TO
THE ARTICLES AND SCHEDULES OF THE CONSTITUTION

The additions and amendments to the Articles and Schedules listed below were agreed to by the Federal Council. The Schedules will become effective on 01 April 2014 (01.04.2014), unless otherwise stated.

Clubs are reminded that in terms of Article 40 of the Constitution, Affiliated Clubs have the right to object to any proposed amendment or part thereof to the Articles, but this does not extend to the Schedules which are governed by Article 41 of the Constitution.

SCHEDULE 5E(2) – REGULATIONS FOR THE TKC INTERPROVINCIAL AND TKC SUPEREME CHAMPION OF THE YEAR COMPETITION
Regulation 5.3 Supreme Champion of the Year
Amend to read:
To qualify for entry into the Supreme Competition all dogs must have won a Best in Show at an All Breeds Championship Show between the 15th September in the previous year to, and including the 14th September in the year in which the competition is being held.

SCHEDULE 5E(4) – REGULATIONS FOR THE DOG JUMPING CHAMPIONSHIP OF SOUTHERN AFRICA
Regulation 4 HOST CLUBS
Insert NEW Regulation 4.2:
Any Province wishing to hold the Dog Jumping Championships of Southern Africa must notify the National Dog Jumping Committee, for their consideration, 6 months prior to the event taking place.

SCHEDULE 5L – REGULATIONS FOR AGILITY CLASSES
Regulation 1.6 – Registering and Eligibility of Dogs for Competition
Insert NEW regulation 1.6.3 – Not for Competition Entries
1.6.3.1 Handlers may enter their dogs as “Not for Competition” (‘NFC’) at Non Championship Shows only. The dog entered as ‘NFC’ should be clearly marked on the entry and score sheet. The handler and dog will be allowed in the ring for the maximum course time.
1.6.3.2 No dispensation in respect of Regulation 4.7 Discipline of Dogs shall be permitted. Dispensations in respect of Regulations 4.8 Practice and 4.9 Rewarding of Dogs will be allowed. However, the dog may not be rewarded with food in the ring.
1.6.3.3 Dispensation allowing a competitor to compete in a lower height than eligible may be permitted but not to compete in a higher height than eligible. Dispensation allowing a competitor to compete in a lower class than eligible may be permitted but not to compete in a higher class than eligible.
1.6.3.4 ‘NFC’ entries shall be identified by the judge/scribe to the other competitors when the handler enters the ring and shall not be marked or be eligible for prizes or qualifications. ‘NFC’ entries will run last in their respective class.

Regulation 2.6 Training and Qualification of Judges and Course Designers
Amend to read:
2.6.1.8     Once a Candidate Judge has successfully passed the examination, he/she will be required to judge three (3) Non-Championship Shows at which a minimum of six (6) dogs shall be present and exhibited. The Provincial Council Agility sub-committee will arrange for each judging appointment carried out by the Candidate judge to be observed by a qualified Agility 3 judge who will report back to the Provincial Council Agility sub-committee and endorse the Candidate judge’s Record Card if passed.

Insert NEW regulation 2.6.13:
A judge shall attend a refresher course at least once every two (2) years to retain their championship judging status.  Such a refresher course will be organized by the Provincial Agility Sub-Committee.

SCHEDULE 5L APPENDIX C – REGULATIONS FOR THE SELECTION OF SOUTH AFRICAN DOGS TO COMPETE AT THE AGILITY WORLD CHAMPIONSHIPS
Regulation 2 Administration
Amend to read:
2.1 A core committee with a member from each province will be formed for a minimum term of two (2) years.  Each year the hosting province will be allowed additional members on this committee.

SCHEDULE 5 L APPENDIXES D – REGULATIONS FOR THE SOUTH AFRICAN AGILITY CHAMPIONSHIPS
Regulation 4.1 Eligibility
Insert NEW Regulation 4.1.6:
The reigning South African Champion in each height category (large, medium and small) will automatically qualify for the final.

Regulation 4.3.4
Amend to read:
After the conclusion of the competition the scores will be totalled and the dogs with the most points will be determined as the winners in each category.  In the event of a tie, all dogs involved in the tie, will be awarded the place.

As various amendments become effective the documents
displayed on the KUSA website will be altered
accordingly.  These documents may
be downloaded for free.

BREED STANDARDS

The amendments to the Breed Standards listed below were agreed by the Federal Council Members at its meeting held on 07/08 December 2013 and will become effective 01.04.2013, unless otherwise stated.

TOY GROUP
Pomeranian
Amend to read:
Colour
All whole colours permissible, but free from black or white shadings. Whole colours are: white, black, brown, light or dark, blue as pale as possible. Orange which should be self-coloured and bright as possible. Beaver. Cream dogs have black noses and black eye rims. Whites must be quite free from lemon or any other colour. A few white hairs, in any of the self-coloured dogs permissible but undesirable. Dogs (other than white) with white or tan markings highly undesirable and not considered whole coloured specimens.

Parti-coloured dogs, colours evenly distributed on body in patches. A dog with white or tan feet or chest should not be considered as a parti-coloured dog.

Shaded sables should be shaded throughout with three or more colours, the hair to be as uniformly shaded as possible, and with no patches of self-colour.
In mixed classes, where whole coloured and parti-coloured Pomeranians compete together, the preference should, if in all other points they are equal, be given to the whole coloured specimens.

HERDING GROUP
Pyrenean Sheepdog (Long Haired) *Please note name change – formerly ‘Pyrenean Sheepdog’*

General Appearance
Energetic, small sheepdog. Medium to long coated with windswept appearance. Alert and lean with racy outline. Body slightly longer than height at withers.

