THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 23 FEBRUARY 2021, VIA SKYPE

The Minutes of the meeting held on 26.01.2021 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

3.1 Proposal for Online Survey (Exco 11-20 Item 10.1, Exco 01-21 Item 3.1)

The following proposal was received from Mrs Tania Davey-Smith (KUSA Member 1018914)

Dear Pascale,

I previously wrote to you regarding the poor situation that I encountered when recently visiting two Vizsla breeders. I then made a suggestion that KUSA creates an online survey accessible from the home page of your website, to allow puppy buyers to evaluate breeders, based on their visits to them. You have not yet responded in this regard.

I have since discussed this concept with a few puppy buyers, who have all been in agreement that this would be a very good idea and way to provide feedback, which could allow KUSA to take action, e.g. send inspectors to assess the situation, unannounced of course.

One such a buyer whom I spoke with yesterday, had also visited one of the two breeders in question, and told me how shocked he was that a puppy mill would exist in the name of a KUSA registered breeder. He proceeded to buy a puppy from this so-called "breeder" in an attempt to "rescue" the pup from the environment.

An online survey will provide KUSA with ongoing feedback, and will over time go a long way towards eradicating puppy mills and farming.

Such a survey should be developed collectively by breeders and KUSA representatives. It should NOT be unilaterally done by KUSA.

Please give this serious consideration and please can this be tabled at your next relevant meetings. I look forward to receiving formal feedback on this request.

After discussion, it was agreed that MA was to do further research and revert to Exco with a draft proposal for possible presentation to Fedco.

3.3 KUSA comment re use of Prong Collars for desensitisation of Farm Dogs to snakes (Exco 01-21 Item 10.1)

In response to the Notice circulated to Members in August 2020 pertaining to KUSA’s stance on the use of

Prong Collars, please see request received from Mrs Beth Babbin.

Attached: KUSA Notice and Letter received from Mrs Babbin.

It was decided that more information was required, especially in respect of training methods used. MCA

was tasked with gathering more information and consult widely with persons having the required experience, as well as with Mrs Babbin, and to report back to Exco.

NdP undertook to produce a manual after the lockdown, with the assistance of BJ, for the information of DSC members. Thereafter, a Skype meeting will be arranged. BJ and NdP to liaise on suitable date for the Skype meeting.

5.2 SHOWS

5.2.1 Applications for Second Championship Shows

5.2.1.1 Witwatersrand Kennel Club – 27 March 2021 (Breed)

Application received from Witwatersrand Kennel Club to host a 2 nd Championship Show on 27 March 2021. This is Transvaal Midlands Kennel Club’s traditional date. Transvaal Midlands Kennel Club decided not to hold a show in 2021.

Motivation attached as well as an email from Transvaal Midlands Kennel Club’s Chairman granting permission for Witwatersrand KC to use its 2021 date.

AGM/Financial Documents are up to date and there are no outstanding documents or fees.

5.2.1.2 Vereeniging & Districts Kennel Club - 20 March 2021 and Junior Kennel Club of Gauteng - 21 March 2021 – Championship Shows

The KUSA Office has received a request via the Shows Task Team on behalf of the Junior Kennel Club

Of Gauteng and Vereeniging & Districts Kennel Club to hold their Championship Shows over three (3) days. The Clubs would like to extend the Shows to include the Public Holiday, 22 March 2021, which follows the weekend of 20 and 21 March. The Shows Task Team are in agreement, subject to the Executive Committee being prepared to grant the Clubs dispensation.

Motivation:

To spread the judging out over three days in order to keep attendees below the 100 limit (if it is still applicable at the time of the Shows). Both Shows are intended to run over all 3 days.

5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8

5.2.2.1 Temporary Exclusion Order (TEO)

KF to draft letter to be sent to all owners of dogs who currently have TEOs in place, advising the granting of dispensation until the end of 2021 to meet requirements for the lifting of the TEOs.

Draft letter prepared and ready to be sent within the week. Thirteen letters to be sent.

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

9. ANY OTHER BUSINESS

9.1.1 Applications for Affiliation/Closure

German Shorthaired Pointer Gauteng Club.

At its inaugural meeting held 28 October 2020, the members of the above Club agreed to apply to KUSA for Affiliation. The above Club submitted the required documentation and fee in order to apply for Affiliation as a Specialist German Shorthaired Pointer Club under DOGSPC jurisdiction. The KUSA Specimen Club Constitution has been adopted in its entirety. Sponsoring Clubs are Tvl HPR Field Trial Club and The Weimaraner Klub of Gauteng. There are currently 20 members.

Names of Club in order of preference are:

1. German Shorthaired Pointer Gauteng Club

2. German Shorthaired Pointer Northern Areas Club

3. German Shorthaired Pointer Town and Country Club

As the next DOGSPC meeting is to be held in March 2021, the Chairman of the Provincial Council forwarded the documents to the DOGSPC Councillors & Member Clubs requesting any objections to the proposed new Club to be submitted by 31 January 2021. No objections were received. The Chairman of DOGSPC advised the office to table before the February Executive Committee Meeting. The application for affiliation will be tabled at the DOGSPC Ordinary Meeting March 2021 for ratification only.

9.2 Amendments to Club Constitutions

9.2.1 Queenstown & Districts Kennel Club

At its meeting held 18 January 2021, the above Club approved the following Constitution amendments.

Clause 14 Subscriptions

(b)

Subscriptions shall be for one year from 1st [September] January, provided that for members joining on or after June 30th, the subscription shall be halved for that year only and shall be due on that date.

(c)

Renewal subscriptions shall be due and payable on 1st [September] January each year.

Clause 18 Powers of the Committee

(b), (iv)

to ensure that all [cheques], funds and other negotiable instruments including electronic transfers shall be approved by not less than two persons, one of whom shall be the Treasurer and the other an appointed member of the committee who may not be the spouse or close relative of the Treasurer.

Clause 20 Finance and Accounts

(a)

The financial year of the club shall be the twelve (12) calendar months ending [February] December 31st in each and every year

9.8 Request for dispensation (Exco 01-21 Item 9.9)

Request for dispensation was received from Mrs P Upton to waive the registration of litters over 12 months penalty fee and DNA Parentage Verification requirement for the registration of 2 litters born 04/11/2019 and 02/08/2019.

(Letter of Motivation, Death Certificate & Letter of Executorship attached to agenda)

Mr Upton passed away on 16.05.2019. The Letter of Executorship was issued on 08.09.2020.

At the time of issue of the Letter of Executorship, the litters were 10 months old (6-12 month fee) and 13 months old (12 months + fee)

Applications submitted to KUSA 10 October 2020.

Our records indicate that in the past 5 years, and possibly more, Mrs Upton has always submitted her litter registration applications timeously (0-6 months)

10. GENERAL

10.1 Concerns were raised in respect of the decision made at Exco 01-2021 to withdraw awards won at the Vereeniging and Junior Kennel Club shows. Clarity is required as to whether the initial Shows were postponed or cancelled. AB to follow up and report back at next meeting.
