Election of Chairman and Vice-Chairman of the Executive Council – Article 14.6

The current Chairman, Clr RB Jenkins

The current Vice-Chairman, Clr NJ du Preez

(Note: Article 14.6: The newly elected and confirmed Executive Committee shall, at its first meeting, from amongst themselves elect a Chairman and a Vice-Chairman. The Chairman shall represent the Committee at the Federal Council Meetings. In the absence of the Chairman the Vice-Chairman shall represent the Committee).

The Chairman handed over the Chair to the KUSA Secretary. KF called for nominations for the office of Chairman and Vice-Chairman of Exco and received the following:

Brig Gen NJ du Preez- Vice-Chairman. Proposed YJ, seconded by SM.

In the absence of any further nominations, the KUSA Secretary declared Mr RB Jenkins and Brig Gen

NJ du Preez duly elected for a term of four (4) years, terminating on 31 December 2024

The KUSA Secretary handed over the Chair to the Chairman, BJ.

BJ welcomed the new Exco Member, Michael Vorster, representing the KZN Provincial Council.

2. MINUTES

The Minutes of the meeting held on 23.02.2021 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

3.1 Proposal for Online Survey (Exco 11-20 Item 10.1, Exco 01-21 Item 3.1)

The following proposal was received from Mrs Tania Davey-Smith (KUSA Member 1018914)

Dear Pascale,

I previously wrote to you regarding the poor situation that I encountered when recently visiting two Vizsla breeders. I then made a suggestion that KUSA creates an online survey accessible from the home page of your website, to allow puppy buyers to evaluate breeders, based on their visits to them. You have not yet responded in this regard.

I have since discussed this concept with a few puppy buyers, who have all been in agreement that this would be a very good idea and way to provide feedback, which could allow KUSA to take action, e.g. send inspectors to assess the situation, unannounced of course.

One such a buyer whom I spoke with yesterday, had also visited one of the two breeders in question, and told me how shocked he was that a puppy mill would exist in the name of a KUSA registered breeder. He proceeded to buy a puppy from this so-called "breeder" in an attempt to "rescue" the pup from the environment.

An online survey will provide KUSA with ongoing feedback, and will over time go a long way towards eradicating puppy mills and farming.

Such a survey should be developed collectively by breeders and KUSA representatives. It should NOT be unilaterally done by KUSA.

Please give this serious consideration and please can this be tabled at your next relevant meetings. I look forward to receiving formal feedback on this request.

After discussion, it was agreed that MA would do further research and revert to Exco with a draft proposal for possible presentation to Fedco.

3.2 KUSA comment re use of Prong Collars for desensitisation of Farm Dogs to snakes (Exco 01-21 Item 10.1. Exco 02-21 Item 3.3)

In response to the Notice circulated to Members in August 2020 pertaining to KUSA’s stance on the use of Prong Collars, please see request received from Mrs Beth Babbin.

Attached: KUSA Notice and Letter received from Mrs Babbin.

It was decided that more information was required, especially in respect of training methods used. MCA was tasked with gathering more information and consult widely with persons having the required experience, as well as with Mrs Babbin, and to report back to Exco.

Report received and circulated to the Executive Committee on 06/03/2021.

Exco re-affirms KUSA’s stance that the use of Prong and Shock Collars be prohibited. KUSA cannot condone the use of such collars, as the success of the training is greatly dependent on the methods used by experienced and well-qualified Snake Handlers and Trainers, of which there appear to be very few in South Africa.

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

9.1 Applications for Affiliation/Closure

9.1.1 KZN HPR Field Trial Club

At its inaugural meeting held 5 September 2020, the members of the above Club agreed to apply to KUSA for Affiliation. The Club is based in the KwaZulu-Natal region and has applied as an HPR Field Trial Club. The application fee together with required documents have been received. The sponsoring Club is Cape Field Trial Club. There are 28 listed members of the new Club.

The Club has adopted the KUSA Specimen Club Constitution with some new additions hereunder.

At its meeting held 28 January 2021, the KZN Provincial Council approved the affiliation of the above Club.

Clause 5. Objectives of the Club

5.1.1 To promote, encourage, foster and advance the breeding, wellbeing, care, general usefulness and working qualities of [ working GundogstheSport of Field Trialling Continental Pointing breeds in South Africa.

To promote responsible and ethical hunting and to encourage the conservation of wildlife and their natural habitat.

10. Membership

10.2.4 – new

Senior Members - are those persons over 60 years of age whose applications for membership have been accepted as provided for in 11.1. Senior members will receive benefits on membership and entry fees as determined by the Committee from time to time.

11. Application for Membership

Until acceptance has been conveyed, the applicant has no voting rights with the Club . The Committee has complete and absolute discretion to accept, refuse or defer any application for membership, provided that a written explanation is forwarded to the applicant(s) if such explanation is requested.

17. Powers of the Committee

17.2 – new

Arrange Field Trials will be held under KUSA Rules & Regulations and shall furthermore arrange and determine all matters including all disputes and/or objections, which may arise.

17.3.1.1 – new

General codes of conduct, rules and regulations shall be drawn up by the Committee and will be binding on all members.

17.3.5

To ensure that all electronic transfers and cheques and other negotiable instruments are authorised by at least two (2) persons, one of whom shall be the Treasurer and the other an appointed member of the Committee who may not be the spouse, partner, close relative, or member of the household of the Treasurer.

9.1.2 Highveld Versatile Hunting Dog Club

At its inaugural meeting held 4 February 2021, the members of the above Club agreed to apply to KUSA for Affiliation. The Club will be in the DOGSPC area of jurisdiction and has applied as a Gundog Group Club. The application fee together with their motivation and letters of sponsorship from the Versatile Pointing Dog Club (WC), Working Retriever Club (GAU), Working Spaniel Assn (GAU), Pretoria KC & Jacaranda City KC (GAU) have been received. All their Club officers are KUSA members and there is a list of 49 members.

The Club has adopted the specimen KUSA Specimen Club Constitution.

At the 2nd March 2021 DOGSPC meeting, the affiliation requested was approved, however there was one objection recorded.

Name of Club. Only the above name is proposed.

At its AGM held 21 February 2020, the members of the above Club approved the following amendment to the following clause in its Constitution [ delete words in square brackets ] and insert words underlined :

21 - Quorums at meetings

b)(ii) in all other cases be adjourned [ to the same day, time and place one week later a date and time the Chairman, in his absolute discretion may deem fit and no further notice shall be necessary . At such adjourned meeting those members with voting rights present shall constitute a quorum and shall proceed with the business of the meeting.

Exco recommends that the document be progressed to Fedco and be included on the Fedco Informal discussion list.

9.9 Chihuahua Long Coat/Smooth Coat mating.

Inter-variety matings allowed for litters born as of 01/01/2021. The KUSA Office has, however, received an application for an inter-variety mating from Mrs J van Dyk, Membership No 1020567, for a litter of 1 born 22/08/2020. The mating dates were listed as 21/06/2020 and 23/06/2020.

10. GENERAL

10.1 MA requested feedback on the progress made with regard to the registration of the KUSA Trademarks.

10.2 MA advised that he was unable to find recorded in the Minutes of the various Federal Council Meetings held over the past year, where it was decided to establish the COVID-19 Shows Task Team and the powers delegated to the Task Team. The KUSA Office to check and revert.
