constitution, means the Kennel Union as duly registered in terms of Section 8 (7) (a) (ii) of the Act, and as appointed by the Registrar to record and register Animals in the KUSA Breed Registers for purebred dogs and recording their pedigrees, health data and ownership in the KUSA K9 Administration Portal and Database on behalf its affiliated Clubs and Members.
“Registrar” means the officer designated as Registrar of Animal Improvement in terms of the Act.
“Secretary” means the Secretary of the Kennel Union of Southern Africa.
“Seller” means the person(s), being the owner(s) of an Animal according to the records of the Animal Breeders’ Society or, in the case of an imported Animal, the owner(s) in the foreign country, who disposes of such Animal.
“Specialist Club” means a Club, the objects of which include a welfare of, interest in, breeding of a recognised specific single pure breed of dog which may include facilities for training of such dogs, in accordance with training tests approved for the breed, hold Breed Shows in terms of this Constitution, provide information on breeding and rearing such dogs and generally promote the Breed through Club activities in bringing breeders, members and other interested parties together to encourage interest and involvement in Club affairs to the betterment of the Breed concerned.
“Specialist Discipline Club” means a Club, the objects of which is to promote a specific Working Discipline or specific Working Disciplines recognised by the Kennel Union, which does not generate income from training and holds shows relating to these Working Disciplines in terms of this Constitution.
“Training Club” means a Club, the main object of which is the training of dogs which may include purebred pedigree dogs and dogs of any ancestry which are not eligible for entry to the KUSA Breed Registers.
“Trophy Show” means any Show, Championship or Non-Championship, at which trophies are awarded.
“Veterinarian” means a person registered in terms of the Veterinary and Para-Veterinary Professions Act, 19 of 1982 to practise a veterinary profession as defined in section 1 of the Act.
“Working Disciplines” means all disciplines other than Breed.

In this Constitution, unless the contrary intention appears clearly from the context, words importing the singular shall include the plural, words importing the masculine shall include the feminine gender, and neuter, and vice versa unless such interpretation is repugnant to the context thereof.
Other words, abbreviations and phrases in this Constitution, not defined above shall, unless contrary meaning clearly appears in the context, have the same meaning assigned thereto in the Act.
If and to the extent that any provisions of this Constitution are in contravention to any provision of the Act, such provision shall, to the extent of such contravention, deemed to be pro non scripto.

ARTICLE 3 – OBJECTS
Amend To Read:
3.8    to register pure bred dogs and issue pedigrees, affixes and transfers of dogs and other associated transactions in terms of the Act;

3.17    to investigate, enquire into and adjudicate upon all complaints referred to it or initiated by the Secretary in terms of the Constitution and to arbitrate in cases of dispute submitted to it for arbitration;

Insert new definition:
“National Canine Care Club” means a Club, operating nationally under the authority of the FEDCO of KUSA, the main objective of which is to promote a better understanding and a wider knowledge of canines and canine affairs amongst the general public; to promote goodwill both among people interested in dogs and towards dogs in general; to encourage, foster and advance responsible dog ownership, including the responsible keeping and general welfare of all dogs, which may include purebred dogs and dogs of any ancestry.

Insert the following new definitions under the list of Disciplines currently recognised by KUSA:
Handler Classes, Working Utility Dog (WUD), Dancing with Dogs, Testing Standards for Rescue Dogs

APPENDIX E - BREED SPECIFIC REQUIREMENTS FOR IMPORTED & EXPORTED DOGS
Insert New:
HD/ED requirements for the Importation of Rottweilers and Semen for breeding purposes.
1. All Rottweilers being imported under twelve (12) months of age must be screened in South Africa once the animal is at least eighteen (18) months. Any HD/ED gradings given to Rottweilers under twelve (12) months of age are not accepted.
2. HD requirements for the importation of Rottweilers or semen for breeding or Championship purposes:
2.2.1     The animal must be x-rayed and scored over the age of twelve (12) months
2.2.2     The animal must receive an official FCI/ADRK grading according to FCI/ADRK Regulations
2.2.3     Any grading given must either be performed or endorsed by the
Veterinary University of the country, ADRK or hip dysplasia panel of the country. This must be clearly reflected on the official HD/ED certificate. Alternatively the grading veterinarian must be officially recognised (in writing) by the Veterinary University of the country as being qualified to perform gradings according to the FCI system.

2.2.4     Animals receiving an official recognised grading in a country (as per list lodged with KUSA by RBC) over the age of twelve (12) months are accepted.
Alternatively
2.2.5     If the dog fails to meet the above requirements the animal must be regraded in South Africa over the age of eighteen (18) months.
SCHEDULE 3 REGULATION 42 - CHAMPION DOGS

Reg 42.8.2.1
Only one (1) Challenge Certificate gained before the age of eighteen (18) months to count and the remaining points to be gained after the age of eighteen (18) months.

Achieved at least two (2) gradings of “V” (excellent) from a Specialist Rottweiler Judge. The V gradings must be obtained by two (2) different Specialist Rottweiler judges. At least one (1) V grading should be obtained after the age of twenty-four (24) months.

Applicant is able to produce acceptable documentation, including evidence of positive identification, attesting that the dog has been x-rayed for Hip Dysplasia and Elbow Dysplasia at the minimum age of eighteen (18) months and the hips were found to be within the range of HD A1 to C2. There are currently no restrictions on the elbow scores.

Insert New Regulation 6.7 Inactive Judge
A judge whether learner or licensed, who has not carried out a judging appointment for a period of three (3) years or more and wishes to resume judging must pass a written examination on Schedule 5G Regulations. This examination shall be as determined from time to time by the National Carting Sub-Committee, KUSA shall be so informed and they in turn shall inform the judge in writing (copied to the National Sub-Committee) that he passed the test and may now accept judging appointments up to the highest level that he was previously entitled to judge.

