THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD ON TUESDAY 18 THAPRIL 2017 AT 13H00 VIA TELECONFERENCE

2. MINUTES

The Minutes of the meeting held on 22.03.2017 were formally adopted.

3. ANY MATTERS ARISING FROM PREVIOUS MINUTES

3.1 DNA Profiling/Parentage Verification (Exco 10-15 item 10.5; Exco 11-15 item 3.7; Exco 11-15 item 3.7; Exco 01-2016 item 3.5; Exco 02-16 item 3.3; Exco 04-16 item 3.3, Exco 11-16 item 3.2, Exco 02-17 item 3.2, Exco 03-17 item 3.1)

Proposal to be discussed at June 2017 Fedco informal meeting.

3.2 Hot Weather Policy at Dog Shows (Exco 04-16 item 3.7, Exco 07-16 item 3.4, Exco 11-16 item 3.3, Exco 03-17 item 3.2)

Proposed amendment to Schedule 9 Code of Ethics to be recommended to Fedco.

Noted.

3.3 Terms of Reference for Provincial Sub-Committees (Exco 07-2016 – item 3.10, Exco 09-16 item 3.8, Exco 11-16 item 3.5, Exco 02-17 item 3.4, Exco 03-17 item 3.3)

Mr Shortland has been asked to submit a flow chart to make it easier for sub-committees to understand. Carry forward to next agenda.

3.4 Schedule 3 Regulation 14 – Exclusion of Dogs (Exco 04-16 item 9.7, Exco 05-16 item 9.7. Exco 07- 2016 item 3.6, Exco 10-16 item 3.6, Exco 11-16 item 3.6, Exco 02-17 item 3.5, Exco 03-17 item 3.4)

Proposed amendments to be recommended to Fedco.

3.5 Article 12 Membership - Fedco 12-16 Minutes (Exco 03-17 item 3.8)

Following publication and circulation on 31.01.17 to affiliated Clubs of the amendment to Article 12 with regard to membership of KUSA becoming compulsory for dog owners who show at Championship Shows, 27 objections were received from affiliated Clubs by the deadline. This does not meet the required number of objections for the amendment not to be implemented in terms of Article 40.

At the last meeting, RJ submitted a proposal that a discounted rate could be introduced for those who are paid-up members of Clubs and it was agreed that this proposal should be forwarded to the 
Fedco task team.

Noted. The above-mentioned proposal has been forwarded to the task team as requested.

3.6 Membership Renewals (Exco 02-17 item 4.1, Exco 03-17 item 3.9)

Following Fedco 12-16, Exco was asked to give consideration to the question whether Members have to sign and submit a membership renewal application form each year when their membership is renewed? The applicable forms were then sent to NdP and RZ to peruse and report back.

3.7 Judging Criteria – Age (Exco 02-17 item 5.11.3, Exco 03-17 item 3.10)

The following is carried over from the February and March meetings:

“Following a discussion at the last meeting regarding the circumstances leading up to a candidate judge being permitted to undertake an Agility judging appointment on 5.02.17, the Exco believes that this loophole in the current Regulations should be closed as it was never the intention that a person under the age of 18 should be permitted to judge.

It was noted that only the Federal Council could interpret the rules and before referring the matter to Fedco. NdP and RZ undertook to do a thorough examination of the relevant regulations before making a recommendation for Fedco’s consideration.”

NdP, who was not available for the March meeting, requested via the Chairman that this item be carried forward to this meeting as he needed to discuss in more detail with RZ.

NdP and RZ agreed that this matter should be referred to Fedco.

3.8 Centres (Exco 02-17 item 9.1), Exco 03-17 item 3.13)

The following is carried over from the February and March meetings.

“At the last meeting NdP enquired how the East and West centres in Gauteng were allocated to Clubs and by whom. There appeared to be an inequality in some breeds with more Clubs being allocated to one centre and not another. This can have an effect on points gained towards Champion status (Sch 3 Reg 42.2.2 refers – “not more than four (4) of the minimum five (5) points were gained in one centre,”

AB undertook to research rulings in this regard, however, no information was available at the last meeting due to time constraints.

