1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

Due to loadshedding, Mr RB Jenkins was unable to attend/Chair the meeting. The Exco meeting was therefore chaired by the Vice-Chair, Mrs YC Jefferies. MH joined the meeting at item 5.2.4 due to connectivity issues.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES
3.1 Schedule 3 Reg. 14 & Reg. 19.8 – Exclusion of Dogs (Exco 12-22 Item 5.2.4.3)
Temporary Exclusion Order – American Akita – Undercover Lover del Casa di Coniglio
Ms Linnekugel has submitted a second letter to the Office regarding her experiences and feelings on the TEO process.
Noted. MA advised that Ms Linnekugel’s concerns have been noted and would be taken into consideration whilst reviewing the TEO Manual.
3.2 Working & Herding Breeds Club of the Cape
The attached letter was sent to the club after the 12-2022 Exco meeting, with the approval of the General Manager, requesting the club, again, to award the Rally Dog exhibitor her QC.
Response from the Club attached for Exco’s information.
Rally exhibitor’s e-mail confirming qualification also attached .
Confirmation to be sought from the owner that the Qualifying Certificate had been issued.
3.3 Natal Sporting Hound Club
Appeal re Exco 12-2022 decision for out of Province Second Championship Show.

5.2 SHOWS
5.2.1. Applications for Second Championship Show
5.2.1.1 Baakens Valley Working & Herding Breeds Club – 08-09 April 2023
The above club is holding their breed show as part of the PE cluster weekend on 02 April 2023. Their regular Disciplines weekend is in June, but they are requesting to hold 3 Disciplines on their breed show licence as well (but utilising the following weekend, together with the PE Cluster Disciplines weekend). Only the Disciplines would utilise the second licence (Rally Dog, Carting, Obedience).
Motivation: The club wants to make the most of their breed licence, and offer the exhibitors more on the PE Disciplines weekend .
Approved.
5.2.2 Show Entry in contravention of Schedule 3 Reg. 7.1.1
French Bulldog - Bullfellas Epicentre (ZA001139C22)
Upon receipt of a Junior Merit application for the above-mentioned dog, submitted by a member, not the registered owner of the dog, it was discovered that two of the Award Certificates submitted in support of the application issued by the Northern Areas French Bulldog Club at its Championship Show held on 21 August 2022, for Best Junior and Best Junior in Show, did not reflect the registered owner’s name on the Award Certificates. According to the Show Catalogue, the dog was entered in contravention of Schedule 3
Reg. 7.1.1 which states:
When an entry is submitted to a show-holding Club, a dog shall be solely and unconditionally the property of the Exhibitor and at the time of exhibition it shall be registered in the Exhibitor’s name at the Kennel Union, or at a registry formally recognised by the Kennel Union in a written agreement.
After discussion, it was decided that the awards are to be withdrawn.
5.2.3 Schedule 3 Reg. 14 & Reg. 19.8 – Exclusion of Dogs
5.2.3.1 Temporary Exclusion Order – Retriever (Golden) – Chardale Jalapeno Twist – Reg No ZA050653B17
Report received of an incident which took place at The Cape Gundog Club Championship Show (Field Trial) held 23.07.2022, where it was reported that the above-mentioned dog had behaved aggressively by attacking another dog, Conkasha Murdoch of Skye NHR, Reg No ZA013289B18.
After discussion, it was decided that the TEO were to remain in place and that correspondence is to be sent to Clubs regarding reporting incidents of aggression. NS to include a new statement to the information sent when issuing Licences.

- Thursday, 25 May – commencing at 10.00 - FCI INTERNATIONAL (AFRICA) CACIB SHOW.
- Friday, 26 May - commencing at 09.00 – KUSA WINNERS SHOW – Breed judging.
- Saturday, 27 May - commencing at 08.00 – KUSA WINNERS SHOW – Group Finals and Best in Show events. This is followed by KUSA CHAMPIONSHIP SHOW – Breed judging.
- Saturday, 27 May (Morning) – KUSA NATIONALS for Dog Dancing and the FCI INTERNATIONAL/NATIONAL (AFRICA) CACIAG – Agility and Jumping.
- Saturday, 27 May (Afternoon ) – KUSA NATIONAL HANDLER COMPETITION Prelims and Pull-outs.
- Sunday, 28 May , commencing at 08.00 – KUSA CHAMPIONSHIP SHOW – Group Finals and Best in Show events. This is followed by – KUSA NATIONAL BREED ELIMINATIONS and the KUSA NATIONAL AWARDS FINAL.
- Sunday, 28 May , commencing at 08.00 – KUSA CHAMPIONSHIP SHOW – Dogsport events:

5.3 JUDGES EDUCATION COUNCIL (JEC)
Ring Stewards’ Refresher Course and Assessors’ Refresher Course scheduled for January.
5.4 JUDGES
5.4.1 Article 25.2 Judges shall maintain continuous and unbroken membership of the Kennel Union from the time their formal studies or activities towards a judging qualification commence until their voluntary retirement from judging, advised in writing to the Executive Committee, or their incapacitation (at the discretion of the Executive Committee), or their death .
The following judges have become inactive/ retired:
A reminder was sent to all Judges that they are required to maintain unbroken and continuous Membership.
5.4.2 The following Judges have achieved qualifications/ passed exams:

Mrs L van As (Gau) – TT – passed the 05B(03) exam
Mrs T Neizel (WC) – Agility – completed 3 x Non-Championship assessments

5.4.3 Request for dispensation for a Judge to officiate in Namibia
The Hochland Dog Club has requested that Mrs Audrey Hauptfleisch officiate for all breeds at their 11 March 2023 Non-championship show. Mrs Hauptfleisch is qualified in 4 Groups, and is a Learner Judge for 2 Groups. This brings the total to 6 Groups she is eligible to judge at Non-championship level. She is not qualified for the Utility group.
On consultation with the JEC, they recommend that a Judge in this case be granted dispensation to judge their ‘missing’ Group with the following to be noted:
- The invited Judge is a Senior Judge with only one Group yet to be applied for
- This applies to Namibian Non-championship Shows only
Motivation:
Namibia does not have resident Judges, and they rely on the services of South African Judges at considerable cost. The entries are very low, so funds are not available to contract more than one Judge per show.

8.2 Membership Application
Ms Tazma Wearne
Ms Wearne’s membership became due on 15.08.2022 and lapsed on 15.09.2022. Her application to renew her membership was discussed at Exco 12-2022 and the following noted:
KUSA Office to advise Ms Wearne that until confirmation is received that all fees are paid in full to the various parties, the Executive Committee is unable to consider her application for renewal of her membership. Exco notes Ms Wearne’s intentions to address the complaints fully.
Ms Wearne sent an email to the office on 07.01.2023.
The rejection of Ms Wearne’s membership application by Exco means that she is unable to meet Exco’s requirement that she honours her commitments to the various complainants. After discussion, and taking into account the personal circumstances explained by Ms Wearne, Exco granted a one-of and non-precedent setting dispensation to Ms Wearne for the registration of litters that were born prior to the date her KUSA Membership lapsed ,i.e.15 September 2022, provided all registration applications were received within 14 days.
