THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 19 MAY 2020, VIA SKYPE
1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

2. MINUTES
The Minutes of the meeting held on 24.04.2020 were formally adopted.
3. ANY MATTERS ARISING FROM PREVIOUS MINUTES
3.1 SA Dog Show Manager (Pty) Ltd (Exco 10-19 item 10.2, Exco 11-19 item 3.3, Exco 02-20 item 3.1, Exco 03-20 item 3.1, Exco 04-20 item 3.1)
Follow-up on outstanding monies owed to Clubs.
NdP to assist Clubs with wording of Affidavits .
YJ advised that the documents were ready in order to proceed with civil action.
It was confirmed that, since the individuals concerned were no longer KUSA members, a complaint could not be lodged in terms of Schedule 1. The documents are to be lodged with KUSA and the persons concerned flagged ‘refer management’ on the KUSA system. In the event of either, or both, of the individuals applying for membership of KUSA at any time in the future, the applications will be referred to Exco in terms of Article 10. Such applications will be rejected until such time as all outstanding monies have been paid to the Clubs concerned.
3.2 Protection of KUSA Trademark – Registration with CIPC (Exco 01-2020 item 10.2, Exco 02-20 item 3.3, Exco 03.20 item 3.2, Exco 04-20 item 3.2)
Delayed due to COVID-19 contingency plans taking priority.

3.3 Pinetown GSD Club & ABTC (Exco 03-20 item 9.2.1, Exco 04-20 item 3.4)

Carried forward from previous agenda.
A lengthy discussion ensued on the status of the above long-standing KUSA Club and other GSD Clubs, as well as their relationships with the GSD Liaison Council. Article 2 regarding the definition of a Specialist Club and the definition of a GSD Specialist Club as defined in the GSD Liaison Council Constitution to be examined, together with the Club constitutions, and any anomalies brought to the attention of the Federal Council for resolution.
PM and BJ to discuss with JH.
MCA requested a copy of the Constitution of the Pinetown GSD Club as well as the Natal GSD Club in order to discuss at Provco level. AB will send if scanned copies are available.
4. KUSA OFFICE
4.1 Office Report
Report attached to agenda.
After discussion the Office Report was approved.
MA thought that KUSA being open for business should be given greater prominence on the KUSA website.
4.2 Finance
Reports for April 2020 attached to agenda.
After discussion, the Financial Reports for April 2020 were approved.
It was reported that Provincial Councils will not be asked to submit their budgets for 2020/2021. Fedco will allocate grants based on its financial position at the time. The same applies to National Sub- Committees.
5. SUB-COMMITTEES
5.1 DISCIPLINARY SUB-COMMITTEE

5.1.1 DSC Workshop (Exco 01-2020 item 5.1.2 Exco 02-20 Item 5.1.2, Exco 03-20 item 5.1.1, Exco 04-20 item 5.1.1)
NdP has recommended that a Workshop be held on the process and procedures of Schedule 1.
Arrangements for a special telecon to be discussed with NdP .
NdP said he would, after the lockdown, produce a manual for the information of DSC members, with the assistance of BJ. Thereafter a Skype meeting will be arranged.
5.2 SHOWS
5.2.1 Applications for Second Championship Shows – Nil
5.2.1.1 Request from the office - procedure to follow where a Club applied for a 2nd Championship Show to be hosted in 2020 but due to COVID-19 were/are not able to hold the Event. Will permission be granted for their 2nd Championship Shows to be carried over to 2021 on their traditional date?
Agreed that permission be granted as requested above. However, if the requested date is not the traditional date, then a new application must be submitted.
5.2.3 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8
5.2.3.1 Temporary Exclusion Order (TEO) (Exco 01-2020 item 5.2.3.1, Exco 02-2020 Item 5.2.3.1, Exco 03-20 item 5.2.3.1, Exco 04-2020 item 5.2.3.1)
Following discussion at Fedco 12-2019 a revised TEO Procedure ‘final’ document circulated by BJ to Exco on 04.04.2020.
It was agreed that a Skype meeting should be arranged to discuss final document.
NdP complimented BJ on the draft document which he thought should be easy to finalise and put into operation. All existing forms and constitutional references are to be circulated to Exco members prior to Skype meeting.
KF to arrange Skype meeting.
Further to the above, BJ, on behalf of NdP, requested that PM makes contact with the Insurance company to enquire about the cost to insure Judges, should they be bitten at a Show. Once the information is received, it should be referred to the Fedco. If appropriate, an amendment should be made to the JI Judges Contract form, advising that they are not insured against any calamity.

