BJ enquired on outstanding affiliation fees. CPA advised that she has chased up the outstanding affiliation fees from the Clubs in question. One of the Clubs had notified the Office of their intention to close.

5. SUB-COMMITTEES
5.1 DISCIPLINARY SUB-COMMITTEE
5.1.1 Case 2024-01 – KUSA (Van Vliet) vs Brunner – Appeal
Carried forward from Exco 09.2024
“General Observations and Supplementary Commentary
The Members of the FAC would fail in their responsibilities towards the Kennel Union should they not bring to the attention of the Executive Committee their concerns relating to events which took place at the Baakens Valley Working and Herding & All Breeds Training School’s Non-championship Show held on 22 March 2024. These include:
a) The Judge on the day failing to adhere to Schedule 05B(02) App B Special Requirements in the FCI-IBGH 3 test with regard to the order in which exercises were to be carried out;
b) The Club failing to adhere to the Schedule 03 Regulation 37.1 which states (underline and bolding added for clarity): “The Show Committee shall report, in writing, to the Secretary any case of alleged fraudulent or discreditable conduct, and any default or omission at or in connection with a Show which is brought to its notice. Every such report shall be submitted to the Secretary within seven (7) days of the show and shall be accompanied by all documents and information in connection therewith which is in its possession of power.”;
c) The Trial not meeting the requirements under Schedule 05B(02) App B which state, under Trial Participants, that: “The examination (trial) must have a minimum of 4 participants per trial day. The minimum number of participants per day may only be less if for FCI-BH/VT or BH/VT (NPO) examinations these dogs pass and try for a further examination (FCI-IGP-1, FCI-IFH 1) at the same event.”;
d) The Non-championship Show held on 22 March 2024 not being compliant with the stipulation for trial days as provided for in Schedule 05B(02) App B under Trial Days; and
e) The validity of qualifications awarded on the day.
The intention is to enable the Executive Committee to consider taking appropriate pre-emptive steps, either by way of regulation, or training, to hopefully avoid the recurrence of such disruptive events in future.
At the request of the Fedco Appeals Committee, the KUSA Secretary appeals to the Executive Committee to decide on the actions to be taken so that these may be recorded in the Minutes for noting by the FAC and Fedco.

5.2.2 OTHER CLUB / SHOW MATTERS
5.2.2.1 Entry in Contravention to the Regulations
The Office received a Notice of Disqualification of a dog entered into the Beagle Association’s Championship Show on 05.10.2024. The dog, Registration Number ZA002632B23, was entered into the Novice Class but, after the Class has been Judged, it was reported to the Club that the dog was not eligible as it had previously won first place at a Championship Show. The Committee made the decision to disqualify the dog and reported it to KUSA.
The Office seeks guidance on how to proceed.
Noted. A warning letter is to be sent to the owner for non-compliance with the Regulations.
5.2.2.2 National Title Query
The Office received a query on the 2021 KUSA National Tracking Trials Dog regarding its eligibility for the Title.
The dog, Registration Number ZA002720B15, achieved a non-qualifying mark of 30% at the KUSA National event on 02.10.2021. The qualifying mark for TT5 is a minimum of 70%.
The Office seeks guidance on how to proceed.

KUSA National Tracking Trials – TBC
Following the PROVCO meeting of 15 July 2024, a letter was received from the Dog Jumping and Agility Fraternity objecting to the dates and venue for the 2025 Nationals. A call was held with the representatives in mid-August and they were asked to review their issues and revert to PROVCO at the September meeting. A follow-up meeting for all Dogsport representatives was held on Wednesday, 25 September 2024, to finalise dates and Judges. All relevant issues were addressed at the meeting and the following request is now tabled to EXCO.
In order to accommodate all forms of Dogsport,and not create any conflict with other events the request is to separate the BREED Show from certain branches of DOGSPORT
BREED – to be held at Wynberg Military Base from Thursday, 29 May to Sunday, 1 June 2025, as planned.
DOGSPORT – except for those held independently, to be held at Cape Handlers Dog Club from Thursday, 30 October to Sunday, 2 November 2025.
This will be combined with the NAPC Dogsport Bumper Weekend and create opportunity for increased entries in these sports.
Should this change be approved, we will rework the funding into 2 separate budgets – 1 for Breed and 1 for Dogsport. This will be submitted for final approval in November, as requested.
NS to liaise with MA regarding what would be the best dates.

