The Minutes of the meeting held on 29th January 2019 were formally adopted.

4.1 Office Report

After discussion, the Office report was approved.

Resignation received from staff member Lauren Solomon. Exco and staff wished her well for the future.

5.2 SHOWS

5.2.1 Applications for Second Championship Shows 2019

5.2.1.1 The Dobermann Club of KZN - Dj & Ag - 12 May 2019

The above Club is applying for a 2nd Championship Show on behalf of Highway Agility Club - to host a 2nd Dj & Ag Championship Show on the 12 May 2019

All Club documentation and payments are up to date.

Resolved

That a 2nd Champion Licence be granted in the name of Highway Agility Club, subject to documentation being in order. If another licence is required later, an application may be made in the name of the Dobermann Club of KZN.

5.2.1.2 Victory Toy Dog Club – 26 October 2019

The above Club is applying to host a 2nd Championship Show on the same day as its 1st Championship Show. A repeat of 2018.

The Club has now agreed to host an Open Show together with an All-Breeds Club during the year. Their motivation last year was to invite an overseas Judges which they did and they would like to do the same this year.

5.2.1.3 Pietermaritzburg Kennel Club – Championship Breed Show – 08 September 2019

The above Club is requesting to host a 2nd Championship Show in conjunction with the KwaZulu-Natal Garden Show as has been done for the past few years. The Show is also held together with Margate Kennel Club and Hibiscus Kennel Club Championship Shows, with an audience of over 15,000 people.

5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8

5.2.2.1 Temporary Exclusion Order (TEO) – Boston Terrier Dog CH Que Just Beauregard Reg No ZA013488B16 (Exco 01-2019 item 5.2.2.1)

TEO issued on 13.11.2018 following incident at Cape Utility Dog Club Championship Show held on 26.10.2018.

Any response from the owner will be tabled.

No response – to be removed from agendas until a response is received.

5.2.2.2 CGC Test Sheet – Microchip Number

The CGC Test Sheet indicates that the microchip number is ‘optional’. This is because many dogs that participate in CGC are not KUSA-registered and thus are not microchipped. The CGC (Bronze) is a requirement for dogs that have been issued with a TEO (Temporary Exclusion Order) and thus it is believed that the Evaluator should scan and verify the microchip number before the test is commenced.

Resolved

That CGC tests for dogs issued with TEOs should be organised by the local Provco Obedience Sub- Committees with the request that the dog’s microchip is verified by the CGC Evaluator before the test is started.

5.2.3 OTHER CLUB / SHOW MATTERS

5.2.3.1 Zululand and Northern Natal Kennel Clubs - Flyball - 21.04.2019

The above two Clubs are requesting the hosting of two (2) Flyball Non-Championship events to be held 21.04.2019.

The KZN Dog Athletics Association is holding a Championship Dj, Ag & Flyball on the same day.

Motivation:

There is a new Judge who requires to judge Non-Championship Shows to progress as a Judge and the Flyball exhibitors will already be there for the Championship Show. There is only 1 Flyball Judge in KZN and the sport is growing, therefore more Judges are required.

Schedule 4, Reg.2.2 states:

“Unless dispensation is granted by the Executive Committee, no Non‑Championship Show shall exceed two (2) days duration, and no Non‑Championship show shall be held on the same day as a Championship Show for the same Group, Breed, Discipline, or an All Breeds Club unless the venue is more than 160 kilometres from the venue of the Championship Show.”

KZNDAA has confirmed that it has no objection to these Clubs hosting Non-Championship Shows on its Championship Show weekend.

Dispensation granted.

5.2.3.2 KZN Dj & Agility Championship (Held under a Non-Championship Show Licence)

The organisers of the KZN Championships are requesting to host their event on Friday 1st & 2nd June 2019 in conjunction with the Royal Show in KZN.

On this weekend the KUSA Championship Disciplines are being held on the 2nd June 2019.

Motivation:

"Our Association with the Royal Show is very good and we feel very important for dogsports as it is an opportunity for a great deal of publicity for our Disciplines. There is no conflict with the KUSA Nationals event. We ask that you please look at this situation and see if it would not be possible to grant a licence for these dates".

Schedule 4, Reg. 2.2 (as above) relates to this request.

5.2.4 KUSA Classic

5.2.4.1 2019 Gauteng – Nationals Agility, Dog Jumping and Flyball

To be held in conjunction with NAPC Bumper weekend. Week 26-30 April 2019.

No report received. To be requested from Convener.

5.2.4.2 2019 Gauteng – Nationals Breed, Obedience, Carting and Handling

To be held 31 May – 2 June 2019

(Incorporating KUSA Championship Show for Breed, Obedience, Carting, Agility, Dog Jumping and Flyball, and KUSA (Africa) FCI Breed Show as well as KUSA Winners Breed Show.