Agreed that all TEOs below (items 5.2.3.3 to 5.2.3.5) be removed from future agendas. These dogs will be exempt from the twelve-month time limit that is usually imposed to comply with Exco’s requirements.
5.2.3.2 Temporary Exclusion Order (TEO) – Mardusmara Maveric – Boxer - Reg No ZA002841B19 (Exco 01- 2020 – item 5.2.3.4, Exco 02-2020 Item 5.2.3.3, Exco 03-2020 item 5.2.3.3 Exco 04-2020 item 5.2.3.3)
TEO issued on 13.11.2019 following incident at Western Province Kennel Club Championship Show held on 27.10.2019.
Reply received and circulated on 27.01.2020. Exco confirmed the decision that the Boxer should successfully undergo a CGC (Bronze) and then be examined by three Judges.
The Chairman of the WCPC Obedience Sub-Committee has been in contact with the owner regarding CGC arrangements.
No further information received.
5.2.3.3 Temporary Exclusion Order (TEO) – Highleigh Midnight Pepper - Pembroke Welsh Corgi – NAPC Top Dog (Exco 02-2020 Item 5.2.3.5, Exco 03-2020 item 5.2.3.4, Exco 04-2020 item 5.2.3.4)
TEO issued 27.01.2020 to Pembroke Welsh Corgi Highleigh Midnight Pepper Dog exhibit no 216, ZA011098B19, Microchip No 953010003507909 (owned by Mrs DA Darroll and Miss MA Cole) for showing aggression to the Judge, resulting in the Corgi being excused from the ring.
Info circulated to Exco on 27.01.2020.

5.2.3.4 Temporary Exclusion Order (TEO) – Boxer - Dawkendale Ace’s High – Liesbeek Kennel Club Non- Championship Show held 02.02.2020 (Exco 02-2020 Item 5.2.3.6, Exco 03-2020 item 5.2.3.5, Exco 04.2020)
Following discussion at March Exco, a letter has been sent to the owners advising that the TEO is to remain in place until all requirements for the lifting of the TEO are met.
No response received.
5.2.3.5 Temporary Exclusion Order (TEO) – Bull Terrrier – Ferrorok Rosebelle of Herdre – SA Bull Terrier Club (Major Trophy Show) held 01.02.2020 (Exco 03-2020 Item 5.2.3.6, Exco 04 2020 item 5.2.3.6)
TEO issued on 02.03.2020 to Bull Terrier - Ferrorok Rosebelle of Herdre Reg No ZA003309B16 for showing aggression to the Judge resulting in the Bull Terrier being excused from the ring.
Info circulated to Exco on 02.03.2020.

5.2.4 OTHER CLUB / SHOW MATTERS
A Notice was sent to all Clubs that had indicated their shows were postponed to later in the year. This notice was also added to the KUSA Website and Facebook page.
"Fedco has also directed that Licence Fees paid for cancelled shows in 2020 will be carried over to 2021."

5.9.1 USE OF PRONG COLLARS (Exco 04-20 – item 5.9.2)
The use of Prong Collars by a Club for training purposes has been brought to the attention of the KUSA Office. A draft notice prepared by the Fedco Portfolio-holder for IGP in conjunction with the KUSA Office.
At Exco 04-2020, it was agreed that the notice be circulated to Clubs and Provincial Councils and posted on the KUSA website. NdP input was required to amend the Regulations to make them more stringent, particularly with regard to training classes.
Noted . All Exco Members were in agreement that use of prong collars should not be permitted. Due to a shuffling of priorities relating to COVID-19, the above-mentioned notice has not yet been circulated and will be sent to Clubs at the appropriate time.
5.10 DOG JUMPING
The new By-Laws for National Sub-Committees have been adopted by the National Dog Jumping Sub- Committee and a copy lodged with the KUSA Office.

10. GENERAL
10.1 MA enquired about the terms of reference for Exco. NdP directed MA to the Articles regarding the working and functioning of Exco. (Note Articles 10, 18, 20, 24, 25, 29, 30, 33, 34 and 38.)
10.2 Update on GSD Federation of South Africa vs Registrar of Animal Improvement Act and others
NdP informed the meeting that the application was heard at the High Court, Gauteng Local Division and was dismissed with costs.
(Note: Details have been published on the KUSA Website.)
10.3 NdP raised concerns regarding a recent ruling from the Netherlands regarding the Brachycephalic Breeds. A letter received from the Raad van Beheer op Kynologisch Gebied (Dutch kennel Club) to be forwarded to NdP.
After discussion, Exco Members expressed an interest in receiving any further communications received regarding this subject.
