THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY 23RD OCTOBER 2018 BY TELECONFERENCE

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

2. MINUTES

The Minutes of the meeting held on 18th September 2018 were formally adopted, subject to the heading being corrected to indicate “Minutes” and not “Agenda”.

3.4 SALKA Junior Dog of the Year – Schedule 5E(1) (Exco 07-2018 item 9.6)

3.5 Dobermann Club of KZN – Query Best Puppy Challenge at Ch Shows (Exco 08-2018 item 5.2.3.1, Exco 09-2018 item 3.5)

Following the discussion at Exco 09-2018, a letter was sent to the Club requesting what the reasons were for not giving the final BBPIS award when it appears from the regulations that it is a natural progression to the awarding of the Best Puppy in Show.

After consideration of the contents of a reply dated 18.10.2018 from the Club, from which it was noted that as the Club’s Show Schedule clearly stated that this Challenge would not be on offer, the Exco upheld the Club’s decision not to issue a Best Puppy in Show Certificate at its Show. It was also noted that the regulations do not refer to single breed shows, therefore the Club was well within its rights to make this decision.

3.6 Ridgeless Ridgebacks (Exco 08-2018 item 9.8, Exco 09-2018 item3.6)

Information on dermoid sinus in the Ridgeback and other breeds is being collated.

4. KUSA OFFICE

4.1 Office Report

After discussion, the Office Report was approved.

The KUSA Statistics Report for the financial year ending 31.08.2018, prepared by Kyle Farmer (KF), together with a summary outlining changes and possibilities, was discussed briefly and approved.

Any requests from Exco for more detailed information should be directed to KF.

4.2 FINANCE

After discussion the Financial Report for September 2018 was approved.

5. SUB-COMMITTEES

5.1 DISCIPLINARY SUB-COMMITTEE

5.1.1 Case 02-2018 l

Telecon hearing scheduled for Tue 6th November 2018 at 13h00.

No application for a personal appearance has been made by the Respondent.

5.2 SHOWS

5.2.1 Applications for Second Championship Shows

5.2.1.1 Western Province Bull Terrier Club - 3rd March 2019

The above Club is requesting to host a second Championship Breed Show. This is on the same day as Liesbeek Kennel Club, which has no objection.

All AGM/Financial documents have been received, Affiliation paid and show documents/payment also received. This Club hosts Non-Championship Shows each year.

A penalty has just been issued (9 Oct) for a Non-Championship Show - receipt pending.

5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8

5.2.2.1. Temporary Exclusion Order (TEO) – St Bernard Dog ARIEL EX MOEISA SUPERIORE Reg No ZA001091C17

TEO issued in November 2017 . This dog successfully passed CGC (Bronze), but failed the assessment by Judges. The dog growled and lunged at Judge when teeth were being examined.

Two failures in a row. Possible review of policy.

Note that no scanner was available.

Discussion ensued and the following was agreed/noted:

(1) An additional scanner was needed in the Gauteng area. The existing one should either be serviced or replaced. Gérard Robinson should be asked to bring the Gauteng scanner to Cape Town on his next visit.

(2) When an excluded dog has to undergo a CGC, the Obedience Sub-Committee in the Province concerned is to be informed in order to ensure that the dog is being tested properly, e.g. in the Bronze CGC the evaluator should be going over the dog in the manner that a Vet would do, which includes looking in a dog’s mouth.

BJ mentioned that it was difficult to get Judges to do the post-CGC examination for fear of being bitten.

5.2.2.2 Temporary Exclusion Order (TEO) – Bull Terrier Bitch IPON PRINCESS MIA Reg No ZA002757B17

TOE issued on 24.10.2018 following the TKC Championship Show held 14.10.2017 at which it was reported that the exhibit showed aggression towards the Judge and was excused from the ring.

5.2.3 OTHER CLUB / SHOW MATTERS

5.2.3.1 Eastern Boxer Club Specialty Show – Sat 13th October 2018 – Abandoned due to bad weather

Due to the severe lightning experienced from 14h00, the Club Chairman made a call on grounds of safety for participants and dogs to cancel the show, which had progressed through the rain up to male dogs Champions Class:

“Questions from the Club:

a) With the show being cancelled and not having completed the show will all results be withdrawn?

b) Is there any additional documentation we are required to complete regarding the cancellation and to whom would it be addressed at KUSA?

c) What are the criteria for the Club receiving an extension for holding the show at a later stage, say before 2nd week in December 2018? Extension or re application?

d) Due to financial constraints we would probably have to engage with a local judge as our original judge flew in from Cape Town.”

In the ensuing discussion, it was noted that although shows have had to be cancelled due to bad weather conditions, this was the first time it happened after judging had commenced and awards issued.

After discussion the following was agreed:

The entire show to be cancelled including any results/ awards. No levies to be paid to KUSA. The Club may re-schedule, but must apply for a new licence using the fee already paid for the licence for the cancelled show. A new Judge to be appointed and a new Judge’s Contract to be completed. The entry fees should either be returned to the exhibitors, if refunds are requested, or they may be held over for the re-scheduled show.

It was further agreed that a procedure for such occurrences should be deliberated at the Fedco informal discussion.

5.2.3.2 Jacaranda City Kennel Club & Pretoria Kennel Club Championship Shows 24 & 25 November 2018

Schedule 3 Regulation 5.16 refers “that where a Club has been unable to finalise its Draft Schedule 12 weeks before the first day of the show, no licence shall be issued for that event”.