Should there be no suitably qualified Learner Judge on the panel, the club would need to appoint a suitably qualified Judge specifically for the Best in Show and Best Puppy in Show challenges. In the dispensation areas, Eastern Cape and Free State, the minimum qualification for a BIS and/or BPIS judge may be a licensed judge for a minimum of one group.

3.9.2     Dogs coming from or going to a region infected with rabies must have a valid inoculation certificate against rabies which shall be produced to the Judge or Agility Show Manager. Any dog not possessing such a certificate shall be ineligible to compete.

3.9.3     Bitches in season may compete at the discretion of show holding club, and such permission must be published in the Show Schedule and the Catalogue:

3.9.3.1  Their condition must be declared to the Judge at the commencement of the show

Regulation 4.3 – Format

4.3.1     The Trials will consist of 5 rounds, 3 of which will be Contact Agility. All dogs will jump the same course, with the obstacles set at the heights prescribed for that Category.

4.3.4     After the conclusion of the Trials tables will be compiled to determine the dogs eligible for the South African team.

Regulation 5 Management of South African Team Affairs for the World Championships

5.4       Handlers who have qualified for the South African team must confirm their availability before the announcement of the South African Team. All entrants to the SA Trials need written proof that all the necessary travel and veterinary or other documents required for handler and dog are in order and current. Any withdrawal subsequent to the announcement of the team will be subject to a cancellation fee, which will be pre-determined by the AWC Committee.

Head relatively large and in proportion to body, round, not apple-headed, with no indentation of skull. Muzzle relatively short, blunt, square, not upfaced. Nose black, fairly large with well open nostrils.Wrinkles on forehead clearly defined without exaggeration. Eyes or nose never adversely affected or obscured by over nose wrinkle. Pinched nostrils and heavy over nose wrinkle is unacceptable and should be heavily penalised.

Eyes:

Dark, relatively large, round in shape, soft and solicitous in expression, very lustrous and when excited, full of fire. Never protruding, exaggerated or showing white when looking straight ahead. Free from obvious eye problems.

Slightly undershot. Wide lower jaw with incisors almost in a straight line.

Gait/Movement:

Viewed from in front should rise and fall with legs well under shoulder, feet keeping directly to front, not turning in or out. From behind action just as true. Using forelegs strongly putting them well forward with hindlegs moving freely and using stifles well. A slight unexaggerated roll of hindquarters typifies gait. Capable of purposeful and steady movement.

Coat:

Fine, smooth, soft, short and glossy, neither harsh, off-standing nor woolly.

Size:

Ideal weight:    6.3-8.1 kgs (14-18 lbs). Should be hard of muscle but substance must not be confused with overweight.

Faults:

Any departure from the foregoing points should be considered a fault and the seriousness with which the fault should be regarded should be in exact proportion to its degree and its effect upon the health and welfare of the dog.

Regulation 7.10.1

A Judge may not enter a dog registered in his ownership in the same discipline on the same day at the same venue as he is officiating, save and except for Working Disciplines held under the licence of a different Club,.

Regulation 7.10.2
Amend to read:
A Judge may not handle a dog in any discipline, save and except for Working Disciplines held under the licence of a different Club on the same day at the same venue, as he/she is officiating.

These same amendments will apply to Schedule 10, Regulation 16.1 and Regulation 16.2.

Regulation 9 – Height and Weight Classes
Amend to read:
9.1 Whenever competition is subject to compliance with a height limit, the Show Committee shall provide a properly constructed measuring stick or alternative measuring device.  Whenever a Judge calls for a measurement to be taken, the exhibit shall be measured by the Judge while it is standing on a firm, level surface within the show ring.  If the exhibit fails to comply with the height limitation to which it is subject, the Judge shall mark his/her judging sheets accordingly and taking into consideration the requirements of the Breed Standard, make such award as he/she thinks proper.  Failure to comply with the height limit shall not disqualify a dog nor render it ineligible for further competition except where specified in the Breed Standard.  In the case of dispute, the decision of the Judge shall be final.
9.2 Whenever competition is subject to a desired weight limit, the Show Committee shall provide a weighing instrument and weights (if not electronic), for which a valid certificate of assize is available, for recommended use by the Judge.  At the discretion of the judge, before the commencement of judging of each class, the dogs entered in that class shall be weighed by the Judge on a firm, level surface within the show ring.  If any exhibit fails to comply with the desired weight limitation required by the Breed Standard, the Judge shall mark his/her judging sheets accordingly, and, taking into consideration the requirements of the Breed Standard, make such awards as he/she deems appropriate. In making his/her awards, the Judge shall have the utmost regard for the preservation of breed type of breed varieties separated by desired weight limitations and take into account factors like conformation to the Breed Standard, general physical condition and marginality of weight deviation.

These same amendments will apply to Schedule 10, Regulation 15 – Height and Weight Classes

Regulation 10 – Catalogues / Information on Show Entry Form
Amend to read:
The Show Committee shall publish a catalogue which shall contain entries similar to those Regulations 5.1, 5.3 and 5.6 and full particulars of the entry of each exhibit, including tattoo/microchip number of German Shepherd Dogs/Rottweilers at GSD/Rottweiler Specialist Club Breed Shows, together with every Exhibitor’s name and email address, as recorded on the Exhibitor’s entry form.
 
SCHEDULE 5E(01) – REGULATIONS FOR SALKA JUNIOR DOG OF THE YEAR COMPETITION

5.       QUALIFICATIONS FOR ENTRY
Open to all dogs which have been awarded “Best Puppy” at Championship Shows held in the KUSA area of jurisdiction in their respective breeds between the first day of January of the preceding year and the thirty-first day of December in the current year.

