I herewith wish to tender my sincere apology for being unable to attend the EXCO meeting scheduled for tomorrow, 24 November 2020 @ 13h00.
I am currently attending to serious military issues in the Northern Cape Province which renders me unavailable to attend to said EXCO meeting via Skype. Apart from the fact that there is limited reception in the area where I will find myself it is further not possible for me to do so during the time slots afforded to the meeting due to pressing work commitments.
Please accept and formally record my apology within the minutes of the meeting.

Follow-up on outstanding monies owed to Clubs.
After discussion on this matter, NdP advised that the Chairmen of the Clubs defrauded should lay a formal complaint with SAPS against the Company as well as the Company Director in his personal capacity, should they have the relevant proof. This may however only be done once a decision is taken at a Club Committee meeting. YJ advised that she will liaise with the Clubs affected to gauge whether they wish to pursue the matter.
YJ reported that only one of the clubs replied to the request for written responses. Any further action regarding this matter is to be taken up by the clubs concerned.

NdP undertook to produce a manual after the lockdown, with the assistance of BJ, for the information of DSC members. Thereafter a Skype meeting will be arranged. BJ and NdP to liaise on suitable date to hold the Skype meeting.

The above Club is requesting to hold a Second Championship Show in conjunction with George & Outeniqua Kennel Club Shows 12/13 June 2021.
Motivation letter and supporting letter from George Kennel Club attached.
Affiliation fee has been paid, AGM & Financials received and Show documents received. This Club has qualified to host its first Championship show in 2021.

5.2.1.3 Entry into shows - Incorrect ownership

Application was received to make Miss N. Gerstenberg's dog a Champion and it was discovered that entry was made in her own name, whilst the dog was still registered in Mrs LT McCarthy's name.

NOTES FOR EXCO
Schedule 3, Reg. 7 Entry for Exhibition
"Except as otherwise provided in the By-Laws applicable to a particular Discipline, only Members of the Kennel Union shall be entitled to enter and have dogs in their registered ownership compete in any Championship Dog Show…." and
7.15 "Any dog which has been exhibited contrary to these Regulations shall be liable to disqualification and cancellation of any awards gained, whether or not an objection has been lodged under Regulation 31."
23.2 "In the event of the winner being so disqualified, the winner of the Reserve Challenge Certificate shall be advanced and it shall be awarded the Challenge Certificate ."
After discussion, it was agreed that, since the dog was not entered under the correct registered ownership, the Challenge Certificates awarded are to be withdrawn.
5.2.1.4 Champion Application – Appeal Mr M van Niekerk
The following was recorded at the Exco 07-20 meeting:
The KUSA office received an application for Champion Status from Mr M van Niekerk (who is a KUSA Member) who had entered a dog owned by him at four of the five shows mentioned below. However, the dog in question, a Golden Retriever, QUILLQUEST KIMORA LEE, ZA054256B10, is still recorded in the registered ownership of Mr W & Mrs M Ackhurst.

Hochland Dog Club – Show of 23 July 2016 (Dog was entered as owned by Mr Van Niekerk)

Windhoek Dog Club – Show of 27 July 2019 (Dog was entered as owned by Mr Van Niekerk)

A letter (see attached) was sent to Mr Van Niekerk, which is tabled for Exco's attention. Copies of the CCs awarded to the dog are also attached.
It was agreed that, since the dog was not entered under the correct registered ownership, the 4
Challenge Certificates won when entered in the ownership of Mr M Van Niekerk, are to be withdrawn and the dog will be required to win 4 new Challenge Certificates when entered in the names of its registered owners in order for Championship status to be granted.
Mr M van Niekerk wishes to appeal the decision made at the Exco 07-20 meeting.
After discussion it was agreed that the decision made at the Exco 07-20 meeting is to be upheld.
5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8

KF to finalise document and send to Fedco as a working document.
The working documents were discussed at the Fedco Informal Discussion held on 10 November 2020. The KUSA Office and Fedco sought clarity on a few questions that were raised.
Exco’s decisions are to be circulated to Fedco prior to the convening of the formal Fedco Meeting to take place on 5 & 6 December so that the issues may be discussed.
Queries:
1 We assume that the TEO Manual and Annexure C – Indemnity Form, is to be placed on a KUSA Letterhead (Numbering Item 12 to be reviewed as per KF)
2 Effective Date - when are the new procedures to become applicable? Only applicable to TEOs issued after agreed date of implementation?
3. When does Exco recommend the Manual and accompanying documentation be circulated to Clubs?
Please provide the text for email circulation of the new documentation to Club Chairman & Secretaries
4. Exco to issue a directive in respect of those dogs currently issued with a Temporary Exclusion Order (see list attached).
Extension on initial 12-month period to meet criteria stipulated by Exco at time of issue of TEO to be contemplated. Extend to December 2021?
If agreed – confirm that the office (KF) is to send letters to the owners of the dogs informing them of the extension period.
5. Nico mentioned that after initial evaluation (step 1) – upon receipt of the reports - Exco will give the directive whether need to proceed to Step 2 or not. On the document circulated to Fedco – this is not specified – it is only mentioned in 12.2.1.13.
12.2.1.1.3 The Owner of the Implicated Dog must then report back to the Secretary of KUSA with the Veterinarian’s certificate confirming the problem has been solved, who will then contact the Provincial Council Secretary concerned to make arrangements for the Implicated Dog to advance to Step 2, if so ordered by the Executive Committee.
If so ordered by the Executive Committee has been omitted from Option B 12.2.1.2.2 and Option C 12.2.2.1.32 - Is this intentional or an omission?
Queries from the KUSA Office were answered and permission granted for the documents to be circulated to all Clubs and posted on the KUSA website.

