5.2 SHOWS

5.2.1 Applications for Second Championship Shows

5.2.1.1 Victory Toy Dog Club – 22 October 2021 – Breed

The above Club is requesting to hold a second Championship Show in 2021 as they did in October 2020.

The Club is up to date with all its documentation.

5.2.1.2 HERDING CLUB – EC & WESTERN SUBURBS DOG SCHOOL 30 & 31 OCTOBER 2021 – DJ & AG

The above Clubs are requesting to host a Second Championship Show on the aforementioned Dates. Letter of motivation & Application for a loaned Licence attached.)

There would be no conflict with any other Shows being held on the same weekend.

Documentation for both Clubs are up to date.

5.2.1.3 Western Province Bull Terrier Club – Championship Show – 22 October 2021

The above Club will be holding its traditional Championship show on 16 October 2021, however, they would also like to apply to host a 2nd Championship Show on the 22nd October 2021, together with the Cape Terrier Club Championship Shows on the following weekend. The Cape Terrier Club has no objections (see Motivation and no objection emails attached)

Affiliation fees and AGMs are up to date.

5.2.1.4 Application to host a Non-Championship Show on the same day as two Group Championship Shows

TKC Kennel Club was unable to host its Breed Non-Championship Show on 25 July 2021 due to the COVID-19 restrictions. TKC Kennel Club is requesting to host its event on 15 August 2021 in order to contract Learner Judges, enabling them to qualify for the next examination.

There are two Terrier Championship Shows due to take place on the same day, which will be held on the lower grounds at Goldfields. Both Clubs have no objection, provided the TKC Show does not interfere with their numbers. TKC KC plan to use the top field. There were Non-Championship Shows and a Championship Show scheduled to take place on the same date, which have since been cancelled.

2.2 Unless dispensation is granted by the Executive Committee, no Non-Championship Show shall exceed two (2) days duration, and no Non-Championship show shall be held on the same day as a Championship Show for the same Group, Breed, Discipline, or an All- Breeds Club unless the venue is more than 160 kilometres from the venue of the Championship Show.

The Shows Task Team have considered this request and have approved the date change, subject to Exco granting the required dispensation as per the above regulation.

Circulated and approved via Round Robin dated 28 July 2021 and tabled for ratification.

Ratified. NdP - the Non-Championship Show conflicted with the Championship Show on the day.

In future Exco must give more careful consideration to such requests. The Non-Championship Show should have taken place after the Championship Show.

5.2.1.5 Dogs owned by Non-Members entered at Championship Shows

The KUSA Office was alerted to the fact that a dog had been entered into the Championship Shows held on 7 & 8 August 2021 in Stutterheim, Eastern Cape, under a Show Clearance Certificate where the declared Owner was not a KUSA member.

Upon further investigation, it was discovered that three Show Clearance Certificates had been issued where the KUSA Office had unfortunately failed to enforce the requirement that the Owner of the dog must be a KUSA Member, even though this is clearly stipulated as a condition on the Show Clearance Certificate.

The following dogs were entered into Championship Shows under Show Clearance Certificates that were issued and subsequently suspended pending the regularisation of the Owners’ KUSA Membership.

The following is stated on each Show Clearance Certificate:

Schedule 3, Regulation 7 (Entry for Exhibition) Only members of the KUSA shall be entitled to enter and have dogs in their registered ownership compete in any Championship Dog Show, licensed by KUSA, save for the Breed Classes offered at Specialist Club Championship Shows, where entries will also be open to non-members.

Schedule 2, Regulation 3.1.5 All imported dogs must be microchipped and have a standardized international marker DNA profile.

This is to confirm that in terms of the above Regulation, the dog listed below, registered with the XXXXXXXX KENNEL CLUB is eligible to be entered at any KUSA-licensed show open to the Breed.

The Owner (s) must hold KUSA membership for the full period of validity of the Clearance Certificate..

Membership Applications and payment of the required fees were promptly received from two of the applicants, after having been notified of the requirements, resulting in the lifting of the suspension of these Show Clearance Certificates.

It was further noted that any awards issued to the third dog should be withdrawn, unless KUSA Membership is swiftly obtained for the registered owner of the dog.