6.    CONDITIONS OF ENTRY
6.3  Exhibitors who win Award Cards described in Regulation 6.1 above and wish to enter “The SALKA Junior Dog of the Year” Competition are required to send photocopies of such cards to the organizers as soon as possible after the show at which they were awarded or not later than the fifteenth (15th) day of January in any one year.

SCHEDULE 10 – APPENDIX 1 – KUSA BREED JUDGES LEARNING PROGRAMME
Amend to read:
2.2.3     A Learner Judge studying an approved Breed Specialisation (single breed) course.
2.2.3.1    The Learner Judge may complete the one (1) Non-Championship show ring stewardship required either at a specialist Club Non-Championship Show OR the Breed at a Group or All Breeds Non-Championship show.
2.2.3.2    The Learner Judge must complete the one (1) Championship show ring stewardship required at a Specialist Club Championship Show.
2.2.6    Assessment: The Learner Judge provides proof of stewardship in the group/breed being studied by means of a form signed by the Club Secretary, to be recorded and stored in the portfolio.
    
2.3.1.2  A Learner Judge studying a whole group
a)  who is not qualified at Level 4 for any single breed within that group, must judge the whole group on at least two (2) occasions, the balance of which   
may be judged at Speciality Shows of breeds within the group being studied.
b) who is qualified at Level 4 for any single breed(s) within that group, must judge the whole group, excluding the single breed(s) qualified at Level 4,
on at least two (2) occasions, the balance of which may be judged at Speciality shows of the breeds within the group being studied.
2.3.1.3  No more than 40 exhibits in one breed may be credited to the quota.
2.3.1.4    A Learner Judge who has a Breed Specialisation (single breed) qualification at Level 4, may carry all credits gained through Breed Specialisation (single
breed) study, towards the judging requirements for Group study.
2.3.1.5 A Learner Judge who has applied to study a whole group may credit at most 50% of the required credits for specialisation, being gained through whole group study, towards Breed Specialisation (single breed) modules – i.e. no more than 20 credits (evaluations).  The balance of credits (evaluations) will still need to be submitted over the required number of shows (2).

2.3.2.1.The Learner Judge will need to judge:
a)  at least 40 exhibits on which evaluations are written
b)  at a minimum of 2 Non-Championship Shows of which one (1) must be a Speciality Show and one (1) may be a Breed appointment at a Group or All Breeds Show.  Both may be Non-Championship Speciality Shows.
c)  Learner Judges studying Rottweiler Specialisation and who have successfully completed the Rottweiler Breed Council (RBC) Specialist Training Modules 1-3 BEFORE enrolling in the KUSA Rottweiler specialization course, will be credited with eight (8) ‘critiques’ completed in the RBC training modules and will only need to judge 32 exhibits on which evaluations are written.

2.7    Breed Assignments
2.7.3    Learner Judge studying an approved Breed specialization (single breed)course
2.7.3.1 The Learner Judge prepares four essays of approximately 500 words (one A4 typed page) on each of the four topics prescribed by the relevant Breed Councils or the Breed Specialist Clubs or if no specialist Club the NBJSC.

The format of the examinations will be multiple choice questions, long questions and an essay which comprises:

Article must be placed no less than 30m forward from the base line at point of entry.

A well-defined area of natural ground, approximately 75m x 75m will be used for this exercise which has been foiled, by being walked over by a group of handlers and dogs,

A dog must be able to move and scent freely over the ground. In this area, at a place chosen by the Judge, an article will be suitably placed. The article will be a large object, not easily retrievable. The article will be so placed among natural cover as to be not readily visible to the handler or dog except at close range e.g. 3m. The article will not be buried or totally concealed.

The Judge will indicate the boundaries of the area to the handler and will indicate from which side of the area he is to begin the exercise. The handler must remain approximately on the centre line running through the area from the starting point. It is permissible for the handler to direct the dog to ensure a thorough search but excessive commands not obeyed will be penalised (by a maximum of 2 marks for the whole exercise); the Judge using his discretion according to prevailing conditions. When the dog finds the article it must bark to attract the handler.

The dog must not bite or worry the article. A maximum of 5 marks will be deducted for biting or worrying the article.

The article may not contain food or carry the scent of food.

The article may not consist predominantly of metal.

A maximum time of ten (10) minutes is allowed.

Once the handler has reached the base line on the far side of the area he may turn round and come back on the centre line and continue the search with the dog if time allows. Dogs are not to be penalized for indicating incorrect articles and must be allowed to continue until such time as the dog finds the article or time elapses.

Regulation 1.2 – Application

1.2.1     The applicant must gather the following material in support of his/her application to begin the KUSA Breed Judges Learning Programme:
1.2.1.1.  a comprehensive curriculum vitae recording the following
a) motivation for wanting to judge
b) a summary of involvement in canine activities and achievements (See Reg.1.1.1.4.)
1.2.1.2.  a sponsorship letter on a Club letterhead endorsed by the Club Chairman of a Kennel Union-affiliated Breed or Group Club in support of the applicant’s application.

