4. KUSA OFFICE

4.1 Office Report

Appendix Register Levels 2 & 3

Fee structure to be the same as single dog & litter registration applications for Breed Register.

Staging test site is being established, so can do some beta testing of the required K9 Admin system enhancements before do live.

National Champion Certificates

Processing of the National Champion Certificates has commenced and should be completed before the end of June.

Noted.

Grand Champion Applications

Slow progress is being made. Verification process takes a considerable amount of time.

As at 12 June 2017, twenty - two (22) applications had been processed.

Noted with the comment that more certificates have been processed since 12 June 2017.

KUSA Banking Arrangements

FEDCO signed a updated banking resolution.

Noted.

Fee increase effective 1 September 2017 .

After careful consideration from the Federal Council , a fee increase of 8% across the board will become effective 1 September 2017.

Twelve (12) month s’ membership subscription = R480 (equates to R40 per month)

New fees will be published on the KUSA website on 1 July 2017.

Noted.

It was also reported that some people were having problems accessing the KUSA website and portals and this was being investigated.

4.2 FINANCE

Financial Report for May 2017

After discussion, the Financial Report for May 2017 was approved.

5. SUB-COMMITTEES

5.1 DISCIPLINARY SUB-COMMITTEE

Case 06-2015

Deferred pending finalisation of civil case which has been postponed sine die. No further information at present.

Noted.

Case 01-2017 – scheduled for 11.07.2017

Another case is currently pending.

5.2 SHOWS

5.2.1 Applications for Second Championship Show

5.2.1.1 Jacaranda City Kennel Club - Ag,Dj,Flyball - 18 November 2017

The above Club is requesting a second Championship Show together with its Breed Show

on the same date.

All Show returns, penalties, AGM/Financial Documents and Affiliation have been received.

5.2.1.2 Nördlicher Verein für Deutsche Hunde Rassen - Ag,Dj,Flyball - 18 November 2017

The above Club is requesting a second Championship Show together with its Breed Show

on the same date.

All Show returns, penalties, AGM/Financial Documents and Affiliation have been received.

5.2.1.3 KUSA Showdog of the Year Competition

Peter Collins Memorial Shield

There is no space on the front of the shield to place a plaque for the 2017 winner (Same dog as 2016)

Can commence positioning plaques on the back of the shield, or purchase a new shield, or allocate another trophy that is not being used?

After discussion, it was agreed to investigate the placing of the shield on a stand so that further plaques may be added. PM to obtain quote. In the meantime, the trophy to be sent to the award ceremony without the engraving done for this year.

5.2.2 KUSA CLASSIC

5.2.2.1 2017 – KwaZulu-Natal – 26, 27 & 28 May 2017

The Report by the KUSA Classic Chairman, Mr R Dempsey, was circulated and the contents discussed and noted.

LW advised that the financial report was being finalised.

The following queries were raised:

The Flyball Judge had been cleared by the KUSA Office in error as he was required to judge a Non-Championship Show before accepting a Championship Show appointment. LW stepped in and judged the National Event in his stead. This will not set a precedent for future events as the Office is aware of the terms of Regulation 8.2.10 of Schedule 5M going forward.

Three dogs were entered in the wrong classes, two of which won awards. The Secretary was instructed on the contents of a suitable letter to the owners concerned regarding disqualification and withdrawal awards.

5.2.2.2 2017 – Working Trials, WUD and TT – Port Elizabeth – 14-17 July 2017 – Nationals and Championship Show

Best wishes for a successful weekend.

5.2.2.3 2018 – Free State & N Cape – 2&3 June 2018

The above Provco has been given until end of June to submit budget.

5.2.2.4 2018 – KUSA National Disciplines – FS&NC Provco

KUSA CLASSIC - 2018 - Free State & N. Cape - 2 & 3 June 2018 (Breed)

KUSA CLASSIC - 2018 - Free State & N. Cape - 4-6 August 2018 (Working Disciplines)

Disciplines to be organised by Mr F. Mostert.

Note: Budget awaited.

It was noted that the above Provco wished to separate the Breed from the Working Disciplines and, whilst the reasons for this were understood, Exco members were asked to give some thought to this going forward, from a cost point of view.

5.2.2.5 2019 –Gauteng

Following discussion at Fedco informal meeting, the request for this event to be hosted by Gauteng is awaited.

5.2.2.6 Proposal for Procedure for KUSA Classic Events

Flowchart circulated with previous agenda for discussion at Fedco informal meeting. Adjustments were made at Fedco 06-17 and a revised copy was circulated with the agenda.

This has been adjusted to give Fedco the initial decision on where an event is held. Exco to establish a consulting committee and LW proposed that Exco give some thought to the Exco Chairman and Clr J Hubbard serving on this Committee, given their experience in running the Classic events.

5.3 JUDGES – BREED

5.3.1 The following Judges completed KUSA requirements and are Licensed for the Group/s as listed: Ms N. Baxter (GAU) (Utility Group)

5.3.2 Re-Admission to KUSA Breed Judges’ Learning Program

5.3.2.1 Mr Roy Clark had prepared his last Working & Utility Evaluations from his last appointment hoping to make his 60 dog minimum Working Evaluations when his computer was stolen and resulted in his exiting the KUSA Breed Judges Programme’ for the Working & Utility Groups. He has 42 Working Group Evaluations currently on record from previous appointments and would like them to be credited. No Utility Evaluations are on record at this time. He has every intention of continuing on the Judges’ Programme. The NAPC PBJSC has confirmed its approval for him to be re-instated.

