THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 21 APRIL 2020, VIA SKYPE

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

2. MINUTES

The Minutes of the meeting held on 24.03.2020 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

3.1 SA Dog Show Manager (Pty) Ltd (Exco 10-19 item 10.2, Exco 11-19 item 3.3, Exco 02-20 item 3.1, Exco 03-20 item 3.1)

Follow-up on outstanding monies owed to Clubs.

NdP to assist Clubs with wording of Affidavits.

Work in progress.

3.2 Protection of KUSA Trademark – Registration with CIPC (Exco 01-2020 item 10.2, Exco 02-20 item 3.3, Exco 03.20 item 3.2)

Delayed due to COVID-19 contingency plans taking priority.

3.3 Supervision of Children at Dog Shows (Exco 02-2020 item 10.1, Exco 03-20 item 3.3)

As previously reported, amendment are to be made to Schedules 3 and 4 to make it a requirement that minors must be under the supervision of a parent, or responsible adult, while attending Dog Shows.

Changes to the Show Entry Form have been formulated by NdP for the Fedco Agenda.

3.4 Pinetown GSD Club & ABTC (Exco 03-20 item 9.2.1)

Letter circulated by Zainoe Petersen on 13.03.2020.

Carried forward from previous agenda.

A brief discussion ensued and, in the absence of MCA, it was agreed that this item be deferred.

4. KUSA OFFICE

4.1 Office Report

5. SUB-COMMITTEES

5.1 DISCIPLINARY SUB-COMMITTEE

Nil.

5.1.1 DSC Workshop (Exco 01-2020 item 5.1.2 Exco 02-20 Item 5.1.2, Exco 03-20 item 5.1.1)

NdP has recommended that a Workshop be held on the process and procedures of Schedule 1.

Arrangements for a special telecon to be discussed with NdP .

A Skype meeting to be arranged.

5.2 SHOWS

5.2.1 Applications for Second Championship Shows – Nil

5.2.2 Schedule 3 Regulations 5 - Show Schedules - Reg 16 ( Exco 06-2019), (Exco 07-2019), (Exco 08-2019), (Exco 09-2019), (Exco 10-19), (Exco 11-19), (Exco 01-2020)

A list was not tabled due to the change of circumstances following the COVID-19 outbreak.

AB advised that the Office was up to date as far as this was possible, although it was not known whether any Shows will ultimately take place.

After discussion it was agreed to wait for the next announcement by President Cyril Ramaphosa.

5.2.3 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8

5.2.3.1 Temporary Exclusion Order (TEO) (Exco 01-2020 item 5.2.3.1, Exco 02-2020 Item 5.2.3.1, Exco 03-20 item 5.2.3.1)

At Fedco 12-2019, it was agreed that an alternate procedure needed to be devised by Exco for dealing with Dog Aggression, preferably in consultation with accredited Animal Behaviour Consultants.

The procedure should not only apply to Breed dogs, but also to dogs competing in Working Disciplines.

After discussion at the March Exco, it was decided that the Public Liability aspect needs to be researched and possibly included. Judges to be made aware that they are not covered by the KUSA Public Liability Policy. Judges’ Contract may require amendment.

NdP to revert to Exco.

Revised TEO Procedure ‘final’ document circulated by BJ to Exco on 04.04.2020.

A Skype meeting to be arranged to discuss final document.

Further to the above, BJ, on behalf of NdP, requested that PM makes contact with the Insurance company to enquire about the cost to insure Judges, should they be bitten at a Show. Once the information is received, it should be referred to the Fedco. If appropriate, an amendment should be made to the JI Judges Contract form advising that they are not insured against any calamity.

5.2.3.2 Temporary Exclusion Order (TEO) – Ch Ilruca Deyzel – Boxer - Reg No: ZA015834B11. (Exco 01-2020 item 5.2.3.2, Exco 02-2020 Item 5.2.3.2, Exco 03-2020 item 5.2.3.2)

TEO issued 12.12.2019, following a biting incident at the Jacaranda City Kennel Club Show held on 24.11.19.

No reply has been received to date.

[Note: Reply received 30/04/2020. The owner has confirmed that he has retired the dog from all KUSA activities.]

5.2.3.3 Temporary Exclusion Order (TEO) – Mardusmara Maveric – Boxer - Reg No ZA002841B19 (Exco 01- 2020 – item 5.2.3.4, Exco 02-2020 Item 5.2.3.3, Exco 03-2020 item 5.2.3.3)

TEO issued on 13.11.2019 following incident at Western Province Kennel Club Championship Show held on 27.10.2019.

Reply received and circulated on 27.01.2020. Exco confirmed the decision that the Boxer should successfully undergo a CGC (Bronze) and then be examined by three Judges.

The Chairman of the WCPC Obedience Sub-Committee has been in contact with the owner regarding CGC arrangements.

No further information received.

5.2.3.4 Temporary Exclusion Order (TEO) – Highleigh Midnight Pepper - Pembroke Welsh Corgi – NAPC Top Dog (Exco 02-2020 Item 5.2.3.5, Exco 03-2020 item 5.2.3.4)

TEO issued 27.01.2020 to Pembroke Welsh Corgi Highleigh Midnight Pepper Dog exhibit no 216, ZA011098B19, Microchip No 953010003507909 (owned by Mrs DA Darroll and Miss MA Cole) for showing aggression to the Judge, resulting in the Corgi being excused from the ring.

Info circulated to Exco on 27.01.2020.

Any response from the owners will be tabled.

5.2.3.5 Temporary Exclusion Order (TEO) – Boxer - Dawkendale Ace’s High – Liesbeek Kennel Club Non- Championship Show held 02.02.2020 (Exco 02-30 Item 5.2.3.6, Exco 03-2020 item 5.2.3.5)

Following discussion at March Exco, a letter has been sent to the owners advising that the TEO is to remain in place until all requirements for the lifting of the TEO are met.

