THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 20 APRIL 2021, VIA SKYPE

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

2. MINUTES

The Minutes of the meeting held on 23.03.2021 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

3.1 Proposal for Online Survey (Exco 11-20 Item 10.1, Exco 01-21 Item 3.1, Exco 02-21 Item 3.1, Exco 03- 21 Item 3.1)

Proposal received from Mrs Tania Davey-Smith (KUSA Member 1018914) for KUSA to create an online survey for puppy buyers to evaluate breeders.

MA had undertaken to do further research and revert to Exco with a draft proposal for possible presentation to Fedco.

PM advised that she had received a request from Mrs Davey-Smith to meet. Due to her limited availability at present, PM had advised Davey-Smith to try to schedule a meeting with Mr Michael Alberts.

4. KUSA OFFICE

4.1 Office Report

Report attached to agenda.

After discussion the Office Report was approved.

NdP questioned the decision taken last year to reduce the number of office staff responsible for the day to day running of the KUSA office. It is evident that this has had a negative impact, as expected deadlines are not being met. As it is the duty of the Executive Committee to manage the day-to-day functions of the KUSA Office, he felt that it was necessary to raise his grave concerns and bring the matter to the attention of the Executive Committee. NdP will also raise the issue at the next Fedco meeting.

4.2 Finance

Reports for March 2021 attached to agenda.

After discussion, the Financial Reports for March 2021 were approved.

5. SUB-COMMITTEES

4 Cases pending. Complaints deposit received for one of the 4 cases.

5.2 SHOWS

5.2.1 Applications for Second Championship Shows

5.2.1.1 Dobermann Club of KZN - Championship Show - 8 May 2021

The above Club is requesting to hold a Second Championship Show for DJ & Ag on 8th May 2021. In 2020, the Highway Agility Club loaned a licence from the KZN Toy & Utility Groups Club to host an event on Saturday running back-to-back with its own Championship Show on Sunday, however, due to COVID-19, no shows took place. Since then, the KZN Toy & Utility Groups Club has closed.

The Dobermann Club of KZN offered to loan the Highway Agility Club a licence to save the weekend event and would like permission for this second Championship Show.

[Highway Agility Club advised that funds are needed to keep Dj & Ag going in the area and to pay for their training venue. If they are unable to obtain these funds, they could possibly lose their venue. They require both events to succeed in this endeavour.]

Sent to Exco via round robin on 31 March 2021 and accepted by all. For ratification .

5.2.1.2 Membership - Entry to Championship Shows

A complaint has been received from a KUSA Member claiming that an exhibitor was not a KUSA member at the time of entry into the Vereeniging & Districts Kennel Club Championship Show on 21 March 2021.

The required letters were sent as per KUSA Protocols, resulting in an immediate renewal of the KUSA membership in question.

Noted. All awards granted may be retained.

6. BREED COUNCILS/LIAISON COUNCILS

6.1 Rottweiler Breed Council

As requested by Exco at its February 2021 meeting, an email was forwarded by the Shows Dept. to the RBC Council Chairman regarding the decision to remove a Judge from the Specialist Breed Judges’ List. An acknowledgement or response is awaited. E-mail was read. No response.

6.2 Field Trial Liaison Council (FTLC)

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

8.1 18 New Members and 36 Lapsed Members were elected.

9. ANY OTHER BUSINESS

9.1 Applications for Affiliation/Notification of Closure – Nil.

9.2 Amendments to Club Constitutions

9.2.1 East London Kennel Club/Port Rex Kennel Club, Kaffrarian Hound Association & Quinera Working & Herding Breeds Clubs.

The Committees of the above Clubs have submitted new Constitutions for all the above Clubs. These were approved by Club members at their AGM Meetings held 13 February 2021.

All Constitutions are now the same as the Queenstown & Districts Kennel Club Constitution ( which was approved at the October 2019 Exco meeting. Further amendments were made and approved by Exco March 2021 for Queenstown. The above Clubs Constitutions are now the same as Queenstown's final document. The only changes, being the names of the Clubs, and in the Objects, the Breeds covered by the Club.

9.2.2 Hibiscus & Margate Kennel Clubs

The Committees of the above Clubs and their members have agreed at their AGMs held on the 27th March 2021 to adopt the KUSA Specimen Club Constitution with the following amendment/s:

Reg. 19 – Meetings

19.1 Annual General Meeting

19.1.1 The Annual General Meeting shall be held within six (6) months of the end of the club's financial year on a date and at a time and place to be determined by the Committee.

PM requested that permission be granted for Bernie Jeffery (responsible for the drafting of the warning letters) be allowed to join future Exco meetings for the adjudication discussions. It was unanimously agreed that this would be a good idea,

Approved. No dispensation will be granted for litters whelped within 12 months of the litter whelped 27/12/2020 and no dispensation will be granted for a 6th litter whelped from this dam.

Bull Terrier Dam - Sunduza Hopper - Reg No. ZA001440B15 - DoB 18/04/2014.

9.7.3 Regulation 12.4. - More than 5 litters whelped by Dam

Retriever (Labrador): Dam – Ablesing Purple Rain - Reg No. ZA033523B13 - DoB 22/07/2013. Breeder – Mrs J van Heerden.

Approved . No further dispensation will be granted.

Letter: 6th Litter whelped from a Dam.

9.7.4 Regulation 12.5. - Litters whelped by Dam older than 8 years of age. – Nil.

10. GENERAL

10.1 SM advised that she had received an enquiry on whether it would be acceptable for Discipline Shows to be held in Port Elizabeth whilst Breed Shows are being held in East London. AB advised that there is a procedure in place in terms of the KUSA Regulations. The procedure requires that a letter of motivation be submitted to the Executive Committee by the Club Officers.

10.2 NdP requested that, in future, Exco Minutes be released sooner. PM explained that most staff were performing more than one function and had to balance priorities. NdP reiterated that in his opinion, the staff were downsized prematurely causing significant delays with deadlines required for the smooth running of the entire organisational structure.

BJ reminded NdP that he may request permission for certain information to be divulged prior to the release of the minutes of the meetings.PM also requested that the KUSA office be informed of the Provco meeting dates in advance so that the office can attempt to prioritise the release of Exco meeting minutes in accordance with the Provco meeting dates.

10.3 NdP intended submitting a proposal to Fedco to amend the Articles to make provision for another type of Club to cover current anomalies, where Clubs are affiliated as a Specialist Breed Club, when in fact the breeds involved are two separate breeds, e.g. Bull Terrier and Bull Terrier (Miniature).

10.4 NdP reported that it had been brought to his attention that colours not within the Breed Standard of the French Bulldog were being registered by the KUSA Office. PM advised that colours not compliant with the Breed Standard of a particular breed were recorded on the Certificate of Registration as declared by the breeder and a notation is added stating “Colour not KUSA-recognised’’. These issues are anticipated to be discussed at the upcoming Fedco meeting as part of Breed Health.

10.5 NdP enquired whether a ‘’Not for Showing” notation is available on the KUSA Admin System. PM advised that although there is such a notation on the K9 Admin System, the Regulations only make provision for breeders to request the inclusion of two notations, i.e. N/P (Progeny not Eligible for Registration) and N/E ( Not eligible for the Issue of an Export Pedigree). NdP advised that recent events indicated that there were justifiable reasons for the inclusion of a third option ‘’Not for Showing’, allowing members to restrict the showing of dogs of their breeding. NdP undertook to draft a proposal for submission to Fedco.
