THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 21 SEPTEMBER 2021, VIA SKYPE

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

Due to communications issues, BJ had requested NdP to chair the meeting. MA excused himself from the meeting at point 5.3.

2. MINUTES

The Minutes of the meeting held on 31.08.2021 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

Request from YJ that Exco reconsider the decision made in respect of item 9.2.3 – formation of the FS Hound Club. After discussion it was agreed that the correct protocol to follow would be to go through the Provincial Council.

5.2 SHOWS

5.2.1.1 Applications for Second Championship Show – Nil

5.2.1.2 Exhibitor leaving showgrounds in contravention to Schedule 3, Reg.18.1

An email was received from Northern Tshwane Kennel Club in respect of an exhibitor who left the showgrounds without requesting permission in terms of the KUSA Constitution,

Schedule 3, Reg.

18.1 Once a dog has entered the ring to be exhibited in one of the Classes for which he has been entered in advance of the Show, the dog shall be exhibited in all subsequent Classes entered and in the Challenges and Competitions as contemplated by Regulations 21,22 and 24 for which it has qualified at that Show. Failure to enter the ring when required to compete in subsequent Classes of Challenges and Competitions as described above shall, at the discretion of the Executive Committee, render the dog liable for disqualification and the cancellation of any awards gained, irrespective of any objection having been lodged in terms of Regulation31.

Additional info:-

18.6 If a dog’s withdrawal from further competition is forced by an emergency, domestic or otherwise, formal permission shall be granted at the sole discretion of the Show Manager, once he is satisfied that sufficient cause has been shown why the dog should be withdrawn from further competition, after which the dog shall be marked as WITHDRAWN on the Judges’ and Ring Steward’s Sheets for the Class, Challenge or Competition from which the dog has been withdrawn.

18.7 For the avoidance of doubt, once a dog has, for whatever reason, been withdrawn, excused or dismissed from any one Class, Challenge or Competition, it shall not be permitted to compete in any further Classes, Challenges or Competitions at that Show.

The dog won the Gundog Puppy Group on the Saturday, returned on the Sunday, but did not stay to compete in Best Puppy in Show.

The Shows Task Team has advised that the Exhibitor makes two false claims in her email,

1. that the finals were "planned" to start at 13:00 - this was not the case, BIS was never "planned" to start at a specific time. Her puppy won the Gundog Puppy Group at NTKC Show 1 and the Schedule was clear that the BIS for that Show would not start BEFORE 13:30

2. that she only left 4.5 hours after the "planned" starting time, (which would have been at 18:00) and that "the show only started another hour later". This is not true - The Best Puppy in Show

results from NTKC Show 2 were posted on a WhatsApp Group at 16:46.

Email from the Exhibitor is attached for information explaining the situation.

After discussion it was decided that the awards are to be retained and that a stern warning letter must be sent, informing the exhibitor of the serious nature of the transgression.

5.2.1.3 Application for Date Change

The Western Province Kennel Club & Hottentots Holland Kennel Club - 22, 23 & 24 October 2021

A request from the above Clubs to hold their shows over three (3) days has been received.

Please see attached motivation.

Unless dispensation is granted by the Executive Committee, no Championship Show shall exceed two (2) days duration and no Championship Show shall be held outside the Centre in which the show-holding club is domiciled.

5.2.2Schedule 3 Reg. 14 – Exclusion of Dogs & Reg. 19.8

Temporary Exclusion Order (TEO) for discussion – Dobermann – KORIFEY DIRTY HARRY – Reg. No. ZA001102C18, following an incident that occurred at the Port Elizabeth Kennel Club Championship Show, held on 5 September 2021, at which it was reported that the exhibit behaved aggressively by attacking and biting Judge, Mr JJ de Abreu Marques on the chest.

It was noted that the Judge had not submitted his report. After discussion, it was decided that the Judge

should not have withdrawn the CC and RCC, as only Exco has the authority to withdraw awards. The awards should be reinstated. It was also decided that the TEO should stand and that the dog needed to complete CGC Gold and be examined by 3 Judges before it could be readmitted. The Club Secretary is to be informed that the Judge’s Report and Ring Stewart’s statement are still outstanding.

5.2.3 OTHER CLUB / SHOW MATTERS - Nil

5.2.4 KUSA Classic 2021

The KUSA Classic Championship/Winners/ National Breed Events scheduled to be held on 24 & 25

September have been cancelled. Only the KUSA International (Africa) FCI-C.A.C.I.B.® Show will be going ahead on Saturday, 25 September 2021.

The Working Disciplines Events scheduled to take place on 18/19 September 2021 will be held. The Dog Dancing Championship and National Show will be held on 24, 25 September 2021 .

5.3 JUDGES EDUCATION COUNCIL (JEC)

5.3.1: Shadow Judging – Non-adherence to KUSA’s Judges Learning Programme Regulatory Framework

At a recent Championship Show, a Learner Judge completed a shadow judging module under a Licensed Judge. The Learner Judge had, however, also entered her dog under the same officiating Judge.

Please note the following Regulation from Schedule 10 Appendix 1 – Group Course:

2.3.4.12. Learner Judges are permitted to enter their own dogs in another Group as long as it does not clash with the Shadow Judging commitment.

This Regulation is amplified in the OFFICE-21 Procedures, which has been widely distributed – Shadow Judging after Point 14

ON THE DAY OF THE SHOW PRIOR TO COMMENCEMENT OF JUDGING:

Licensed/Learner Judge

  • Licensed/Learner Judges are permitted to enter their own dogs in another Group, as long as it does not clash with the Shadow Judging commitment.

The Secretary of the Club confirmed that the Learner Judge had entered a dog in the show where she was shadow judging and won a CC and RBOB. This is in clear breach of the Regulations. Having been informed of the breach by the Learner Judge herself, we are obliged to bring it to the attention of Exco to make a ruling in respect of the awards her dog received when exhibited contra the Regulations.

After discussion, it was unanimously decided that the awards attained are to be withdrawn and the Learner Judge be informed of the seriousness of the transgression.

5.3.2 The following Judge has completed requirements to become a Licensed Judge for the following Group:

5.4.1 Article 25 .2 Judges shall maintain continuous and unbroken membership of the Kennel Union from the time their formal studies or activities towards a judging qualification commence until their voluntary retirement from judging, advised in writing to the Executive Committee, or their incapacitation (at the discretion of the Executive Committee), or their death.

9.1.1 Schipperke Club - Mr P. Dinsmore submitted minutes of the SGM held 26.08.21, where the remaining members confirmed the closure of the Club.

YJ enquired as to the disposal of the Club’s assets. AB to check the Minutes of the SGM and to

inform the Executive Committee via email of the Club’s decision in this regard.

9.1.2 Pack GSD Club of the Western Cape – Affiliation

The WC Provincial Council recommends that Exco approve the affiliation of the “Pack GSD Club of the Western Cape””