Characteristics
Highly intelligent, strong herding instinct. Tremendous energy and stamina for size.

Temperament
Alert, lively, mischievous and inquiring, but may be wary of strangers. Neither nervous nor aggressive.

Head and Skull
Head almost triangular when viewed from above. Ratio of muzzle length to skull length 2:3. Length of skull equal to its widest point, almost flat on top with a slight central furrow and occiput very slightly pronounced. Side of skull slightly rounded, muzzle tapering evenly to nose. Foreface and skull almost parallel with minimal stop. Nose black with open nostrils. Lips and roof of mouth darkly pigmented.

Eyes
Expressive, almond to oval in shape, wide open, not bulging or sunken. Dark brown, but one or both may be blue or flecked blue in merle coloured dogs. Eye rims black. Eyes never obscured by coat.

Ears
Fairly short, triangular, fine and moderately wide at the base. Placed on top of head but neither too close nor wide apart. Bottom part of the ear erect and mobile with top ideally hanging forward or to the side when alert but laid back in repose.

Mouth
Strong teeth, scissor bite, i.e. upper teeth closely overlapping lower teeth and set square to the jaws.

Neck
Rather long, muscular, and set well into shoulder.

Forequarters
Forelegs lean, sinewy and straight when seen from front with single dewclaws. From side, pasterns slope gently and are flexible. Shoulders fairly long and well angulated with upper arm well laid back. Withers prominent.

Body
Lean, strong and muscular without heaviness. Ribs slightly rounded and extending well back. Brisket reaching to elbow. Length of foreleg greater than depth of body. Loin short, strong and slightly arched.

Hindquarters
Croup short and sloping to fairly low set tail. Thigh strong and well muscled, second thigh well developed and long with well angulated stifle. Hocks low set. May sometimes stand close behind. Single or double dewclaws are acceptable as is their absence.

Feet
Lean, rather flat, oval shape. Dark pads and nails, well furred between pads.

Tail
Previously customarily docked.

Sometimes born with a short or stump tail.

Set low, reaching to the hock with upward hook at end. Well covered with hair. When the dog is alert, the tail should not rise much above the topline.

Gait/Movement
Walks with fairly short strides, trots freely with vigour. Smooth gait, feet never raised very high. At a gentle trot, the head is carried fairly high; when speed increases, the head is carried in line with the back. Good angulation ensures effortless gait.

Coat
Long or semi long. Fairly harsh, dense almost flat or slightly wavy, denser and more woolly on rump and thighs. In some dogs the mixture of coarse and woolly hair can produce cords or felted mats. Hair on muzzle short, longer on face and cheeks, where it grows away from the nose and eyes.

Semi long coats have shorter hair with fringing on forelegs and short hair below the hocks.

Colour
Various shades of fawn may be overlaid with black. There may be a little white on the chest and feet. Light to dark grey, often with white on the head, chest and legs. Blue merle, brindle, black or black and white. Solid colours are preferred. Large areas of white, predominance of white or black and tan undesirable.

Size
Height:     Dogs 42 – 48 cms (17 – 19 ins)
Bitches: 40 – 46 cms (16 – 18 ins).
A tolerance of + or – 2cms allowed.

Faults
Any departure from the foregoing points should be considered a fault and the seriousness with which the fault should be regarded should be in exact proportion to its degree and its effect upon the health and welfare of the dog.
Note
Male animals should have two apparently normal testicles fully descended into the scrotum.

HOUND GROUP
Dachshund
Amend to read:
General Appearance
Moderately long and low with no exaggeration; compact, well muscled body, with enough ground clearance to allow free movement.  Height at the withers should be half the length of the body, measured from breastbone to rear thigh.  Bold, defiant carriage of head and intelligent expression.

Colour
All colours permitted but no white permissible, save for a small patch on chest which is permitted but not desirable. The dapple pattern is expressed as lighter coloured areas contrasting with the darker base. Neither the light nor the dark colour should predominate. Double dapple (where varying amounts of white occur all over the body in addition to the dapple pattern) is unacceptable. Pied, tricolour and the dilute colours isabella and blue are highly undesirable. Nose and nails black in all colours except chocolate/tan and chocolate dapple where they are brown.


Irish Setter (Effective date 01 February 2014)

QUALIFICATIONS FOR ADVANCED REGISTRATION CERTIFICATE
Before submitting any application the following requirements must have been fulfilled:
1. Positively identified by tattoo, microchip or DNA;
2. Over twenty four (24) months of age;
3. A Kennel Union Breed Champion;
4. The registered name of the dog contains an affix (Kennel Name);
5. Hip X-rayed and scored under KUSA/SAVA scheme at or after 12 months of age for dysplasia and scored no worse than C2:C2;
6. Elbows X-rayed and scored under KUSA/SAVA scheme for dysplasia at or after 12 months of age and scored no worse than 0:1 /1:0;
7. Genetically clear (normal) of Canine Leucocyte Adhesion Deficiency (CLAD) either by DNA testing or by virtue of being the progeny of DNA tested parentage (inherited clear);
8. Genetically clear (normal) of Progressive Retinal Atrophy rcd 1(early onset PRA rcd 1) and Late Onset Progressive Atrophy rcd 4 (LOPRA rcd 4) either by DNA testing or by virtue of being the progeny of DNA tested parentage (inherited clear);
9. The holder of a valid SAVA Clinical Eye Examination Certificate (issued in the year of application for an ARC) stating ‘unaffected’ by any obvious inherited eye disease or other disorder.