5.2.1.6 Contravention of Schedule 3, Reg. 18.2 (Leaving the Showgrounds without consent of the Show Manager)

5.2.2 Schedule 3 Reg. 14 – Exclusion of Dogs & Reg. 19.8

Temporary Exclusion Order (TEO) for discussion – Bullmastiff – ADENCROWN AMLAR PARKER – Reg. No. ZA009074B19 following an incident that occurred at the TKC KC /Goldfields KC FCI Shows held 21/22 August 2021, at which it was reported that the exhibit behaved aggressively by attacking a French Bulldog (FREDKA FABULOUS MILKA)

After discussion it was agreed that a TEO be issued.

5.2.3 OTHER CLUB / SHOW MATTERS - Nil

5.2.4 KUSA Classic 2021

The KUSA Classic Championship/Winners/ National Breed Events, scheduled to be held on 24 & 25 September, have been cancelled.

The Working Disciplines Events, scheduled to take place on 18/19 September 2021, will still be held. The FCI Breed Show and Dog Dancing Championship and National Show will still be held on 24 & 25 September 2021 .

All Show Schedules have been completed.

5.3 JUDGES EDUCATION COUNCIL (JEC)

5.4 JUDGES

5.4.1 Article 25 .2 Judges shall maintain continuous and unbroken membership of the Kennel Union from the time their formal studies or activities towards a judging qualification commence until their voluntary retirement from judging, advised in writing to the Executive Committee, or their incapacitation (at the discretion of the Executive Committee), or their death.

5.4.2 Dog Jumping and Agility Refresher Courses

In respect of the above, there are a number of judges needing refresher courses as per regulations below. The National Sub-Committees will be discussing this shortly to allow these judges to complete “online courses”.

Although the Federal Council ruled for a waiver on the mandatory requirements during COVID-19 at its June 2021 meeting, how does this affect Judges who did not complete a refresher course prior to COVID- 19, for whatever reason? Perhaps they were not able to attend on those dates?

May we approve them to judge with the understanding that they must attend the next available refresher course? In most instances, these Judges are regular Judges, if not in these disciplines, then in others, so are not considered as inactive Judges.

Schedule Regulations:

Dog Jumping Schedule 5D Reg. 1.6.15

“ A judge will be required to complete a judge’s refresher course once every three (3) years. The content of the course will be as per the National Dog Jumping Sub-Committee requirements. The course must be presented by at least two (2) Championship show judges.

The list of attendees must be sent through to the National Dog Jumping Sub-Committee as proof of attendance. A refresher course may be in the form of an interactive workshop or be part of a judge’s course as stipulated in 1.6.

If a judge does not complete a refresher within the prescribed three (3) year period, the judge will be required to do a refresher course and officiate at a Non-Championship Show and be observed by a qualified Dog Jumping Judge before they can judge a Championship Show. If the judge does not pass the practical evaluation, they will be required to repeat the Non-Championship Show appointment.”

Agility Schedule 5L, Reg. 2.6.1.13

“A Judge is required to attend a refresher course/workshop at least once every two (2) years to maintain their championship judging status. Such a refresher course/workshop will be organised by the Provincial Agility Sub-Committee.

If the Judges’ status lapses, refer regulation 2.6.1.10, they will be required to attend a refresher course/workshop and judge a supervised non-championship show. The provincial Agility Sub-Committee must appoint a (senior) Agility judge to oversee the non-championship show appointment and once passed, the judge may accept Championship show appointments

The Provincial Agility Sub-Committee is to control the Judges attending refresher courses. Once completed, the list of Judges must be sent to the NAgSC, which in-turn will supply these names to KUSA for ratification .”

It was agreed that the Judges be given a 6 months window period within which to complete the online refresher course. Upon completion, AB must be advised, failing which they will be removed from the Judges’ List.

9.1 Applications for Affiliation/Notification of Closure

9.1.1 Barks German Shepherd Dog Club of KZN

At the inaugural meeting held 07/08/21 members of the above Club agreed to become affiliated to KUSA as a Specialist German Shepherd Dog Club.

Application documents have been received together with the required fee.

The KUSA GSD Specialist Constitution was accepted by the Club Members. The Sponsoring Club is the Siegerhunde German Shepherd Dog Club in KZN.

The KZNPC has recommended approval of this Club’s affiliation.

All elected officers of the Club are current KUSA Members.