Any further information will be tabled.

3.9 Hungarian Vizsla Association – (Exco 3-17 item 9.1.1)

Deferred from March meeting pending the submission of another name which indicates the area of operation. The Executive Committee discussed the electronic voting which pertains to the voting at AGMs and SGMs, which was also deferred.

In an email dated 12.04.17, a copy of which is attached to this agenda, the Club appeals to Exco to reconsider its request for a generic name. The following names are submitted in order of preference:

1. Southern Cross Hungarian Vizsla Club

2. Rainbow Hungarian Vizsla Club

If the above two are unacceptable, then the Club will settle for:

3. Highveld Hungarian Vizsla Club

After discussion, it was resolved

To accept the second choice of name, Rainbow Hungarian Vizsla Club

The Club has responded to the Exco’s decision in respect of electronic voting with the following amended clause:

22. VOTING

(a) At all General Meetings of the Club every member vested with a vote in terms of Section 10 shall be entitled to one (1) vote. Matters before such meetings shall be decided by a simple majority of the votes of those present.

(b) At Committee meetings each Committee member shall have one (1) vote. Matters before the Committee shall be decided upon by a simple majority of the votes. Committee members may take part in a meeting by electronic means e.g. a voice / video call.

(c) At all meetings of the Club or the Club Committee, the Chairman of the meeting shall, in the event of an equal number of votes cast for and against a motion, have a casting vote in addition to his deliberative one.

4. KUSA OFFICE

4.1 Office Report

PM reported on the newly designed award certificates agreed to by Fedco. These will be made available as and when the current stock is depleted.

The banner for the “Dogs are not consumer goods” campaign has been posted on KUSA website and FB page. The original banner by the FCI was amended as it was not considered to be grammatically correct.

The turnaround time for the processing of correct applications had not fallen behind in spite of recent public holidays and transport strike. On the other hand, this might suggest that there was a reduction in applications.

4.2 FINANCE

Financial Report for March 2017

After discussion, the Financial Report was approved.

5. SUB-COMMITTEES

5.1 DISCIPLINARY SUB-COMMITTEE

5.2 SHOWS

5.2.1 Application for Second Championship Show

Northern Transvaal Bull Terrier Club – Saturday 4th November 2017 (Br)

The above Club is applying to hold a second Championship Show together with Highveld Ridge Bull Terrier Club.

Motivation:

To allow exhibitors to qualify for the Major Trophy Show in February 2018 and to win Challenge Certificates under specialist Judges.

All Show returns, penalties, AGM/Financial Documents and Affiliation have been received.

Letter attached to the agenda.

5.2.2 Championship Shows - Cancellation of First and Second Championship Shows

Northern Areas French Bulldog Club – 13th & 14th May 2017

The above Club was due to host two Championship Shows but has advised the Office that, due to unforeseen circumstances it will not be hosting this Show (or its traditional Championship Show).

The second Championship Show (14th May 2017) was approved at the Executive Committee meeting held in October 2016.

5.2.3 KUSA CLASSIC

5.2.3.1 2017 – KwaZulu-Natal – 26, 27 & 28 May 2017

Arrangements on track.

5.2.3.2 2017 – Working Trials, WUD and TT – Port Elizabeth – 14-17th July 2017 – Nationals and Championship Show

Arrangements on track.

5.2.3.3 2018 - Free State & N Cape – 2&3 June 2018

Budget to be submitted.

Noted with the comment that the above Provco be given until end of June to submit its budget.

5.2.5.4 2018 – KUSA National Disciplines

Following the March meeting it was confirmed that FS&NC will be holding Working Disciplines as well as Breed.

Noted with the comment that they wished to hold this later in the year. Also noted that NAPC wished to hold this event.

Deferred pending receipt of budget.

5.2.5.5 2019 –Gauteng

The request for this event to be hosted by Western Gauteng Kennel Club is to be reviewed in light of the existing policy that Provcos are invited to make such applications. This was deferred until after Fedco informal meeting at which a flowchart referred to in item 5.2.5.6 will be discussed.