5.2.4 KUSA Classic 2026 – Gauteng hosted by NAPC
Week 22 – Gauteng.
BJ requested budget to be provided by November 2024.
5.2.5 Schedule 03 Reg. 14 & Reg. 19.8 – Exclusion of Dogs
5.2.5.1 Temporary Exclusion Order – American Akita – King's Throne J-Diamond – Reg No. ZA001150C23
It was reported that the abovementioned dog had acted and behaved aggressively by attacking the Judge at the Northern Free State Kennel Club Championship Show held on 31.08.2024. The Club has submitted the Incident Report Form (Annex A) and a statement from the injured party.

5.2.5.2 Temporary Exclusion Order – Bull Terrier – Joche Sebastian Marlu – Reg No. ZA007785B23
It was reported that the abovementioned dog had acted and behaved aggressively by attacking another Exhibitor and their dog at the Northern Free State Kennel Club Championship Show held on 31.08.2024. The Club has submitted the Incident Report Form (Annex A).

5.3 JUDGES EDUCATION COUNCIL (JEC)
5.3.1 Judges’ ethics
MA raised a query on how to go about requesting that the JEC reminds Judges about the Code
of Conduct.
BJ suggested that it can be requested by Exco that the JEC sends out a reminder of the Code of Conduct.
GR reminded the members of Exco that Judges have special status within the Kennel Union and that their behaviour should be beyond reproach in every way. The JEC should therefore be requested to bring this to the attention of Judges that the Code of Conduct and Practice for Judges Licensed by The Kennel Union pf Southern Africa (Schedule 09 Appendix B) must be strictly adhered to at all times and in addition to the general Code of Ethics for Members of the Kennel Union of Southern Africa (Schedule 09).
5.4 JUDGES
5.4.1 Article 25.2 Judges shall maintain continuous and unbroken membership of the Kennel Union from the time their formal studies or activities towards a judging qualification commence until their voluntary retirement from judging, advised in writing to the Executive Committee, or their incapacitation (at the discretion of the Executive Committee), or their death.

5.21.1 A few requests have been received for the inclusion of species other than dogs as allowed by some of the international Trick Dog organisations. KUSA Trick Dog would appreciate feedback from Exco as to whether this is a concept that could be explored further before a final decision is made.
After discussion it was decided that the status quo should remain and that this would not be explored further at this time.

6. BREED COUNCILS/LIAISON COUNCILS
6.1 FBCSA BREED COUNCIL
FBCSA BC Constitution:
The FBCSA BC shall send copies of the minutes of all meetings, including the minutes of matters dealt with by Sub-committees, to the Secretary of KUSA.
Copies of such minutes shall be dispatched to the Representatives, to each Member Club and to KUSA, within twenty-one (21) days after the meeting, notwithstanding that such minutes are unconfirmed and open to correction before adoption at the FBCSA BC’s next Ordinary Meeting or Annual General Meeting, as the case may be.
Minutes of the Annual General Meeting held in 2021, 2022 and 2023 have not been submitted to the KUSA Office, despite numerous reminders.
BJ recommended that a last attempt be made to obtain the outstanding Minutes before referring the matter to Fedco.

10. GENERAL
10.1 Appeal from Member to arrange payment plan to enable late registration of 6 litters.
The Member initially appealed to KUSA on 22 July explaining that due to a series of unfortunate incidents, the member found themselves in a dire financial situation and has been unable to pay for several litter registrations.
The office requested further details of the affected litters and that a statement be sworn by a Commissioner of Oaths. Once received, it became apparent that the Member seems to be committed to registering all puppies from all of the litters, and KUSA therefore has an opportunity to retain these dogs on our registry, rather than lose them. With this in mind, the amounts owing were calculated and a proposed “payment plan” was drawn up.
The Member has accepted the proposal, several aspects of which require EXCO approval. The Member is aware of this and understands that the payment plan is dependent on EXCO consent.
The Office has copies of all emails with registration applications, litter details and acceptance of the proposed plan on record.

10.2 MA raised a query on the validity of Unistel results received by the KUSA office after it has come to light that Unistel will report on inferior samples. Concern was expressed that the type of sample required for DNA testing is left entirely up to the person doing the DNA test. It should be regulated that the only DNA results acceptable to KUSA are those obtained from blood samples.
