Proposal received from Mrs Tania Davey-Smith (KUSA Member 1018914) for KUSA to create an online survey for puppy buyers to evaluate breeders.
MA had undertaken to do further research and revert to Exco with a draft proposal for possible presentation to Fedco.

6 Cases pending. Complaint deposits received for two of the 6 cases.
NdP and KF have liaised and ironed out all administrative issues regarding the pending cases and have sent out documentation for two of the 6 cases.

5.2 SHOWS
5.2.1 Applications for Second Championship Shows
5.2.1.1 Limpopo Bull Terrier Club - Championship - 24 July 2021
The above Club is applying to host a 2nd Championship Show together with its first Championship Show. (Please see attached motivation)
All documents and payments are up to date .

5.2.1.2 Application for Date Change
Pretoria Kennel Club & Jacaranda City Kennel Club
Due to the KUSA Classic weekend moving to week 39 for 2021 for its Breed Shows, the above Clubs were requested to accommodate the KUSA Classic by moving to an alternative date.
Following negotiations with the Shows Task Team and the KUSA Office, the Clubs in question agreed to move to Week 36 - 5 September 2021 for 2021 only.
On this weekend, the Praetor Rottweiler Club would be holding its Breed, BA & BST event on 4 & 5 September 2021. The Praetor Rottweiler Club confirmed that it has no objection to Pretoria KC
& Jacaranda City KC hosting events on 5 September 2021.
In terms of the regulation below, Pretoria & Jacaranda Kennel Clubs need to apply for dispensation to host their Non-Championship Shows on the same day as a Championship Show.
Schedule 3, Reg. 2.2
"Unless dispensation is granted by the Executive Committee, no Non‑Championship Show shall exceed two (2) days duration, and no Non‑Championship show shall be held on the same day as a
Championship Show for the same Group, Breed, Discipline, or an All-Breeds Club unless the venue is more than 160 kilometres from the venue of the Championship Show."

5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8
5.2.2.1 Temporary Exclusion Order (TEO) – Rottweiler Dog – VASTONICE EDWARD – Reg No. ZA007146B19. Temporary TEO issued following the Cape Rottweiler Club Show held 10/04/2021 at which it was reported that the exhibit had refused to have its teeth shown to the Judge by the exhibitor. The owner then stepped in to assist the exhibitor at which point the exhibit showed aggression towards the owner.
To be carried forward to next agenda.
5.2.3 OTHER CLUB / SHOW MATTERS
The National IGP Sub-Committee is requesting dispensation concerning entry of GSDFSA dogs into the KUSA Meisterschaft and the Dobermann Club of the Cape IGP Event being held in conjunction with the Meisterschaft:
Extract from the Minutes of the Emergency Meeting of the NIGPSC held 13 May 2021
Proposal:
Requesting Dispensation for ex-GSDFSA dogs to be able to enter the Meisterschaft provided they meet the following criteria:
They have a KUSA pedigree;
Have obtained an IGP 3 (at the GSDFSA);
The existing rule be extended which states that they may compete in the level obtained at the GSDFSA to qualify in that level at KUSA. Should they not qualify they are to move down a grade until such time as they qualify, i.e. if they fail IGP 3, they need to do IGP 2, if they fail IGP 2, they need to IGP 1. The owner and handler need to be KUSA members.
Although ex-GSDFSA will be in a position to win the event, they will not be awarded the KUSA Meisterschaft Top Dog Winner award. The Meisterschaft Title will be awarded to the highest qualifying FCI/KUSA IGP 3 Dog.
This request is for the IGP 3 qualified dogs to be able to compete in the Meisterschaft as the IGP1 and IGP 2 is a standard Club Championship trial.

5.2.4 KUSA Classic 2021
Application to Exco – Motivation for Change of Dates
In accordance with of the revised proposal and decision taken by Fedco at the meeting held on 8 March 2021, the KCOC formally request the Chairman and Members of the Executive to approve the KUSA Classic 2021 Show dates as set out below.
All the Clubs affected by the move of the KUSA Classic Breed for 2021 from week 38 to week 39 have been contacted and have agreed to accommodate the KUSA Classic Breed being held on their traditional weekend. Emails from the respective Clubs confirming their agreement were circulated.
KUSA Nationals - IGP Meisterschaft - 28-30 May 2021 (3 days) approval required for 3-day event
KUSA Nationals - WT (Classic) 18/19 June 2021 and Championship Show on 20 June 2021.