5.2.4.3 2019 Gauteng – National IGP – Meisterschaft

To be held 14-16 June 2019

5.2.4.4 2019 Western Cape – Nationals & Championship Shows Working Trials (Classic) & Working Utility Dog (WUD)

To be held 21-22 June 2019

5.2.4.5 2020 Gauteng – Nationals Agility, Dog Jumping and Flyball

To be held in conjunction with NAPC Bumper weekend.

5.2.4.5.1 2020 Gauteng – Nationals Breed, Obedience, Carting and Handling

To be held 29-31 May 2020

(Incorporating KUSA Championship Show for Breed, Obedience, Carting, Agility, Dog Jumping and

Flyball.

5.2.4.6 Field Trials KUSA National Retriever Championship Stake.

The above will next be held in 2020. FTLC will apply for a date.

5.2.4.7 2021 KUSA Classic Weekend

LW advised that an application form for circulation to Provincial Councils has been compiled. This contains the requirements for hosting 2021 KUSA Classic.

To be forwarded to AB (with copy to PM).

5.3 JUDGES EDUCATION COUNCIL (JEC)

Request that Saturday and Sunday of Week 28 be “blocked off” for the JEC in Gauteng and that no further shows be permitted in Gauteng on either of the two dates, this year on 13 & 14 July 2019 in order for the JEC to enable the JEC to plan ahead and organise a full weekend of seminars on that weekend annually.

After discussion The Exco requested more clarity. Does this request apply to Gauteng only and not the whole country, and does it apply to Championship Shows only?

5.8 FIELD TRIALS

5.8.1 Unconfirmed Minutes of Meeting of FTLC held on 29.01.2019

Received on 04.02.2019 and circulated on 05.02.2019, with attachments.

Item 4.4 regarding the FT database was noted. PM advised that the KUSA database information will in future only be sent to Mrs Wynne until someone else has been appointed to maintain the FT database. KUSA will scrutinise the new contract that is to be entered into with the new incumbent to ensure that the data is not misused.

5.9 IGP

5.9.1 A request has been received from the National IGP Sub-Committee to add Mr Higgo as an International FCI IGP Judge. Mr Higgo has complied with the requirements to become an International IGP Judge as per the NIGPSC.

Noted and agreed. The FCI to be notified.

5.9.2 The following (Learner) Judges were successful in passing a BH Theoretical written Examination and a Schedule 3 Examination on the 4th January 2019 as per Schedule 5B (02), Reg 3.6.17.

5.10 DOG JUMPING

5.10.1 Schedule 5E(15) Dog Jumping National League – Scoring Change

Request received from Mr R Shortland on behalf of Dog Jumping NSC:

The NSC has asked that the scoring system in Schedule 05E (16) - Dog Jumping National League be changed. The existing system within Schedule 05L Appendix E has been identified as the best option for this change.

However, as with any new system of scoring a competition, this needs a trial period to work out any problems that may occur and to confirm that the “new” system will actually suit the League. The National Dog Jumping Sub-Committee took it upon itself to run the competition to this scoring system in 2018, with good results and would like to use this system again in 2019 to fool-proof the results.

As the NSC is deviating from the official schedule for a second year, the NSC feel that it is only equitable that Exco’s/KUSA’s permission is obtained to do so, in the interests of transparency.

Approved, subject to all provinces being in agreement.

5.11 CARTING - nil

5.12 AGILITY

5.12.1 A request for consideration of sponsorship of the entry fees for the 2019 AWC in Finland has been received.

To be referred to Fedco budget discussion.

5.12.4 KUSA SA Agility Championships 2020 onwards

A request has been received to book a permanent weekend for the KUSA SA Agility Championships.

Week 24 (mid-June)

On this weekend, KZN Dog Athletics Association traditionally host a Dj & Ag Non-Championship Show.

We also received a request to book a date for Dj & Ag in Gauteng (Club Non-Championship Show licence will be borrowed - Club to be advised)

(It is also the weekend of George & Outeniqua Kennel Club Championship Breed Shows)

This request has come via Mr Rob Hall.

KUSA is awaiting the names of those selected to the KUSA SA Agility Championship Show Committee.

At its meeting held 05 February 2019, the Club members agreed to amend the Club’s name from IPO Club to the IGP Club of Northern Areas due to the name change as approved by the FCI & KUSA.

10.1 Witwatersrand Corgi Club Tramordwy – Amendments to Club Constitution were received today (19.02.2019), too late for consideration at this meeting. These will first require evaluation by Club Affairs Dept before inclusion on the March 2019 Exco agenda.