Suggested Club names in order of preference are:

1. Barks German Shepherd Dog Club of Natal

2. Barks German Shepherd Dog Club of KZN

3. Barks Specialist German Shepherd Dog Club of Natal

9.2 Amendments to Club Constitutions

9.2.1 Sasolburg Kennel Club

The KUSA (Specimen) Club Constitution was accepted by the Club members at its meeting held 22 March 2021 and is hereby tabled for approval subject to amendment to the quorum clause.

The Committee of the above Club resolved to amend the wording as below, rather than use the wording in the KUSA Constitution which reads (General Meeting shall be at least one-and-a-half times (1.5) the number of serving Committee with voting rights.)

The management Committee is no less than five (5), nor more than ten (10).

21. QUORUMS AT MEETINGS

9.2.2 Liesbeek Kennel Club

The members of the above Club agreed to the following amendments at its AGM held 25 July 2021.

18. Duties of the Officers

(iv)

1. At each Annual General Meeting an [Auditor] Independent Financial Practitioner shall be appointed for purposes of verification of the Club’s finances and assets and for the audit of the Club’s accounts and its Statement of Financial Position (Balance Sheet). The [Auditor] Independent Financial Practitioner, who need not be a Member, shall prepare a report, or statement, on the financial position of the Club prior to the Annual General Meeting and such report, or statement, shall accompany the signed financial statements presented to the Annual General Meeting.

2. The [Auditor] Independent Financial Practitioner means a person with trusted experience in the examination of accounts and financial records but who does not necessarily hold the formal qualifications required of an auditor.

3. No member of the Committee shall be eligible for appointment as the [Auditor] Independent Financial Practitioner.

4. Should the appointed [Auditor] Independent Financial Practitioner be unable to fulfil his duties, the Committee shall have the power to appoint another person to perform the audit.

9.2.3 Free State Hound Club

At its SGM held 17 May 2021, the members of this Club agreed to add the Herding Group to its Club Constitution.

Due to the unusual nature of this request, the Constitution Sub-Committee requested that this request first be placed before the Executive Committee for consideration.

Other than Clubs for Working & Herding breeds which have a historical link, we have only previously had a merge of Toy & Utility Groups (which did not last long).

Should KUSA permit a combination of two unrelated Groups in a single Club instead of recommending a stand-alone Herding Club?

After discussion NdP advised that the KUSA Constitution does not allow for the type of Club envisaged.

Must either establish a separate Group Club or form an All-Breeds Cub. AB to advise club accordingly.

As this was an accidental mating, DNA Parentage Verification was done, confirming that ZA005782B19- Lizale Special Dreamer- was the Sire of the litter.

The 5 progeny have been classified as Collie (Smooth) by the applicant.

The Heir of the Estate has applied for KUSA Membership and change of grantee into his registered ownership of the deceased’s Affix.

9.7 Schedule 2 Reg.12 (12.1 to 12.5) Adjudication for registration

For consideration by the Executive Committee: Should a member, who has received a warning letter and was advised that no further litters would be permitted, have an accidental mating with dam in question, could the member appeal to the Executive Committee for dispensation for registration?

After discussion it was decided that members who have been advised that no further dispensation will be granted for a particular dam may apply for further dispensation in the case of an accidental mating. Exco would adjudicate the application taking into account the circumstances. Should the Executive Committee decide not to grant dispensation, the member may submit an appeal to the Federal Council.

10. GENERAL

10.1 MA advised that he will not be available to attend the September meeting.

10.2 NdP raised various complaints he had received from Mrs A Coetsee regarding the recent registration of a litter. PM undertook to investigate the matter and revert to Mrs Coetsee.

10.3 NdP also raised complaints he had received from various members regarding the non-receipt of Award Certificates at Shows.

MA enquired whether the Award Certificates should not be done away with. PM advised that Digital versions are being contemplated as part of the K9 Admin System upgrade project. NdP

undertook to prepare a proposal for presentation to Fedco to compel Clubs to issue Award Certificates timeously.

10.4 NdP informed Exco of a request received from a Rottweiler owner not to record the ED Score on the dog’s Certificate of Registration. Discussion ensued in respect of the current SAVA/KUSA appeal procedure.

After discussion it was decided that a proposal be presented to Fedco to review the HD/ED Appeals procedure.