Three Clubs, namely, Rotek GSD Club, North West GSD Club, The GSD Club of Southern Areas and Surrounds chose not to attend the AGM at the last minute and sent an email to the Secretary of the GSDLC the day before the AGM was held which, according to the GSDLC Secretary, was not received.
The day after the AGM was held, a letter was received from a Member of one of the Clubs purporting to act on behalf of the 3 Clubs, claiming that in their opinion the AGM meeting was not quorate.
The matter is under review.

9.2 Amendments to Club Constitutions
9.2.1 IGP Club of Southern Areas & Surrounds
The Committee of the above Club has requested an amendment to the Constitution recently accepted by KUSA, with regard to terminology used.

9.2.2 Northern Tshwane Kennel Club
At its meeting held 04 July 2020, members of the above Club agreed to adopt the KUSA Specimen Club Constitution in its entirety. The new Constitution was recommended for approval by NAPC at its meeting held 22 October 2020.

9.2.3 Highveld BSD Club
At its meeting held 20 September 2020, members of the above Club agreed to adopt the KUSA Specimen Club Constitution. The amendments were approved by NAPC at its meeting held 22 October 2020.

11. Membership
11.2.7 Veteran Members
Shall be persons over sixty-five (65) years of age who have paid the relevant joining fee and annual subscription fee. A veteran Member in Good Standing shall be entitled to vote at all General Meetings of the Club, but only after expiration of a period of one 91) full year after the approval of Veteran Membership has been notified to the applicant in terms of Clause 11.1. Upon reading the age of sixty-five (65) years, and provided their membership has been uninterrupted, Ordinary Members may elect to convert to Veteran Membership and be entitled to vote, provided they are Members in Good Standing.
13. Lapsing of Membership
13.1.7 Lapsed memberships will incur the same joining fee imposed on new members as defined under clause.
17. Management
17.3 Terms of Office
17.3.3
The offices of Chairman, Secretary and Treasurer may only be held for a maximum of four consecutive terms of office (i.e. four (4) years) whereafter these office-bearers may be re-elected to serve on the committee in another role.
18. Powers of the Committee

To co-opt up to a maximum number of three (3) additional committee members (who shall retire at the next AGM) when deemed necessary for the efficient running of the Club. Such co-opted members shall be entitled to vote as an elected member of the Committee.

At its AGM held 10 October 2020, Club members agreed to adopt the KUSA Specimen Club Constitution in its entirety. The following amendment to the financial year end was requested.

Mrs Hart wishes to appeal the decision made at the Exco 03-20 meeting and has agreed to register the 5 remaining puppies in the litter as two are deceased. As only one puppy has been DNA parentage verified, the rest of the litter will be recorded as incomplete registrations until DNA parentage verification has been submitted.

10. GENERAL
10.1 Proposal for Online Survey
The following proposal was received from Mrs Tania Davey-Smith (KUSA Member 1018914)
Dear Pascale,
I previously wrote to you regarding the poor situation that I encountered when recently visiting two Vizsla breeders. I then made a suggestion that KUSA creates an online survey accessible from the home page of your website, to allow puppy buyers to evaluate breeders, based on their visits to them. You have not yet responded in this regard.
I have since discussed this concept with a few puppy buyers, who have all been in agreement that this would be a very good idea and way to provide feedback, which could allow KUSA to take action, e.g. send inspectors to assess the situation, unannounced of course.
One such a buyer whom I spoke with yesterday, had also visited one of the two breeders in question, and told me how shocked he was that a puppy mill would exist in the name of a KUSA registered breeder. He proceeded to buy a puppy from this so-called "breeder" in an attempt to "rescue" the pup from the environment.
An online survey will provide KUSA with ongoing feedback, and will over time go a long way towards eradicating puppy mills and farming.
Such a survey should be developed collectively by breeders and KUSA representatives. It should NOT be unilaterally done by KUSA.
Please give this serious consideration and please can this be tabled at your next relevant meetings. I look forward to receiving formal feedback on this request.

10.2 Request for reinstatement and transfer of ownership of Vondi Who Dares Wins at Braganza
Mrs N Friend appealed to the Executive Committee to grant permission for the transfer of registered ownership into her name of Poodle (Miniature), Vondi Who Dares Wins at Braganza Reg. No ZA015815B15 currently in joint registered ownership of the breeder Mrs Y Bouls and Miss J Browning.