1.2.2     This application, together with all supporting documents must be forwarded to the KUSA Judges’ Department.

Regulation 1.3 - Interview
1.3.1     On receipt of the application, the KUSA Judges’ Department will forward it to the Provincial Breed Judges’ Sub-Committee (PBJSC) for their perusal and discussion.
1.3.2     The PBJSC will arrange an interview with the applicant, at which there will be no fewer than two PBJSC members. Allowance is made for PBJSC members from any province to stand in as interviewers.
1.3.3    During the interview, the applicant will be granted the opportunity to elaborate on his/her motivation to become a judge and experience in canine activities.
1.3.4    The PBJSC may guide the applicant towards what to expect in the learning programme and in the activity of judging.
1.3.5    The PBJSC will advise the Provincial Council and the KUSA Judges’ Department of their decision regarding the suitability or unsuitability of the applicant. This decision will not be further debated at the Provincial Council.
1.3.6     Should the application be successful, the registration fee will be due to the Kennel Union. On receipt of payment, the application will be confirmed by the Kennel Union office and the Candidate Judge will be allocated a personal judge’s number and all necessary learning material and guidelines will be forwarded to the Candidate Judge.
1.3.7     Should the application be unsuccessful, the PBJSC will need to provide reasons why it is felt the applicant is not yet ready to join the programme and advise in which area the applicant needs to gain further experience. The applicant will have the opportunity to reapply once all the criteria have been met.

BRIEF HISTORICAL SUMMARY: It is an African sighthound descending from the types pictured in the wall paintings of the Central Sahara which date back thousands of years. The ever increasing aridity of the Sahara caused Tuareg, Dahoussahaq and Peul shepherd-hunters to migrate with their dogs to the more hospitable lands of the Sahel: in areas suitable for farming and hunting along the dry valley of the Azawakh. Belonging to the culture of peoples who domesticated and shaped it, it is known as Oska in the Tuareg language. European enthousiasts discovered the breed with admiration, and selected with the help of the breeders who owned the first lines exported to Europe, as of 1968.

GENERAL APPEARANCE: Particularly slim and elegant, the Azawakh sighthound gives a general impression of great slenderness. Its bone structure and muscles show through thin and dry skin. It is a slender dog whose body fits into a rectangle with a vertical long side.

IMPORTANT PROPORTIONS:

Height at the withers / Scapulo-ischial length: 10-9 (a ratio slightly lower in females is allowed)-

Height at the withers / Depth of chest: 10-4.

Length of head / Length of muzzle: 10-5.

Head length / Width of skull: 10-4.

BEHAVIOUR/TEMPERAMENT: Quick, attentive, distant, can be reserved with strangers, but it can be gentle and affectionate with its family, and people whom it is willing to accept.

CRANIAL REGION:

Skull: Almost flat, rather long, its width should be significantly less than half the length of the head. The line of skull and the bridge of the muzzle are sometimes slightly divergent. The superciliary ridges and the frontal furrow are slightly marked.

The external occipital protuberance is clearly pronounced.

FACIAL REGION:

Nose: Black or dark brown colour is obligatory, the nostrils are well opened.

Muzzle: Long, straight, tapered without exaggeration towards the end.

Lips: Thin lips tightly fitting, colour is black or dark brown, no hanging lips.

Jaws/Teeth: Jaws are long and strong; scissor bite. Complete set of teeth.

Eyes: Almond eyes, rather large, slightly oblique palpebral opening, colour is dark, sometimes amber, never blue.

Eye rims well black or dark brown pigmented.

Ears: Set quite high. They are fine, always drooping and flat, broad based, lie flat against the cheeks, never "rose ear". The shape is that of a triangle with a rounded tip. The base of the ears pricks up when the sighthound is attentive.

NECK: Neck springing clearly from the shoulders, long, fine and muscular, with upper end slightly arched. The skin is fine and does not form a dewlap.

BODY:

Top line: Straight, approximately horizontal or slightly rising from the withers towards the point of the hips. Hips clearly protruding and placed at the same height or higher than the height of the withers.

Withers: Distinctively prominent.

Loin: Short and dry.

Croup: Oblique (ideally 45 °).

Chest: Deep, well let down almost to the elbows, sternal region gently narrowing. Fore chest fairly narrow. Ribs long, slightly visible, gently and evenly sprung.

Underline and belly: The sternal arch is pronounced. The underline rises smoothly into the belly which is tucked up very high.

TAIL:

Set low, long, thin, lean and tapered. Covered with the same type of hair as the body, it often has a white pencil hair on the end. The tail hangs with the tip slightly raised, but it can rise above the horizontal when the dog is excited.

LIMBS:

FOREQUARTERS:

General appearance: Long, thin, vertical. Perfect stand.

Shoulder: Long, shoulder blade, with dry muscles and only slightly oblique viewed in profile.

Upper arm: The scapulo-humeral angle is very open (about 130°).

Metacarpus (Pastern): Slightly oblique.

Forefeet: Rounded, with slender digits, tight and well arched. The pads are pigmented.

HINDQUARTERS:

General appearance: Long and lean legs, viewed from behind, perfectly parallel.

Thigh: Long with dry protruding muscles. The coxo-femoral angle is very open (about 130°).

Stifle (Knee): Femoro-tibial angle is very open (about 145°).

Metatarsus (Rear pastern): Tarsus and metatarsus lean, without dewclaws.

Hind feet: Rounded shaped, toes well arched, pads pigmented.

GAIT/MOVEMENT: Always very supple and with high action when walking and trotting. The gallop is springy. The Azawakh sighthound gives an impression of lightness, even elasticity. The movement is an essential characteristic of the breed.

SKIN: Thin and tight-fitting.

COAT:

Hair: Short, fine, and down to none on the belly.

Colour: Fawn, with or without brindles, with white patching limited to the extremities. All shades are admitted, clear sand to dark fawn (mahogany).

Brindles should be black as excluding any other shade. The muzzle can present a black mask.