Exco expressed its concern that no Show Schedules have been posted on the KUSA website for these Shows which are due to be held in approximately four weeks’ time and that this will also have an impact on other events being held on the same weekend. Exco was aware of overseas judges cancelling appointments and the difficulties encountered in finding replacement Judges, however the regulations are clear. There will also be penalties incurred as a result of the late receipt of documents and fees.

The Office was instructed to send a letter for comment to the Club Official(s) concerned.

[Note: Since the date of this meeting replacement Judges have been found and the amended Show Schedules received and published.]

5.2.3.3 Eukanuba World Challenge 2019

GR.CH WHITE SQUALL SEASYDE OLIVERO (ZA006842B15), winner of the KUSA Showdog of the Year 2018 Competition, owned by Lucy Young, has been nominated to represent KUSA and South Africa at the Eukanuba World Challenge 2019 to be held in March 2019 in Birmingham, UK.

All expenses are to be for the owners’ account.

5.2.4 KUSA Classic

7.4.2 Unconfirmed Minutes of Meeting of WCPC held on 17.09.2018

Circulated on 27.09.2018. Attendance same as for AGM, thus there were sufficient WCPC Members present to vote in favour of any item for progression to the Fedco Agenda.

The following was noted under the heading “Events Licences” (item 5.3):

“The Chairman called upon B Gillatt, L Ashton and L Kasselman to speak about the information and suggestions they have for Clubs in applying for Events Licences from the Municipality.

In summary:

All events need a licence from CCT, whether or not on Municipal grounds. If events have less than 200 people in attendance, they are exempt, unless the event involves the erection of structures which are fixed to the ground (e.g. gazebo).

Municipal venues are currently being graded according to facilities offered and there is an effort on the part of CCT that these facilities be made available as widely as possible, as a service to the community.

Should one of our Clubs wish to book a Municipal venue they will first have to obtain an events licence.

Events held without a licence can be shut down by the Municipality and penalties issued.

The Events licence application is a laborious process with many pages of ticking boxes, many of which do not apply to our shows and are equally foreign to the officials who administer the licences.

There are a number of onerous requirements such as emergency plans, medical services, disaster management plans, licencing of caterers.

The provision of enough toilets is surprisingly of low importance.

It is believed that this “blanket” document does not work and that it would be possible for KUSA and the Clubs to engage with the Municipality to negotiate a more suitable document to meet our needs.

The Chairman nominated B Gillatt, L Ashton, L Kasselman, L Wehrli and R Zeeman to form a working group, to liaise with KUSA and the Municipality in order to simplify the Events Licence application and to guide the Clubs through the process.”

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

8.1 29 new members and 50 lapsed members were elected.

9. ANY OTHER BUSINESS

9.1 Applications for Affiliation

9.1.1 Heritage Bull Terrier Club

At its inaugural meeting held 2nd June 2018, the members of the above club elected to become affiliated to KUSA. Affiliation was recommended at the WC Provincial Council meeting which was held 17th September 2018. The application fee has been paid.

The Club will service the Swartland and Boland areas. Sponsoring Clubs, WP Bull Terrier (together with SABTC, ETBTC, LBTC which all are in support.)

Membership list contains 40 people.

The Club has adopted the previous KUSA Specimen Constitution but will be advised to look at the new Constitution for its next meeting.

Management of the Club as per KUSA Constitution (no less than 5 nor more than 10 Committee Members and Quorum shall be twelve (12) members present with voting rights.

Name choices:

1. Heritage Bull Terrier Club

2. Cape Heritage Bull Terrier Club

3. Swartland Bull Terrier Club

Resolved

That the Club be affiliated as a Specialist Club. The 2nd choice of name was approved thus the Club will be called the Cape Heritage Bull Terrier Club.

9.2 Amendments to Club Constitutions

9.2.1 The KwaZulu-Natal Dog Athletics Association

At its AGM held 4 March 2018 the Club members approved amendments to its Constitution (Table of proposed amendments attached to agenda.)

9.6 Schedule 2 Reg. 17 – Recognition of Breeds – nil

9.7 Request for Reduction in Fees - Schedule 7

The Office has received a request (email) from a member who breeds Miniature Schnauzers with regard to the possibility of KUSA reducing the cost of registration for the smaller breeds of dogs.

Currently KUSA offers a discounted rate on litters that exceed 6 puppies in a litter, i.e. a discounted rate is offered from the 7th puppy onwards in a litter. It is very unlikely that when breeding with the smaller size breeds that a litter will exceed 6 puppies. It is mostly breeders who breed with the larger size breeds who benefit from the discounted rate.

Discussion indicated that there was no support for the proposal. The same amount of work had to be undertaken by the Office, regardless of the size of the litter.

It was suggested that the member could, if they so wished, raise this with their Provincial Council Chairman (Article 12.4 refers).

10. GENERAL

10.1 RJ mentioned that some thought should be given at the informal Fedco discussion to limiting the number of 2nd Shows, with the exception of South Western Districts (Oudtshoorn Kennel Club and George Kennel Club). RZ indicated his support of this.

11. DATE OF NEXT MEETING

Tue 20th Nov 2018 at 13h00 – Fedco 12-2018 agenda to be discussed.