PM advised that the Pro Experts forum Webinar hosted by Royal Canine, attended by JH, RJ, CI and PM was very informative and thought-provoking.
6. BREED COUNCILS/LIAISON COUNCILS
6.1 ROTTWEILER BREED COUNCIL
Please see attached response received in respect of the RBC decision to remove a Judge from the
Specialist Breed Judges’ list.
AB advised that their Constitution does not make provision for the removal of a Judge and that the decision was taken at a Judges’ Meeting.
PM requested that AB checks when the Judge in question qualified as a Specialist Rottweiler Judge.
BJ requested that AB corresponds with the Judge requesting her feedback on the matter.

7.2.1 Unconfirmed Minutes of the KZNPC Ordinary Meeting held on 15 April 2021 via Zoom.

PM sought clarity on item 13.8 of the minutes regarding the disclaimer forms wherein it states that Disclaimer Forms may be destroyed after 3 months. NdP advised that currently all show documents, including Disclaimer Forms, must be retained for a minimum of 12 months. The matter is, however, to be discussed at the upcoming Fedco meeting in June and a decision is pending on when documents may be destroyed. PM requested that MV informs the KZNPC, that in turn should inform their clubs, that they may not destroy Disclaimer Forms after 3 months and that they must be retained for a minimum of 12 months until a directive is received from Fedco.
Clarity was also sought on item 17.9 – Term of office for National Sub-Committee Conveners where there was a discussion on the extension of the term due to COVID-19. PM advised that the term is dictated by the National Sub-Committee By-laws which state that Conveners are elected for a 4-year period.

The above Club agreed to adopt the KUSA Specimen Club Constitution with some amendments at its meeting held 8 May 2021.
Clause 1.1
The name of the club shall be the SA Alsatian and All-Breeds Dog Training Club
24. Dissolution of the Club
Clause 24.2
When a decision to dissolve the Club has been taken, the Committee shall forthwith liquidate the affairs of the Club. If there are any surplus assets, they shall be dispensed [ to a recreational body with similar interests or objectives, ] To any of the Club's choice of registered Public Benefit Organisations, or Non-Profit Organisations, committed to the welfare of animals , in the manner prescribed by the Special General Meeting at which the decision to dissolve the Club was taken, provided that no amount shall be distributed to any entity which is not:

Any assets so distributed are required to be used solely for the purpose of carrying on one or more p ublic benefit activities. The entirety of any assets will only be dispensed amongst the registered Public Benefit Organisations or animal welfare organisations which the club has been supporting .

10. GENERAL
10.1 NdP reported on a discussion held regarding KUSA members registering with dissident organisations with the general consensus being that there is no rule stating the KUSA members may not register with these organisations. NdP, however, pointed out that, as per the Animal Improvement Act, KUSA is the only recognised Registering Authority and, should KUSA members register with these organisations, it would be in contravention of the Act and members may be charged with discreditable conduct and conduct prejudicial to Canine Affairs in KUSA. It was agreed that the matter is to be brought to the attention of the Federal Council.
NdP and KF reported on correspondence received regarding unhappiness expressed that Exco and Fedco Members handle and show dogs. NdP advised that all members of KUSA have the right to handle and show dogs and being a Member of the Federal Council or Executive Committee cannot be construed as having leverage on the outcome of Shows.
SM advised on unhappiness expressed in the Eastern Cape on the December Fedco Minutes regarding A-Frames. There appears to have been a miscommunication on meeting dates with one of the representatives not receiving the notification to attend. The matter is being looked into and SM will report back on the outcome.
PM informed that a request had been received from a Mr Meyer to divulge the ID number of the owner of the sire of two litters he wished to register, as he has been unable to register the litters due to the owner of the sire being untraceable via email and telephone contact. Mr Meyer requested the ID number so that he may try and track Mr Schoeman with the assistance of SAPS.
NdP advised that we may not provide personal information and that, should he wish to petition the Executive Committee, he would need to join as a member and provide all supporting documents.