White patching: The blaze is very inconstant. On the fore chest, white may be present as white patches, more or less extensively, confined to the base of the neck. The bib should not extend past the point of the shoulder, or go up on each side of the neck. A small white spot on the nape of the neck, of reduced size, is tolerated. As a continuation of the fore chest, white spots can appear below the chest, but must not in any case go up the ribs. Each of the four limbs has a white stocking, at least as a trace on the feet. On a subject having excellent morphology, the lack of white on one limb is allowed. The white marks on the forequarters, often irregular, should not extend beyond the elbows, or encroach on the shoulders. The white marks on the hindquarters, often more regular and less invasive, should not go up to the thigh. White marks appearing on the inner side of the thigh, however, should not be considered a fault.

SIZE AND WEIGHT:

  • Height at the withers:  Males: 64 –74 cm.
  • Females: 60–70 cm.

A margin of 2 cm above and below the standard is tolerated.

  • Weight:                            Males: 20–25 kg.
  • Females: 15–20 kg.

SEVERE FAULTS:

Head heavy lacking elegance.

  • Aggressive or overly shy dogs.
  • Any dog clearly showing physical or behavioural abnormalities will be disqualified.
  • Lack of type.
  • Overly small chest and extreme general thinness.
  • Underbite or overbite.
  • Nose, eyelids and lips other than black or dark brown.
  • Light eyes or blue eyes.
  • Rose ears.
  • Hips lower than the withers.
  • Non-accidental anatomical deformation (e.g.: asymmetrical junction of the ribs at the sternum).
  • Presence of dewclaws or traces of removal of dewclaws on hind legs.
  • Wired or semi-long coat.
  • Non-standard coat colours (invasive white, white collar, brindle other than black). Beware of diluted colours such as blue, lilac.
  • Every dog which shows traces of a surgical intervention meant to correct or repair an esthetical or morphological fault, will be excluded.

American Akita

BRIEF HISTORICAL SUMMARY:

In the beginning, the history of the American Akitas is similar to the history of Japanese Akitas. Since 1603, in the Akita region, Akita Matagis (medium-sized bearhunting dogs) were used as fighting dogs. From 1868, Akita Matagis were crossbred with Tosas and Mastiffs. Consequently, the size of Akitas increased, but characteristics associated with Spitz type were lost. In 1908 dog fighting was prohibited, but Akitas were nevertheless preserved and improved as a large Japanese breed. As a result, nine superior examples of Akitas were designated as « Natural Monuments » in 1931. During World War II (1939-1945), it was common to use dogs as a source of fur for military garments. The police ordered the capture and confiscation of all dogs other than German Shepherd Dogs used for military purposes. Some fanciers tried to circumvent the order by crossbreeding their dogs with German Shepherd Dogs. When World War II ended, Akitas had been drastically reduced in number and existed as three distinct types: 1) Matagi Akitas 2) Fighting Akitas 3) Shepherd Akitas. This created a very confusing situation in the breed. During the restoration process of the pure breed after the war, Kongo-go of the Dewa line enjoyed a temporary, but tremendous popularity. Many Akitas of the Dewa line, which exhibited characteristics of the Mastiff and German Shepherd influence, were brought back to the United States by members of the Military Forces. The Akitas from the Dewa line, intelligent and capable of adapting to different environments, fascinated breeders in the United States and the line was developed with increasing number of breeders and a great rise in popularity. The Akita Club of America was established in 1956 and the American Kennel Club (AKC) accepted the breed (inscription into the stud book and regular show status) in October 1972. However, at this time, the AKC and the JKC (Japan Kennel Club) did not have reciprocal agreements for recognizing each other’s pedigrees and therefore the door was closed for the introduction of the new bloodlines from Japan. Consequently, Akitas in the United States became considerably different from those in Japan, the country of origin. They developed as a type unique in the United States, with characteristics and type unchanged since 1955. This is in sharp contrast with Akitas in Japan which were crossbred with Matagi Akitas for the purpose of restoring the original pure breed

Jaws/Teeth:

Jaws not rounded, but blunt, strong and powerful. Teeth strong with regular and full dentition [; s] (lack of PM1 and M3 allowed). Scissor bite preferred, but level bite acceptable.

FAULTS: Any departure from the foregoing points should be considered a fault and the seriousness with which the fault should be regarded should be in exact proportion to its degree.

TO

THE ARTICLES OF THE CONSTITUTION

Circulated to Affiliated Clubs on 10.09.2013

As provided for in Article 40 notice is hereby given of amendments and additions to the Articles of the Constitution of the Kennel Union of Southern Africa.
At a Special Meeting held on 07th August 2013 the Federal Council agreed to the amendments, which are listed below, to become effective on 1st February 2014. Clubs are reminded that in terms of Article 40.2, Affiliated Clubs have the right to object to any proposed amendment or part thereof to the Articles.
Any objections should be lodged with the Secretary no later than 30th November 2013.

N.B.: The references refer to the Constitution on the KUSA website (www.kusa.co.za).

Article 5 – Composition
Amend to read:
5.1    The Kennel Union shall consist of all affiliated Clubs, elected members and of such other Clubs, and members elected from time to time.
5.2.1    The Kennel Union may have a Patron (who shall remain in office at pleasure), Life Members and Life Vice-Presidents and Vice-Presidents, and shall have a President, a Chairman of the Federal Council and a stipendiary General Manager
5.2.1.1    The terms and conditions of service of any person appointed General Manager shall be determined by the Federal Council.
5.2.1.2    The General Manager may not be a member of the Federal Council.
5.2.1.3    The General Manager shall recuse himself from that part of any meeting where his terms and conditions of service or performance are tabled or are discussed.
5.2.2    The President, the Chairman of the Federal Council and Vice-Presidents shall retire quadrennially but shall be eligible for re-election.
5.2.3    The Chairman of the Federal Council for the time being shall be the Trustee of the Kennel Union.
5.2.4    The Federal Council any Provincial, Breed or Liaison Council and any Standing, Permanent, Special, Review, Investigatory Committee or Sub-Committee thereof shall consist of current members in good standing of the Kennel Union.

