2. MINUTES
The Minutes of the meeting held on 12.12.2023 were formally adopted.
3. ANY MATTERS ARISING FROM PREVIOUS MINUTES
3.1 K9 Sport Specialist GSD Club(under Mpumalanga GSD Club licence) – 25.06.2023
The above Club held a Non-Championship IGP Trial on 25 June. The office noted a Judge change to the online portal on the day of the show by the Club. No documentation was submitted, no reason for the change, nor a new Judge’s contract was received. All pre-show documentation listed Christine Kneidinger as the judge, and she was approved. On receiving the Show Returns, the Judge was confirmed as Mr John Swartz.

A fine of R500 is to the imposed on the Club and its Secretary for non-compliance and non-response to the Exco requests for a reply.
3.2 Cape Town Kennel Club – 15.10.2023
The above Club reported that there had been some irregularities ringside during the Jack Russell Terrier judging. An exhibitor swopped her dogs’ classes, and the dogs won awards.

3.3 Breede Rivier Vallei Kennel Club– 14.10.2023
A Judge for the above Club (Jill Peak, UK) was unable to judge some of her contracted classes (Junior Showmanship & Best Junior in Show). Two local judges stepped in – Ms Joy McFarlane (Best Junior in Show) & Mrs Jetty Botes-Erasmus (Junior Showmanship). Both had dogs in their registered ownership entered in the show and were awarded the following:

Schedule 03 Regulation 31 states:
Objections to Dogs & Disqualifications.
31.3 The grounds of objection made to a dog and immediate disqualification of such dog in terms of this
Regulation shall be any one or more of the following:
31.3.14 that it has been entered and/or exhibited at a Show when it is registered or recorded as owned by an officiating Judge within a period of four (4) months prior to the Show, when said officiating Judge is scheduled to judge any Class or Competition to which the dog may gain admission through its entry, except in the case of a dog owned by the officiating Judge appointed in an emergency, in which case the disqualification of the dog will be automatic without any liability incurred by the emergency appointed Judge.
Minutes of Exco 11-2023 state:
Dogs were exhibited at a Show when in the registered ownership of an officiating Judge thus as per the aforementioned Regulation, the dogs are automatically disqualified, and awards won on the day withdrawn.
The KUSA Office received a letter from the Chairman of the Club requesting that Exco review the decision taken at the Exco 11-2023 meeting.

Note: Regrettably, the applicable Regulations Schedule 03 Regulation 7.10.1; 7.10.2 and 7.15 were
inadvertently omitted from the previous meeting’s agenda and minute, giving the incorrect impression that the sanction applied was applied in accordance with Schedule 03 Regulations 31 instead of Schedule 03 Regulation 7. Entry for Exhibition which states:
7.10.1 A Judge may not enter a dog registered in his ownership in the same discipline on the same day at the same venue as he is officiating, save and except for Working Disciplines held under the licence of a different Club. Automatic disqualification of the dog(s) will apply and the Judge will be liable for disciplinary action under Schedule 1.
7.10.2A Judge may not handle a dog in any discipline, save and except for Working Disciplines held under the licence of a different Club on the same day at the same venue, as he/she is officiating. Automatic disqualification of the dog(s) will apply and the Judge will be liable for disciplinary action under Schedule 1
7 .15 Any dog which has been exhibited contrary to these Regulations shall be liable to disqualification and cancellation of any awards gained, whether or not an objection has been lodged under Regulation 31.
The matter was reviewed under the appropriate Regulations governing such incidents i.e. Schedule 03 Regulation 7.10.1, in which it is unambiguously stated and constitutionally prescribed that automatic disqualification shall apply,
Letter received from Mr Ken Hull requesting that the decision reached at Exco 12-23 for the above matter be reviewed.
After discussion it was decided that the Regulations in question be referred to Fedco for interpretation and the matter be accordingly adjudicated by Fedco.

5.2.2 Dispensation Request
5.2.2.1 Hochland Dog Club
Hochland Dog Club have requested dispensation for their Championship Show scheduled for July 2024 in respect of deadline dates for the submission of application documents. Their motivation includes a limited number of Committee members being available. A decision will be made as to whether, or not, to hold the Show at their AGM which is scheduled for January 2024. (see attached).

5.2.6. Schedule 03 Reg. 14 & Reg. 19.8 – Exclusion of Dogs
5.2.6.1 Two pieces of correspondence have been received regarding the criteria for lifting a TEO as laid out in the TEO Manual. (see attached for noting).
CPA to respond. In the meantime, the decisions made by Exco stand. To change the Regulations or TEO Manual, it will require a properly formulated proposal to tabled for consideration at a Provincial Council meeting and if accepted and approved, to be placed on the next Fedco meeting Agenda.

5.21.1 Trick Dog continues to grow from strength to strength with new handlers and dogs taking part and dogs progressing up through the levels. In December 2023, a third Speciality was run with Happy Holidays as the theme. Handlers needed to submit 10 tricks off the lists using a holiday theme. A total of 52 entries were received.

CGC continues to run well with a total of 472 successful results having been received for 2023. Clubs are encouraged to submit all outstanding results.

6.3 Appeal decision of the GSDLC to reject application for registration of single GSD – Leonardo
An e-mail was sent from the KUSA Office to the GSDLC on behalf of Mr Frikkie Scholtz (applicant) appealing the decision made on the registration of the above-mentioned dog.
The response received from the GSDLC is attached.
The GSDLC has upheld its previous decision and is of the opinion that the requirements for registration on the KUSA Primary Breed Register have not been met and that the application should be rejected.
Schedule 02 Regulation 12 Refusal, Cancellation or Rectification of Registration states …. “The Executive Committee may in addition to the provisions of Schedule 01 Disciplinary Rules, for good reason, decline to register or record any dog or its transfer and may cancel any registration…..”

The Club took the decision to close via a SGM held 06.01.2024. There are no finances to distribute as the Club is insolvent.

9.1.3 Highveld Versatile Hunting Dog Club

9.1.5 Amatola Cluster
In 2022 the Auditor for East London Kennel Club, Port Rex Kennel Club, Queenstown Kennel Club, Kaffrarian Hound Association (since closed) and Quinera Working & Herding Club (since closed) recommended that the financials of the Clubs be accepted with certain provisions. The 2022 financials are attached for the information of Exco.

9.4 Schedule 02 Reg. 4.10 – Dispensation for Registration of an Extraordinary Nature
9.4.1 Request for transfer of GSD registered on the Appendix Register to the Primary Breed Register.
With reference to Item 5.4 of the minutes of the GSDLC meeting of 28.08.2023 (Refer to item 6.1 of agenda).
The GSDLC is in support of the request for GSD “Riley” (ZA001013AA22) to be transferred to the Primary Breed Register which would allow the progeny of this dog to be registered on the Primary Breed Register instead of the Appendix Register.
GSD “Riley” was registered on the Appendix Register as a single dog due to the fact that the SAVA/KUSA HD certification for his sire (Racer vom Berkhaus ZA001158C21) did not meet Schedule 02 App C breed specific requirements.
Prior to acceptance of registration on the Primary Breed Register of any progeny sired by “Riley”, breed specific litter registration requirements for GSD stud dogs would need to be met.

10. GENERAL
10.1 MA raised a query in respect of a foreign registered Kennel name application that had been rejected by the KUSA Office. PM requested that all the information be sent to him for review. Upon review it was confirmed that the grounds for the rejection of the application were correct.