5.2.3.6 Temporary Exclusion Order (TEO) – Bull Terrrier – Ferrorok Rosebelle of Herdre – SA Bull Terrier Club (Major Trophy Show) held 01.02.2020 (Exco 03-2020 Item 5.2.3.6)

TEO issued on 02.03.2020 to Bull Terrier - Ferrorok Rosebelle of Herdre Reg No ZA003309B16 for showing aggression to the Judge resulting in the Bull Terrier being excused from the ring.

Info circulated to Exco on 02.03.2020.

No response received.

5.2.4 OTHER CLUB / SHOW MATTERS

It was reported at the March Exco that Show postponements and cancellations due to the COVID-19 outbreak will be published on the KUSA website. NdP advised that Clubs may not withhold portions of refund payments to defer costs incurred by the Club unless such provision is recorded on the Show Schedule. It was suggested that Clubs be informed of their legal obligations via a letter circulated by Provincial Council Secretaries.

NdP recommended that going forward a clause be included in Show Schedules with regards to Show cancellations and the refund of entry fees paid.

Proposed new Schedule 3 Regulation 44 received for inclusion on Fedco Agenda.

5.2.5 KUSA Classic

5.2.5.1 2020 Gauteng – Nationals Agility, Dog Jumping, Flyball, FCI CACIAG (Agility) Show – 26.04.2020

Show postponed.

5.2.5.2 2020 Gauteng – Nationals Breed FCI CACIB Show, Obedience, Carting and Handling 28-31 May 2020

Incorporating KUSA Championship Show/KUSA Winners Show (Breed), Obedience, Carting, Agility, Dog Jumping and Flyball .)

5.2.5.3 2020 Gauteng – KUSA Nationals and Championship Shows – WT (Classic), WUD

To be held Sat 20 June and Sun 21 June 2020.

Budget received and approved by the KCCT.

5.2.5.4 2020 Western Cape – KUSA Annual Event IGP Meisterschaft - 29-31 May 2020

Show postponed.

5.2.5.5 2021 KUSA Classic - 28-30 May 2021 (Exco 01-2020 item 5.2.5.4)

Gauteng has offered to host event if no other proposals are received by February Exco.

Note: Due to COVID-19, and its possible impact on 2020 KUSA Classic, Gauteng was to make decision on 2021 by the end of March 2020.

5.3 JUDGES EDUCATION COUNCIL (JEC)

YJ enquired about what progress has been made with regard to Webinars, Exams etc.

Noted and commented that this was in hand and an announcement would be made shortly on the KUSA Website and Facebook page.

5.9 IGP

5.9.2 USE OF PRONG COLLARS

The use of Prong Collars by a Club for training purposes has been brought to the attention of the KUSA Office.

A draft notice was attached to the agenda for Exco‘s consideration. This was prepared by the Fedco portfolio holder for IGP in conjunction with the KUSA office.

Further recommendations welcomed, particularly with reference to the last paragraph.

Exco to consider whether current regulations provide adequate cover to enforce the non-usage of Prong Collars and sufficient jurisdiction for appropriate disciplinary action to be taken.

Proposals for amendments to the Regulations or the Code of Ethics are to be tabled at the next Fedco meeting. Deadline date 4 May 2020.

After discussion it was agreed that the notice be circulated to Clubs and Provincial Councils and posted on the KUSA website. NdP input was required to amend the Regulations to make them more stringent, particularly with regard to training classes.

5.10 DOG JUMPING

5.12 AGILITY

Request from the AWC 2020 Organising Committee for dispensation to amend the deadline dates for the payment of entry fees and deposits stipulated in Schedule 5 L Appendix C (Regulations for the Selection of South African Dogs to Compete at The Agility World Championships).

Request dispensation with regard to Reg.5.1.4:

Handlers may enter the South African Trials, by completing and submitting an official KUSA entry form, payment of the entry fee as determined by the AWC committee and payment of the deposit as determined by the AWC committee. The closing date for entry into the SA Trials will be 15 April.

Request that approval be granted that entries and deposits for the 2020 Trials be due 7 working days prior to the AWC Trial date (depending on if and when the Trial is run).

Should the FCI cancel the AWC 2020 event, there would be no need for the SA Trial event to take place.

Dispensation granted.

9.2 Amendments to Club Constitutions

Central Free State Bull Terrier Club

At its meeting held 15 March 2020, the above Club members agreed to the following amendment.

Quorums at meetings:

21.

(b) If after 20 minutes after the scheduled time of commencement of the meeting a quorum is not present, the meeting shall:

(i) if it is a Special General Meeting called upon the requisition of members - be abandoned;

(ii) in all other cases be adjourned to the same day, time and place one week later to a date and time the Chairman, in his absolute discretion, may deem fit, and no further notice shall be necessary . At such adjourned meeting those members with voting rights present shall constitute a quorum and shall proceed with the business of the meeting.

AB to clarify wording of subparagraph 21.(b)(ii) with Club.

After discussion it was agreed that, due to the particular circumstances, the request for dispensation be rejected. Further agreed that any requests for dispensation with regard to payment for registrations to be dealt with on a case by case basis.

10. GENERAL

10.1 Right of Admission Reserved

NdP has requested that all Show venues have a right of admission sign at the entrance. At the Secretary’s Office, there must be a notice indicating that people enter the Show at their own risk. PM advised that NdP was working on the wording for such notices for Fedco.

10.2 MA referred to a Western Cape Government document concerning event permits for gatherings of people. Discussion indicated the likelihood that there may not be any more Shows this year.

More information may be known after the President’s Address to the Nation that evening.