Article 14 – Federal Council Membership
Amend to read:
14.1    The Federal Council shall consist of:
The Chairman of the Federal Council.
The Chairmen of the Provincial Councils, and the Vice-Chairman of the District of Gauteng & Surrounds Provincial Council, (the Provincial Council Members established in terms of Article 20 of the Constitution), and the Chairman of the Executive Committee. The Executive Committee shall not exceed in number the total number of the Provincial Council Members at any given time, all of whom shall be Members in good standing of the Kennel Union.
14.2    The Provincial Council Chairmen and, in the case of the District of Gauteng and Surrounds, the Chairman and the Vice-Chairman, shall be those persons elected at the first meeting in the alternate financial years of each Provincial Council, in terms of Article 11.2 of the Provincial Council Constitution.  Should it be necessary, in exceptional circumstances, for a Provincial Council member of the Federal Council to absent himself from any meeting of the Federal Council, he shall notify the Chairman of the Federal Council who may permit the Vice-Chairman of that Provincial Council to take his place, and in the case of the District of Gauteng and Surrounds, the duly elected primary and secondary substitutes to take his/their place/s.
14.3    The Provincial Councils shall comprise:
Eastern Cape and Border
Free State (inclusive of Northern Cape)
Kwa-Zulu Natal
District of Gauteng & Surrounds
Western Cape (inclusive of Boland and Southern Cape)
Northern Areas
and such additional Provincial Councils approved by FEDCO/KUSA from time to time in accordance with the Articles and Constitution of KUSA.
14.4    On assuming office, the Chairman of the Federal Council shall instruct the Chairman of each Province and the Vice-Chairman of DOGSPC to obtain, within sixty (60) days of the receipt of such instructions, the name and written acceptance of a nominee elected by the Provincial Council to sit on the Executive Committee. If for whatever reason, nominations cannot be finalized within the 60 day period, the Federal Council shall carry out the duties of the Executive Committee wherever the Chairman of the Federal Council deems it necessary for the continuation of the efficient running of KUSA affairs. Such nominee shall remain in Office until the termination of the period of office of the Chairman of the Federal Council provided that the appointment is acceptable to all the Provincial Council Chairman of the Federal Council. Further, nothing herein shall preclude the Chairman of the Federal Council from removing from Office any member of the Executive Committee at any time subject to confirmation of the Federal Council. Such members of the Executive Committee who terminate their period of office with the Chairman of the Federal Council shall be eligible for re-appointment.  Should, for any reason a member of the Executive Committee not be able to continue in Office a new Provincial nominee shall be appointed following the procedure detailed above. The Executive Committee shall from amongst themselves elect a Chairman and a Vice-Chairman. The Chairman shall represent the Committee at the Federal Council Meetings. In the absence of the Chairman the Vice-Chairman shall represent the Committee.
14.5    The Provincial Council Chairmen and Vice-Chairman of the District of Gauteng and Surrounds members of the Federal Council shall submit to the Secretary nominations for the offices of President and of Chairman of the Federal Council which shall be placed on the Agenda for the last Federal Council meeting to be held in the fourth year of the terms of office of the current President and Chairman of the Federal Council.

Article 16 – Federal Council – Meetings and Proceedings
Amend to read:
16.1    The Federal Council shall hold a minimum of two (2) ordinary Council meetings per annum, one (1) of which shall be in December, held between the fifteenth (15th) day of November and the fourteenth (14th) day of December in any calendar year. Ordinary and Special Council meetings shall be convened by the Secretary upon requisition by not less than (3) Provincial Council Chairmen members, the Federal Council or by the Executive Committee and twenty-eight days’ notice of any ordinary or special Council meeting shall be given to every Councillor stating the Agenda for such meeting.
16.2    At the last ordinary meeting in each calendar year held under the provisions of paragraph 16.1, in addition to any other business:
16.2.1    The Chairman of the Federal Council shall give his annual report and the Secretary shall table and the Federal Council shall consider the Audited Balance Sheet and Accounts for the year ended 31 August and the Auditor’s Report and the Federal Council shall elect an Auditor for the current year.
16.2.1.1Should the Chairman of the Federal Council resign, become ineligible to continue in Office in Terms of Article 15, become permanently incapacitated or die in Office, the Provincial Council Chairmen shall within sixty (60) days of such event elect a person to be Chairman of the Federal Council for the remaining period of the Chairman of the Federal Council’s term of Office. Until such election takes place the Vice-Chairman of the Federal Council assumes the duties of the Chairman of the Federal Council. Should the Vice-Chairman of the Federal Council resign, become ineligible to continue in the office in terms of Article 15, become permanently disabled or die in Office, the Federal Councillors shall within sixty (60) days elect from their number a person to serve as Vice-Chairman of the Federal Council for the remaining period of the Vice-Chairman’s term of Office.  Should a member of the Executive Committee appointed in terms of Article 14.4 resign, become ineligible to serve in terms of Article 15, become permanently incapacitated or die in Office the Chairman of the Federal Council may nominate to the Federal Council the name of a person to become a member of the Executive Committee for the remaining period of Office of that member of the Executive Committee.
16.2.2    Where appropriate and necessary under the provisions of Article 5.2:
16.2.2.1 the Provincial Council members of the Federal Council shall elect a President and a Chairman of the Federal Council on termination of their fourth year in office.
16.2.2.2 the Federal Council shall elect from their number a Vice-Chairman who shall remain in office for a term of two (2) years
16.2.2.3 the Federal Council shall elect a Patron; Life Members; Life Vice-Presidents; and any Vice-Presidents on termination of their fourth year in office.
16.2.3    The Federal Council shall appoint sub-committees and in addition shall have the power to fill any casual vacancy on the Executive Committee provided the Councillor so co-opted is acceptable to the majority of the Provincial Council Members. In respect of the Disciplinary Sub Committee, the Federal Council shall nominate at least three (3) members of the Federal Council, who shall act as an Appeals Committee on behalf of the Federal Council to consider the written decisions on complaints, any penalties imposed by the Disciplinary Sub Committee and any notices of appeal which may have been lodged in terms of the Disciplinary Rules, Schedule 1, Rule 12.
16.2.4    At any meeting of the Federal Council or the Executive Committee, the respective Vice-Chairman may act for the Chairman in his absence. If both the Chairman and Vice-Chairman are absent the members present shall appoint from among their number, a member to preside at such meeting and the person so appointed shall exercise the powers and functions which could have been exercised by the Chairman, if present.
16.3    Every Councillor when present at a meeting of the Federal Council shall be entitled to one (1) vote and he may record his vote, or abstain from voting, upon every decision or matter calling for a vote and in the event of equality of votes cast for and against any proposal, the Chairman of the meeting shall be entitled to exercise a casting vote in addition to his deliberate vote.
16.3.1    In the matter of any decisions taken by the Federal Council in relation to the Chief Executive Officer where the President and Chief Executive Officer are one and the same person and, in the position of the President or Chairman of a meeting, he shall no longer have a casting in addition to a deliberative vote.
16.4    The Secretary shall keep or cause to be kept minutes of all Federal Council and Executive Committee meetings and of all meetings held by any further committees of the Federal Council.
16.5    The Chairman of the Federal Council’s Annual Report, the Audited Balance Sheet and Accounts, the Auditor’s Report and Minutes of all Federal Council Meetings shall be transmitted to all Affiliated Clubs as soon as convenient.
16.6    The Federal Council shall have power to regulate its own procedure for the conduct of its meetings and of meetings of its committees and for the better conduct thereof to frame and adopt By-Laws for such purposes.