Agreed.

5.3.2.2 Mrs Gerla Anderson, after previous non-submission of Evaluations on the Herding Group and exiting the Programme, has been given approval by the KZN PBJSC to continue on the KUSA Breed Judges’ Learning Programme. Mrs Anderson is requesting that her previous Evaluations submitted on 18 exhibits be counted towards her qualifications.

Agreed.

5.4 HANDLERS 

Congratulations to Shea Wright on winning the Junior National Junior Handler for 2017. Shea will represent KUSA at Crufts 2018.

5.5 OBEDIENCE - nil

5.6 WORKING TRIALS

5.6.1 The following Assessments have been approved by the Provincial Council Working Trial (Classic) Sub-Committee.

Mr G. Baigrie – CD Trial – Birch Acres Dog Training Club – Championship Show – 4th June 2017.

Mr R. Davies – TD2 – Cape Terrier Club – Non-Championship Show – 28 th May 2017.

PM reported at Exco 05-17 that, following consultation with CG, no Article change was required with regard to definition of Specialist Club but that she was awaiting instruction on KUSA’s response.

This was discussed at the Fedco informal meeting and LW reported that GSDLC was considering changes to its Constitution.

7.3 NORTHERN AREAS PROVINCIAL COUNCIL

7.3.1 Unconfirmed Minutes of Meeting of NAPC held on 18.5.2017

Received and circulated on 13.06.2017

Quorum present.

Noted that there is a proposal from Jacaranda KC to host a new Schedule 5E competition.

Noted. The proposed Schedule will be tabled at Fedco 12-2017.

Item 13.1.13 – Obedience Qualification Certificates. A request for faint lines to be included on the certificates, which have been developed for the computer program only, and are not suitable for some disciplines where the certificates are handwritten. PM mentioned that the Office had been requested to remove the lines and pointed out that there was currently over 1000 in stock. The Office was in the process of updating and upgrading certificates and the re-introduction of the lines could be looked at when the current stock is depleted.

7.4 WESTERN CAPE PROVINCIAL COUNCIL

7.4.1 Unconfirmed Minutes of Meeting of WCPC Meeting held on 15.5.2017

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

8.1 22 new members and 32 lapsed members were elected.

9. ANY OTHER BUSINESS

9.1 Applications for Affiliation

9.1.1 Mpumalanga Bulldog Club

Application has been received together with the fee to become an Affiliated Specialist Club.

At its inaugural meeting held 27th May 2017, it was agreed to become affiliated to KUSA. There are currently nine (9) members with a possibility of obtaining more. Sponsoring Club is Free State Bulldog Club. The Club was recommended for approval at the D.O.G.S. Provincial Council Meeting held on 6 June 2017, at which a quorum was recorded as being present.

Choice of names in order of preference:

1. Mpumalanga Bulldog Club

2. Mpumalanga Royal Bulldog Club

3. Royal Adventure Bulldog Club of Mpumalanga

4. Royal Sunrise Bulldog Club of Mpumalanga

Headquarters will be in the Western Centre of D.O.G.S.P.C administrative area. Management Committee and quorums are as per the KUSA Specimen Constitution.

The Club has adopted the KUSA Constitution entirely.

Approved, together with first choice of name.

9.2 Amendments to Club Constitutions

9.2.1 Saint Bernard Association of Northern Gauteng

9.2.2 Cape Bullmastiff Club

Amendments tabled at the May 2017 Exco Meeting were deferred pending a clear directive from Fedco with regard to teleconferencing and electronic voting, as well as other clauses that were not approved.

9.2.3 Sasolburg Kennel Club

At its AGM held 5 March 2017, the above Club approved the following amendment to its Club’s Constitution.

21 QUORUMS AT MEETINGS

a.i) Annual or Special General Meeting shall be seven (7) members with voting rights.

As the proposed amendment was not clear, this item was deferred to the next meeting.

9.2.4 Vanderbijlpark Dog Training Club

At its AGM held 25 March 2017, the above Club adopted the KUSA Specimen Constitution entirely, replacing its existing Constitution. (This includes Management Committee and Quorum).

Approved.

9.3 Schedule 2 Reg. 4.6 & 4.7 Dispensation for Registration

Bull Terrier (Reg. 4.7 Late Registration)

10. GENERAL

10.1 Ethics

RJ was concerned about ethics at shows and felt that there should be an Ethics Committee to address matters such as, for example, committee members showing at their own shows, Judges showing when a family member is judging, conduct of handlers in the ring. Although some of these issues are addressed in the Judges’ Handbook, he felt that there should be more regulation.

LW asked RJ to submit a proposal for the August or September Exco Meeting.

10.2 Jacaranda Kennel Club

LW advised that this Club has drawn up a new Schedule 5E event and that this will be tabled at Fedco 12-2017.

10.3 Baakens Vallei Working & Herding Breeds Club – Ch Working Trials 24th & 25th June 2017

Request received for dispensation to move TD 1 from Sunday, 25 June to Saturday, 24 June and a change of Judge. Discussion ensued on reasons given for the change and the fact that the contracted Judge appeared not to have been informed of the proposed change.

Dispensation not granted and LW and AB to investigate the matter.

[Note: the matter has since been resolved. The contracted Judge agreed to judge TD1 on Saturday, 24 June.]

10.4 BJ enquired about the future of 2nd Championship Shows following discussions at Fedco, but agreed to wait for the release of Fedco 06-2017 Minutes.