LW referred to the new J1 Judges Contract for Field Trial Judges and asked AB if this was being sent to Field Trials people.

5.9 IPO

IPO International Judges (Exco 03-17 item 5.9.1)

Following the last meeting, a letter was sent to each of the persons who were qualified IPO III Judges (who appeared to qualify ito FCI requirements) and it was further confirmed that John Rautenbach is the only person who is qualified at this time and his name is being put forward to the FCI for acceptance.

9.4 Schedule 2 Reg. 9 – Amendment to Registers

9.4.1 Incorrect details of Dam and Sire recorded on applications for registration of complete litters. Litters whelped 20 October 2016 one (1) puppy and 18 October 2016 one (1) puppy: Pomeranian.

The Breeder, Mrs CR Booysen, inadvertently inserted the incorrect details for the Dam and Sire on the litter application forms. Application forms with the correct details have been received.

The required fee for the rectification of our records has been paid. The original certificates of registration have been returned. Sworn Affidavit received.

Require Breed Parentage Verification Schedule 2 (effective 01/02/2017).

Exco approved the application on this occasion without exercising its right to request DNA parentage.

The breeder to be advised that should there be another occurrence, this may result in Exco requesting DNA parentage verification of the entire litter.

9.4.2 Incorrect details of Sire recorded on application for registration of complete litter.

Litter whelped 26 August 2016 five (5) puppies: Dachshund (Min Long-Haired)

The Breeder, Mrs MD Stone, inadvertently inserted the incorrect details for the Sire on the litter application form. Application form with the correct details have been received.

The original certificates of registration have been returned. Sworn Affidavit received. We await the payment for the amendment.

Require Breed Parentage Verification Schedule 2 (effective 01/02/2017).

Exco approved the application on this occasion without exercising its right to request DNA parentage.

The breeder to be advised that should there be another occurrence, this may result in Exco requesting DNA parentage verification of the entire litter.

9.5 Schedule 3 Regulations 38.3.2 and 38.4 Veterinary Certificates - nil

10. GENERAL

10.1 NdP referred to the Fedco 12-16 meeting, item 3.18, when the Klun French Bulldog Club was permitted to move its area of operation to Gauteng. He also noted the Fedco’s comment that this one-off permission was not to create a precedent for the future. After discussion, the procedure that was adopted for the above Club was explained in that it first made application to Exco for amendments to its Club Constitution, was told to ensure that its affairs were in order and then the matter was referred to Fedco, as it was unprecedented. In this regard NdP advised that the NAPC would like to take over the Centenary Terrier Club from the Free State as there was no interest in running it there.

10.2 BJ enquired about a dog biting incident in Eastern Cape where the correct reporting procedures were not followed.

Noted with the comment that a procedure document would have to be compiled once the proposed amendments to Schedule 3 Regulation 14 have been finalised.

10.3 DS congratulated those concerned with regard to the coverage of the KUSA Classic on the KUSA Website and FB.

10.4 Noted that there was an on-line show entry service being run by a private provider. Additional fees were involved.

10.5 LW drew attention to a letter received following the recent Shows in Port Elizabeth with regard to dogs not being kept on lead. This was contrary to Schedule 3 Regulation 16.2 “No dog shall be allowed to be off a lead or benching chain unless required by the Judge”, as well as clauses 1, 3, 4, 5 and 6 on the declaration on the Show Entry Form with regard to keeping dogs properly secured and under control at all times.

It was agreed that the regulations should be emphasised on the KUSA Website and FB with the comment that people are leaving themselves open to a complaint being lodged against them should they fail to keep their dog/s under control at a show.

10.6 RJ referred to item 5 in the Exco 03-17 Minutes and inquired if letters were sent to the owner/s of the

dogs entered contrary to the regulations at Sasolburg Kennel Club Ch Show. It was confirmed that the awards were withdrawn by the Club, at Exco’s request and that letters were usually only sent by KUSA to owners if requested by the Exco.

Agreed that a letter be sent to the person concerned, pointing out the regulations and the possible consequences of contravening them.