Article 17 – Federal Council – Quorum and Vacancies
Amend to read:
17.1    At any meeting of the Federal Council, the Chairman of the Federal Council (or the Vice-Chairman in his absence), plus four (4) Councillors, of whom at least two (2) shall be Provincial Council Chairmen, shall form a quorum.
17.2    In the event of any Councillor absenting himself for two (2) consecutive meetings without permission of the Chairman of the Federal Council, he shall cease ipso facto to be a Councillor, and if a Provincial Council Chairman or Vice-Chairman, the Provincial Council which he represents shall forthwith proceed to elect a new Chairman or Vice-Chairman and if a member of the Executive Committee a new member of the Executive Committee shall be nominated and put forward for acceptance as per procedure in Art 14.4.

Article 19 – Review and Investigatory Sub – Committees
Amend to read:
Having informed the Federal Council, the Chairman of the Federal Council shall have the power to establish and appoint Review and Investigatory Sub-Committees for the purpose of dealing specifically with events, procedures or the viability of future proposals. The Chairman, membership and scope of such Sub-Committee shall be given in writing by the Chairman of the Federal Council to whom the Committee Chairman shall report. Whenever a Special Disciplinary Sub-Committee is established in terms of this Article, the provisions of Schedule 1 will apply.

ADDITIONS AND AMENDMENTS TO THE ARTICLES AND SCHEDULES OF THE CONSTITUTION

The amendments and additions to the Articles and Schedules listed below have been agreed by the Federal Council Members and Clubs are reminded that in terms of Article 40 of the Constitution, Affiliated Clubs have the right to object to any proposed amendment or part thereof to the Articles, but this does not extend to the Schedules which are governed by Article 41 of the Constitution.

Unless otherwise stated, all amendments to the Articles become effective 01.02.2013 and Schedules become effective on 01.01.2013

AMENDMENTS TO THE ARTICLES

ARTICLE 8 – AFFILIATION
Amend to read:
8.6.1 all amendments or alterations to existing Club Constitutions, Rules, Regulations and By-laws  must be approved  by the Executive Committee
8.6.2 details of every Annual General Meeting and any other Special General Meeting specifying the names of persons present and resolutions adopted, together with one copy of the annual audited accounts of income and expenditure and the Club’s balance sheet shall be forwarded to the Federal Council. Minutes of Annual/Special General meetings shall be supplied within thirty (30) days of any such meeting and the copy of the audited accounts shall be supplied once in each calendar year. The Club shall ensure that the Club officials’ (Chairman, Vice-Chairman, Secretary and Treasurer) names and contact details are sent to KUSA for recording each time there is a change.

ARTICLE 9 – LOSS OF AFFILIATION
9.1.1   Delete (Void)

Amend to read:
9.2  Whenever an Affiliated Club’s annual affiliation fee remains unpaid one (1) month after the date of renewal (due on or before 1st September), the Secretary shall send a written demand calling for payment forthwith and in the event of the fee remaining unpaid on the thirty-first (31st) day of October, the Club in default shall be removed from the list of Affiliated Clubs.

ARTICLE 11 – LOSS OF MEMBERSHIP

ARTICLE 15.2 - FEDERAL COUNCIL - PERSONS INELIGIBLE FOR MEMBERSHIP

is elected to the committee of any organisation concerned with canine affairs with the exception of animal welfare societies, local or central government organisations which are not affiliated to the Kennel Union, unless agreed to by the majority of the Fedco.

Notice is hereby given in terms of Article 41 of The Kennel Union Constitution that the above named revised Schedule will become effective on 1.1.2013 and copies will be circulated to all Provincial Councils and Affiliated Clubs as timeously as possible. They will also be placed on the KUSA Website and may be downloaded for gratis or hardcopies will be available to members at a price to be determined.
 
SCHEDULE 3 – REGULATION FOR CHAMPIONSHIP SHOWS

Regulation 20.8 - Judges
In the event of a Judge, having accepted an appointment, not fulfilling such engagement to judge, he shall be required to give reasons in writing within 7 days  to the Club Committee with whom he has been contracted and if such reason is considered to be unsatisfactory or if no such reason is submitted, the Club Committee shall request the Club Secretary or any other appointed member of the Club who is a member of the KUSA to submit a complaint to the KUSA in terms of Schedule 1 of the KUSA Constitution.

SCHEDULE 4 - REGULATIONS FOR NON-CHAMPIONSHIP SHOWS

Regulation 15.7 -Judges

Regulation 7.3 – Titles
7.3       Titles
7.3.1    Flyball Dog:
The title of Flyball Dog will be granted to any dog that has earned one hundred (100) points or more, in any combination, at Championship Shows or Non Championship Shows. A KUSA Flyball Dog Certificate will be issued to this effect, and the abbreviation FD can be placed behind the dog’s name.
7.3.2 Flyball Dog Excellent:
The title of Flyball Dog Excellent will be granted to any dog that has earned one hundred (100) points or more, made up of the maximum points achievable, i.e 4x25 points, at Championship or Non Championship Shows. These points must be earned consecutively. A KUSA Flyball Dog Excellent Certificate will be issued to this effect and the abbreviation FDX can be placed behind the dog’s name.
7.3.3 Championship Status:
A Flyball Championship Certificate may be issued to any dog gaining three hundred (300) points or more in any combination, of which a maximum of one third (100) may be obtained at Non Championship Shows. The abbreviation CH FLY can be placed in front of the dog’s name. 
7.3.4 Th One and Only Title:
The title of Th One and Only will be granted to any dog that has earned fifteen hundred (1500) points or more, in any combination, at Championship or Non Championship Shows. 
The abbreviation Th One & Only can be placed in front of the dog’s name.
7.3.5 Flyball Grand Champion
The title of Flyball Dog Grand Champion will be granted to any dog that has earned three thousand (3000) points or more, in any combination, at Championship or Non Championship Shows.
The abbreviation GR.CH (FLY) can be placed in front of the dog’s name.

SCHEDULE 5M – REGULATIONS FOR FLYBALL
New Appendix A
Notice is hereby given in terms of Article 41 of The Kennel Union Constitution that the above named New Appendix Schedule 5M will become effective on 1.1.2013 and copies will be circulated to all Provincial Councils and Affiliated Clubs as timeously as possible.  They will also be placed on the KUSA Website and may be downloaded for gratis or hardcopies will be available to members at a price to be determined.

Breed Assessment & Survey Procedures

7. The Breed Assessors
The assessment/survey shall be carried out by a panel of not less than two (2) SABOX approved and appointed breed assessors. 

The decisions of the breed assessors will be final.  Results of the assessments/tests shall be entered on the SABOX and KUSA approved report forms.  One copy of these reports to be forwarded (within 30 days) to the owner of the dog entered, one copy to be retained by SABOX and one copy to be forwarded to KUSA.

On conclusion of the assessment, breed assessors must ensure that all documentation has been duly completed and signed

SCHEDULE 10 – REGULATIONS FOR BREED AND JUNIOR SHOWMANSHIP JUDGES
In anticipation of the new KUSA Breed Judges Learning Programme becoming effective in 2013, notice is hereby given in terms of Article 41 of the above named new Schedule 10. Copies will be timeously circulated to all Provincial Councils and Affiliated Clubs, and will be placed on the KUSA website.

The amendments to the Breed Standards listed below were agreed by the Federal Council Members at its meeting held on 5/6 May 2012 and will become effective 01.01.2013.

UTILITY GROUP
Xoloitzcuintle – Inter variety matings
For noting: There are three sizes (Standard, Intermediate & Miniature) and two coat varieties (Hairless & Coated) for the Xoloitzcuintle. The office consulted with the Federacion Canofila Mexicana with regards to their policy on inter-variety mating and was advised that inter-variety mating between the three sizes is not permitted.  Inter-variety mating between the two coat types can be Hairless to Hairless or Hairless to Coated provided the Coated have both Hairless parents).  The breeder/owner of a dog must have the ability to change a hairless variety dog to a coated variety dog after registration.
The Xolotzcuintle is listed in Schedule 2 Appendix A as Xoloitzcuintle (Hairless Variety & Coated Variety) but due to the different sizes it is proposed that the sizes

With effect from 01.01.2012 this breed has been split into two varieties as above, Stockhaar and Langstockhaar
each with its own CACIB.
For noting: it is confirmed that inter-variety mating between the two coat types is not permitted.

Black; red; golden; liver (chocolate); black and tan; liver and tan. No white allowed except a small amount on chest.

Particolours

HERDING GROUP
Collie (Rough)
Amend to read:
Three recognised colours: Sable and white, Tricolours and Blue Merle. Sable: any shade of light gold to rich mahogany or shaded sable. Light straw or cream coloured highly undesirable. Tricolour: predominantly black with rich tan markings about legs and head. A rusty tinge in top coat highly undesirable. Blue Merle: predominantly clear, silvery blue, splashed and marbled with black. Rich tan markings preferred, but absence should not be penalised. Large black markings, slate colour, or rusty tinge either of top or undercoat are highly undesirable. All should carry typical white Collie markings to greater or lesser degree. Following markings are favourable – white collar, full or part, white shirt, legs and feet, white tail tip. A blaze may be carried on muzzle or skull, or both. All white or predominantly white is highly undesirable.
